Highlighted Activity - Week of March 11 - March 17, 2010

During the last seven day period, the Police Department handled 562 service events, resulting in 128 investigations. Following are the last week's highlighted issues and events:
Outside Assist - Los Angeles Police Department Arrest Warrant
On March 11, the Los Angeles Police Department advised Monrovia Police Department that they were going to serve an arrest warrant on a subject at a residence in the 1500 block of Pilgrim. They arrived at approximately 2:00 p.m. and two Monrovia officers were assigned to assist them. Los Angeles Police Department officers entered the home, but were not able to locate the suspect. The suspect is a known gang member who is wanted in relation to a homicide with a firearm. The suspect's vehicle was impounded at the location. The suspect is still outstanding at this time.

Receiving Stolen Property - Suspect Arrested March 12 at 8:34 a.m., the grounds keeper at a complex in the 1100 block of Royal Oaks called to report a male subject who did not belong on the property loading a large television into an empty storage cabinet in the parking area of the complex. An officer arrived and detained the subject. He had a large, newer model television. The suspect is known to be homeless and has a history of burglary and drug use. His statements about the television were inconsistent. He made a statement that he possibly knew the television was stolen. He was searched and the officer found a used cocaine smoking pipe on his person. The subject was arrested for the possession of drug paraphernalia and for receiving stolen property.

Injury Traffic Collision March 12 at 11:30 a.m., officers responded to Mayflower and the 210 underpass regarding an injury traffic collision. A driver, waiting to turn east from the number one lane of Mayflower, pulled onto Mayflower and was struck by a vehicle traveling north, which was occupied by a father and his young son. Fortunately, both were wearing their seatbelts! There was heavy damage to the vehicles, but only minor complaint of pain by all parties. Traffic was problematic and additional officers were needed to assist.

Assault March 12 at 4:54 p.m., a local hospital called to report they had the victim of an assault that occurred in Monrovia at their hospital. The investigation revealed the subject had gone to his girlfriend's home on Los Angeles Street and attempted to speak to her, despite a restraining order against him. During the encounter, he refused to leave and bumped into another male subject in the group. The male subject then punched him with a closed fist. Initial reports indicate that he may have a broken jaw. The investigation is ongoing; however, it may be that both parties will ultimately be charged criminally.

Unlawful Intercourse With a Minor - Suspect Arrested March 12 at 6:50 p.m., an officer was dispatched to a park in the 600 block of West Olive regarding two juveniles possibly involved in sexual activity in the park. When the officer arrived the male and female separated. During the investigation, it was determined that the male was an adult and the female was 14 years old. The male was arrested for unlawful sexual intercourse with a minor and destruction of evidence. The female was taken to a hospital for a medical exam. The investigation is continuing.

Welfare Check March 13 at 9:24 a.m., officers responded to a residence in the 100 block of West Cherry on a welfare check of an elderly female. The officers observed mail piled up, a gas notice was left on the door, and other signs of inattention to the location. Officers believed the woman might be inside in need of assistance and made entry into the location with a key provided by the landlord. The officers found the woman laying on her dining room floor. She was still alive, but in need of immediate medical attention. She was taken to a hospital for treatment. There were no signs of a crime.

Officers located 16 cats in her apartment. Many of the cats were in poor health. Animal Control responded and assisted officers in gathering the cats. The cats were housed at Inland Valley, except for one that appeared very ill and was taken to an emergency clinic for assesment and care. The woman has no relatives that could be located. The officer spoke to the social worker at the hospital and they advised they would work with her to ensure proper care when she is released.

Possession of a Controlled Substance / Theft of an Access Card / Warrants - Suspect Arrested March 15 at 10:44 a.m., an officer observed a small black car occupied by a female driver and a male passenger. The vehicle had no license plate. When the officer started to make a u-turn, the vehicle turned and went into a driveway. The officer parked to see if the vehicle would pull out, and it did and drove past her. She made a u-turn behind the vehicle. The vehicle stopped and the male passenger exited the car and ran into a yard. A perimeter was set up. A resident called and reported a subject just went through her yard on Colorado to the property west of hers. The subject made it to Colorado, where he was detained and arrested. The subject was in possession of methamphetamine, two debit/credit cards belonging to other people, and he had two warrants for his arrest. He was booked and is being held for his court appearance.

Residential Burglary March 15 at 4:48 p.m., residents walking their dogs in the area of Ranchito and Lemon saw two male juveniles sitting on a curb. The juveniles had backpacks with them and were asked what they were doing. The residents walked away, but kept an eye on the juveniles. They looked back again and noticed a window screen had been removed from a window of a residence in the 500 block of Ranchito, and now only one juvenile was sitting on the curb. The residents called the police. The juvenile on the curb got up and ran. He was chased down by two male neighbors and detained until officers arrived. The second juvenile was found hiding in the rear yard of a residence. Both suspects were arrested for burglary, booked, and later released to their parents.

Residential Burglary March 17 at 3:54 p.m., officers responded to the 100 block of North Canyon regarding a burglary. When officers arrived, the resident reported that jewelry had been taken from the master bedroom. The suspects apparently made entry through a doggie door. The suspects exited the master bedroom through the sliding door. Investigation continuing.

Highlighted Activity - Week of March 4 - March 10, 2010

During the last seven day period, the Police Department handled 522 service events, resulting in 124 investigations. Following are the last week's highlighted issues and events:

Death Report March 5 at 6:28 a.m., officers responded to a call of a woman down and not breathing at a residence in the 300 block of West Lemon. Paramedics responded and attempted rescucitation, with negative results. The woman was pronounced dead. It was determined that the woman was a severe alcoholic and her death is likely related to health problems from alcohol abuse. The Coroner's Office was called.

Driving Under the Influence - Suspect Arrested March 6 at 2:06 a.m., an officer on patrol in the area of Shamrock and Huntington noticed a vehicle swerving on the roadway. He stopped the driver and, during the investigation, determined the driver was under the influence. The driver was arrested and transported to the station for booking.

Driving Under the Influence - Suspect Arrested March 6 at 2:36 a.m., an officer in the area of California and Los Angeles observed a vehicle traveling on the roadway with no headlights. She stopped the driver and determined the driver to be under the influence. The driver was arrested and taken into custody for booking.

Felony Vandalism - Suspect Arrested March 6 at 10:06 a.m., dispatch received a call from a witness following a vandalism suspect in a vehicle. The witness saw the suspect get out of his vehicle at Central and Myrtle, where he wrote graffiti on two traffic signals with a large yellow paint marker. He also tagged a trash dumpster in the 1200 block of South Myrtle and a city power transformer at Primrose and Huntington. Officers responded and detained the suspect. He was positively identified by the witness and arrested for felony vandalism. The suspect was uncooperative and denied any gang involvement. The witness will receive Monrovia Police Department's $100 graffiti bounty reward for reporting this incident, which led to the arrest of the suspect.

Grand Theft Auto March 6 at 12:34 p.m., police received the report of a stolen vehicle. An employee of a business in the 1600 block of South Mountain parked and locked his vehicle in the parking lot. He was away from his vehicle for approximately thirty minutes and returned to find it missing. The vehicle taken was a 1994 Honda Accord. Investigation continuing.

Burglary - Suspect Arrested March 7 at 11:12 a.m., an officer responded to a burglary alarm call at an elementary school in the 200 block of Jasmine. As he arrived, a witness reported that the suspect had jumped a fence and fled toward Jasmine. Additional units were requested to search for the suspect. He was detained at Canyon and Foothill. The witness positively identified the suspect. The suspect was wearing a backpack and was in possession of a slidehammer, which was used to gain entry into a classroom. The suspect did not have enough time to take anything. He is currently on parole for burglary. Investigation continuing.

Commercial Burglary March 8 at 7:05 a.m., officers responded to a business in the 1500 block of California regarding a burglary. They arrived and met with the owner, who told the officers he closed up on Sunday and set the alarm. In the morning, he got a call from his gardener, who told him someone had broken into the business. The suspects had cut through a sheet metal bay door and entered the building. Investigation continuing.

Outside Agency Warrant - Suspect Arrested March 8 at 3:48 p.m., officers observed a male subject who is a known gang member. The subject saw the officers and ran toward a residence in the 200 block of East Olive. One of the officers gave chase and detained the subject around the building. A computer check revealed two outside warrants for his arrest. The officer found a Bowie type knife near where the subject had been. Azusa Police Department responded on the outstanding warrants and took custody of the suspect.

Resisting and Delaying a Peace Officer / Possession of a Controlled Substance - Suspect Arrested March 9 at 11:41 a.m., officers responded to a residence in the 200 block of Fig on a robbery alarm call. Officers arrived and checked the location. They saw clothing on the ground at the rear of the location and a male subject came into view. His belt was undone, pants open, and jacket askew on his body. The officers tried communicating with him, but he did not respond. He continued to ignore instructions and began to pick up a chrome barbell. He became combative with the officers and appeared to be under the influence. One of the officers activated his taser, which had no effect on the suspect. As officers moved in and detained the suspect, they saw he had something in his mouth, which turned out to be a plastic baggie containing what appeared to be rock cocaine. He was arrested and taken to a hospital for treatment. Another baggie of rock cocaine was recovered from the suspect at the hospital. He was eventually cleared for booking and brought to the station.

Foothills Special Enforcement Team Outside Agency Search Warrant - Assisting Drug Enforcement Agency (DEA) February 11 at 5 a.m., the Foothills Special Enforcement Team in conjunction with the Drug Enforcement Agency served a search warrant at a residence in the city of El Monte. The search was for narcotics and firearms believed to be at the residence. The residence was secured and the suspect was located. Though the search was not completed at the time of this report, a quantity of narcotics packaged for sales had already been located. This search warrant was part of a larger investigation that is ongoing.

Duarte and Monrovia Anti Gang Enforcement (DAMAGE) Task Force / State Parole Operation March 10 at 6:30 a.m., Los Angeles Sheriff's Deputies, State Parole and Monrovia Police Department personnel conducted a parole compliance check of a residence in the 100 block of South Encinitas. A loaded 9mm pistol, ammunition, a small quantity of methamphetamine and several items of drug paraphernalia were recovered. Two male adults were arrested. One male parolee was charged with ex-felon with a gun, ex-felon in possession of ammunition, possession of methamphetamine and a parole violation. The other male was charged with possession of an unregistered handgun and possession of drug paraphernalia.

At 8:38 a.m., a second parole compliance check was conducted at a residence in the 100 block of Montana on a known gang member. Items with gang graffiti and two different kinds of ammunition were recovered. The parolee was arrested for ex-felon in possession of ammunition and a parole violation.

At 10:00 a.m., a third parole compliance check of a known gang member was conducted in the 300 block of East Walnut. A relative stated that the parolee has not lived at the address for two weeks. It is believed he has moved out of state without permission from parole. There is a warrant pending for his arrest.

Tip of the week

Home Security: Make sure any adjoining doors between your garage and your house are locked at all times. Parents often leave side doors unlocked for children arriving home from school. This gives easy, concealed access to potential burglars. A good deadbolt lock should be installed in adjoining doors. This is a common method of entry for burglars to gain access to the rest of your house.

During the last seven day period, the Police Department handled 515 service events, resulting in 109 investigations. Following are the last week's highlighted issues and events:

Commercial Burglary / False Identification to a Peace Officer - Suspect Arrested
February 25 at 11:28 a.m., an officer responded to a theft report at a business in the 500 block of West Huntington. Store loss prevention personnel detained a subject for attempting to steal a suitcase filled with merchandise. When taken into custody, the suspect presented false identification to the officer. His true identity was later confirmed and he was booked for the appropriate charges. His criminal history revealed he is a prior deported felon and an ICE hold was obtained.

Residential Burglary February 26 at 3:41 p.m., police responded to the report of a residential burglary in the 400 block of West Central. Unknown suspects forced entry and ransacked the residence. Investigation is continuing.

Structure Fire February 26 at 9:33 p.m., officers responded to the call of a structure fire and possible gas leak at a residence in the 600 block of Terrado. The house and homes in the immediate area were evacuated. Monrovia Fire Department responded and extinguished a small fire in the garage. The gas was turned off, the structure was saved and there were no injuries. The origin of the fire was the area of the washer, dryer and water heater. The exact cause is not known, but arson was not suspected.

Suspicious Circumstances
February 27 at 10:52 a.m., a business in the 1600 block of South Mountain reported a vadalism to their backdoor. Store loss prevention personnel had been alerted to a series of burglaries at different stores, where entry was forced from the outside. When they checked their rear entrance on Evergreen, they discovered a hole had been drilled in the door and patched. They removed the patch material and discovered the wires to the security system had been cut. The officer took a report and will make advisements to other agencies regarding this incident. Officers also went to the larger local retail stores in the area and advised them to be vigilant regarding suspicious activity of this nature.

Driving Under the Influence / Traffic Collision - Suspect Arrested February 28 at 4:13 a.m., police received multiple calls reporting a collision in the 100 block of West Olive. When officers arrived, they found a vehicle had collided into a parked vehicle and then struck city street light. Monrovia Fire Department responded and checked the occupants. During the investigation, it was determined the driver was driving under the influence. The driver was arrested.

Mountain Lion SightingMarch 1 at 7:40 p.m., several residents in the 1100 block of Norumbega reported seeing an adult mountain lion. The animal was seen walking across front yards by residents that were inside their homes and did not represent an immediate threat. There was no interaction with the animal and no loss of pets reported. Officers responded, but the animal had left the area and efforts to locate it were unsuccessful. A telephonic notification was made to neighbors in the area to advise them.

BurglaryMarch 3 at 9:58 a.m., an officer was dispatched to a business in the 900 block of West Foothill. The reporting party told him he had closed up the night before at 9:30 p.m. and locked up the location. He returned in the morning and found someone had broken off the lock on an outdoor shed that contains supplies, but it appears nothing was taken. Investigation continuing.

Vandalism / TheftMarch 3 at 2:14 p.m., officers responded to the 200 block of Wildrose regarding five juveniles seen tagging in the alley. Officers arrived and saw fresh spray paint on garages and walls in three locations. They conducted an area check and detained two subjects matching the descriptions given by the reporting party. The two juveniles were positively identified by the witness as being involved in the tagging. Officers recovered a spray paint can from one of the juveniles, which had been stolen from Wildrose School. The tagging in this incident is similar to the tagging in numerous other incidents reported to police. Investigation continuing.

BurglaryMarch 3 at 3:36 p.m., an officer went to the 900 block of West Duarte regarding a burglary. The reporting party told him his residence had been broken into overnight. The residence is part of a complex that was being fumigated and was tented. The officer took the initial information, but could not enter the location to investigate due to the hazard. He will return when the location is safe to enter and complete his investigation.

Suspects Found Guilty in 2007 Attempt Murder Case

On Friday, February 26th, after a month and a half of trial, Duroc gang members Mario Alford and Lamar McDaniels, were found guilty of attempt murder. The third suspect, Melvin Mapps, pled guilty to 23 years at the start of trial. Alford and McDaniels were offered 21 years but rejected it. In the end, they were charged with attempt murder, with all of the gun and gang allegations. Sentencing has been put off to another date, but more than likely, Alford and McDaniels will not receive anything less than 34 years, according to the District Attorney.

Tip of the Week Home Security: Doors, windows and yards should be well lighted at night - Burglars don't like lights. Consider installing lighting which could possibly deter burglars from approaching your home. The lighting should be positioned where it cannot be turned off or tampered with.

Highlighted Activity - Week of February 18 - February 24, 2010

During the last seven day period, the Police Department handled 558 service events, resulting in 106 investigations. Following are the last week's highlighted issues and events:

Domestic Violence / Criminal Threats

February 18 at 1:15 p.m., an officer responded to a call reporting domestic violence. The victim's live-in boyfriend had struck her, causing visible injury. He then pulled out a knife and stated he would kill her and her child. He left the location before police arrived. Officers were able to speak to him by phone and he stated he would turn himself in, but he did not. A want for his arrest was issued. The victim was issued an emergency protective order. Investigation continuing.

Domestic Battery / Criminal Threats - Suspect Arrested

February 18 at 2:08 p.m., a victim of domestic violence reported she was struck multiple times by her boyfriend. She has been dating the suspect for five months and was attempting to break off the relationship. They do not live together and do not have children together. The suspect fled after the incident, but continues to harass and threaten the victim. A want for the suspects arrest and an emergency protective order for the victim were issued. The suspect was later located and arrested.

Driving Under the Influence - Suspect Arrested

February 19 at 11:38 p.m., an officer responded to the area of Myrtle and Huntington after a cellphone caller reported a possible drunk driver. The officer located the vehicle and stopped the driver for a vehicle code violation. During the investigation, the driver was determined to be under the influence and was arrested.

Driving Under the Influence - Suspect Arrested

February 20 at 12:31 a.m., an officer was in the area of Magnolia and Huntington and noticed a vehicle traveling without headlights. She stopped the driver and, during investigation, determined the driver was under the influence. The driver was arrested.

Driving Under the Influence / Traffic Collision

February 20 at 1:03 a.m., officers responded to a traffic collision. During the investigation, they determined the driver was under the influence. He was taken to the hospital for his injuries. Evidence was collected at the hospital and the investigation is continuing.

Traffic Collision

February 20 at 5:02 a.m., officers responded to the 300 block of East Foothill on a vehicle collision. During the investigation, officers determined the driver was traveling on Foothill, fell asleep behind the wheel, and struck a parked vehicle.

Driving Under the Influence - Suspect Arrested

February 20 at 5:11 a.m., an officer was in the 1400 block of South Mountain and saw a vehicle turn onto Mountain without stopping for the stop sign. The officer stopped the driver and, during the investigation, it was determined the driver was under the influence. The driver was arrested.

Death Report

February 20 at 10:14 a.m., officers responded to the the 200 block of Kruse regarding a male subject in his car that was nonresponsive. Officers arrived with paramedics and determined the subject was deceased. He is a 38 year old male. He had a small quantity of black tar heroin and a heroin users kit in the car. The Los Angeles County Coroner's Office was called and they took over the investigation. Monrovia officers assisted the Coroner personnel as needed.

Vandalism - Suspect Arrested

February 20 at 5:40 p.m., police received a call from a reporting party who saw a juvenile tagging a tennis court at a park in the 700 block of East Lemon. An officer responded and located the suspect. The suspect was identified and arrested. He was transported to the police station where he was booked and later released to a parent. The reporting party received the $100 Graffiti Bounty reward for reporting the crime, resulting in the arrest of the suspect.

Grand Theft Auto

February 20 at 10:42 p.m., an officer responded to the 200 block of West Olive regarding a vehicle theft. The victim parked her vehicle, a 1993 white Honda Accord, across the street from her residence. She returned to the area where she parked her vehicle approximately three hours later and discovered it was missing. No evidence was located at the scene and the investigation is continuing.

Delaying and Obstructing a Peace Officer / Parole Hold - Suspect Arrested

February 22 at 2:41 p.m., police responded to a residence in the 100 block of May Avenue regarding a wanted suspect being at the location. Officers responded to the area and saw the suspect trying to conceal himself. The male suspect went inside the residence. The officers were allowed to enter and check for him. Officers found the suspect hiding in the bathroom. He was arrested for delaying and obstructing a peace officer and was found to be currently on parole. A parole hold was obtained.

Grand Theft Auto

February 23 at 1:14 p.m., an officer was dispatched to the 300 block of South Lincoln regarding a stolen vehicle. The reporting parting told the officer his truck was stolen during the night. The vehicle is a black 2005 Dodge truck. Investigation continuing.

Residential Burglary

February 23 at 2:07 p.m., officers responded to the 200 block of West Cypress regarding a burglary. Upon their arrival, the reporting party told them someone broke into her house. The officers cleared the house and found the bathroom window had been broken. The suspects selected several items and left the location through a bedroom window. Investigation continuing.

Child Endangerment / Possession of a Controlled Substance - Suspect Arrested

February 23 at 2:33 p.m., police received a call from a case worker with the Department of Child and Family Services advising she had just been talking on the phone with a female who is wanted by Monrovia Police Department for child endangering and possession of controlled substance charges. The female is the subject of a case she is working on and she told the case worker she would be at a location in Monrovia within fifteen minutes. Officers responded to the location and were let in, but the female did not show up. The officers left the location. A short time later, dispatch received a call from the female suspect requesting an officer at the location to keep the peace while she picked up some property. Officers responded and this time the suspect did show up. She was arrested and taken into custody.

Highlighted Activity - Week of February 11 - February 17, 2010

During the last seven day period, the Police Department handled 559 service events, resulting in 121 investigations. Following are the last week's highlighted issues and events:

Assault with a Deadly Weapon / Criminal Threats February 11 at 10:13 p.m., officers were dispatched to the 1800 block of California regarding an assault. When Officers arrived, they discovered the suspect and victim are bothers who were involved in an argument. The argument escalated when the suspect pushed the victim and produced a sharp object, either a knife or nail clippers. The suspect tried to stab the victim but was pushed away by a family member, preventing injury to the victim. The suspect fled prior to officers arriving. An area search was conducted with negative results. The investigation is continuing.

Warrant Arrest / Fraud / Suspects Arrested
February 12 at 12:42 a.m., an officer observed a vehicle in the area of Duarte and Myrtle occupied with two male gang members and a female driver. A check on the vehicle license plate revealed a warrant for a female. A traffic stop was made on the vehicle, which revealed the warrant was for the driver. She was arrested. A check on the passengers revealed they were gang members from Azusa. One of them was recently paroled and the other had a warrant and was arrested. He was later release on a citation. The female subject was found to be in possession of a fraudulent social security card. She was held for bail and the investigation is continuing.

Domestic Violence / Suspect Arrested
February 12 at 12:42 a.m., police received a 911 call of a male striking a female and trying to force her into a vehicle. When officers arrived, they observed the vehicle leaving the area. They stopped the vehicle and, as a result of the investigation, the male subject was arrested for domestic violence. The female was transported by ambulance to a hospital for her injuries. The investigation is continuing.

Assault with a Deadly Weapon / Suspect Arrested
February 12 at 4:01 a.m., a female caller reported her mother had been stabbed by the mother's boyfriend. The caller was able to provide information on the suspect vehicle as the suspect was leaving the area. An arriving officer observed the vehicle and attempted to stop it, but the driver fled. A pursuit ensued through Monrovia and ended in El Monte. The driver abandoned his vehicle one block from his home. A perimeter was established to contain the suspect that prevented him from getting into his home. Officers established communication with the suspect on his cell phone and he eventually surrendered to officers. The victim sustained multiple lacerations to the front and back of her neck and hands. She was transported to a hospital and treated for her injuries. She is expected to survive. The investigation is continuing.

Suicidal Subject / Mental Evaluation February 13 at 12:09 p.m., a caller stated that a suicidal male subject had taken a large quantity of pills and was driving a red Ford Mustang in the area of Myrtle and Huntington. Officers responded and eventually located the subject in the county wash area. He was throwing things and acting irrationally. Officers detained him and requested paramedics. He was transported to a hospital for emergency treatment and held for mental evaluation.

Suicidal Subject / Mental Evaluation February 14 at 12:40 p.m., an officer responded to the 100 block of North Encinitas regarding a female who was threatening to commit suicide. She left the location in a vehicle with her two children, ages one and five, prior to officers arriving. Officers checked the area, but were unable to locate the subject. She eventually returned to the residence with the children. She was transported to a hospital and placed on a 72 hour hold for mental evaluation. The children were unharmed and were left in their grandmother's care.

Grand Theft Auto Recovery - Suspect Arrested February 14 at 12:48 p.m., officers responded to a residence in the 200 block of Jasmine regarding a petty theft from a vehicle. During the investigation, the officer ran a check on the vehicle and it returned as a reported stolen vehicle out of Arizona. The reporting party told the officer he had purchased the car, but he had no paperwork to show he owned the vehicle or was making payments. The officer verified the vehicle was stolen through Arizona authorities and spoke to the owner of the vehicle, who stated she did not know the suspect. He was arrested for Grand Theft Auto.

Burglary / Suspect Arrested February 15 at 3:10 a.m., a resident in the 400 block of South Canyon called 911 as a suspect was trying to open her front door. She could see something being wedged in the door jamb and the door knob was turned. Officers arrived and found the male suspect still at the front door. The suspect and the victim had a dating relationship, but broke up over two years ago. It was Valentines Day and the suspect said he wanted to see the victim. The victim desires prosecution.

Grand Theft Auto February 16 at 6:37 a.m., an officer responded to the 500 block of Fano regarding a stolen vehicle report. The victim reported that she parked her truck in her assigned apartment carport and secured it. She returned to her carport this morning and her truck was missing. There was no broken glass on the ground where the truck was parked and she had accounted for all of the keys. Investigation continuing.

Under the Influence / Suspect Arrested February 16 at 7:14 a.m., officers responded to Myrtle and Atara regarding a male subject sitting in a chair who appeared to be under the influence. When officers contacted the subject he was uncooperative and displayed bizarre behavior. The subject suddenly stood up and took an aggressive stance. Officers determined the subject to be under the influence of drugs. They tried to verbally to control the subject to no avail. The officers believed the subject was going to charge, so one of the officers activated his taser, with no effect on the subject. Officers took hold of the subject and were eventually able to get him under control. Paramedics were requested and the subject was taken to a hospital for booking clearance. He was then brought to the station for booking and detoxification. The subject is a known gang member and he was served with the gang injunction.

Vehicle Burglary February 16 at 8:30 a.m., an officer went to the 100 block of Highland regarding a vehicle burglary report. The victim had parked his vehicle in the evening. He returned to it the next morning and found a passenger window had been broken. He checked his car and found the GPS system was stolen. Investigation continuing.

Vehicle Burglary February 16 at 8:31 a.m., an officer was dispatched to the 100 block of El Nido regarding a vehicle burglary. The victim parked his vehicle on the street in front of his residence in the evening and secured it. The next morning his neighbor knocked on his door and told him a window on his vehicle was shattered. He went out to his vehicle and found that his GPS system was missing. It appears the suspect broke the window and grabbed the GPS. The victim stated this is the second time in four months this has happened to his vehicle. Investigation continuing

Vehicle Burglary February 16, an officer was dispatched to a parking lot in the 100 block of West Duarte regarding a vehicle burglary. The victim parked her vehicle in the lot and left her purse in the car. When she returned to the vehicle, she saw a window had been broken and her purse was stolen. Investigation continuing.

Assault February 17 at 1:48 p.m., a caller reported that a male subject was jumped by three male suspects. Officers responded to the area and located the victim, but the suspects had fled the area in a silver Honda. As he reached the freeway underpass, the suspect vehicle drove by him and the front passenger asked him where he was from. The vehicle then made a u-turn and stopped next to the student. The front passenger exited the vehicle and began to fight with the student. As they were fighting, the rear passenger also exited the vehicle, grabbed the student, threw him to the ground and yelled the name of a local gang. The two male passengers then returned to the vehicle and the suspects fled the area. The victim sustained minor injuries. Investigation continuing.

Search Warrants - Convicted Felon with a Firearm / Suspects Arrested
February 18 at 3:00 a.m., The Monrovia Police Department Detective Bureau served search warrants on two locations regarding a convicted felon in possession of firearms. The Foothills Special Enforcement Team was called in to assist with one location and the Detective Bureau, Special Enforcement Team and Community Policing officers served the warrant at the second location. A search of the locations resulted in finding seven firearms, including a handgun, several rifles, a shotgun, ammunition, pellet guns, knives, illegal fireworks and other evidence of recent crimes. The primary suspect and his girlfriend were arrested and booked for felony firearms charges.

Formative Years Project
The Monrovia Police Department's classes for the Formative Years Project are scheduled to begin March 18, 2010. The Formative Years Project is a program aimed at parents and their children, grades 1 through 3, which introduces important life values and skills to children at an early age. Providing this training when children are young begins the process of building healthy and safe practices that can set the stage for a lifetime of success and healthy living. Tip of the Week
The Police Department received a warning this week from the Secret Service about counterfeit bills being used in our area. The warning states that $100.00 bills are being reproduced from $5.00 bills. Counterfeiters are bleaching $5.00 bills and reprinting them as $100.00 bills with ink jet printers. If you receive a $100.00 bill, check the bill for the correct watermark. It should be Benjamin Franklin, NOT Abraham Lincoln, on a $100.00 bill. Check the security thread. It should show as a pink strip, not blue, and it should read "USA 100" when held to the light. Check every $100.00 bill carefully. Battery operated counterfeit money detectors and tester pens can be purchased from local office supply stores. If you receive a bill that fits this description, get as much identifying information as possible from the individual passing the bill and immediately alert police. Please see the flyer attached at the end of this report for more information on identifying counterfeit currency.

MPD issues Fake $100 Bill detection notice

Attention Businesses:
The Monrovia Police Department has sent us this information to pass on to our businesses. The attached is what the altered bills look like.

Secret Service has issued a warning about counterfeit bills being used in our area. (See the attached PDF File) One hundred dollar bills are being reproduced from $5.00 bills. Counterfeiters are bleaching $5.00 bills and reprinting them as $100.00 bills with ink jet printers.

Check for the correct watermark. It should be Benjamin Franklin NOT Abraham Lincoln on a $100.00 bill. Check the security thread. It should show as a PINK strip NOT Blue and read "USA 100" when held to the light.

Weekly Crime Round Up - lots of auto burglary and auto theft.

Highlighted Activity - Week of February 4 - February 10, 2010

During the last seven day period, the Police Department handled 527 service events, resulting in 116 investigations. Following are the last week's highlighted issues and events:
Vehicle Burglary February 4 at 8:13 p.m., a resident in the 100 block of El Nido reported that someone had broken into their vehicle. They had parked the vehicle and went inside the residence. When they returned to their vehicle, they discovered the driver's window had been smashed. The loss is undetermined and the investigation is continuing.

Grand Theft - Motorcycle
February 5 at 2:05 a.m., a resident in the 800 block of West Walnut reported his motorcycle had been stolen. He had parked it in his driveway in the early evening. The victim exited his residence at 2:00 a.m. and discovered his motorcycle was missing. The bike had no alarm or lock and he accounted for all of the keys. The investigation is continuing.

Vehicle Burglary February 5 at 6:12 a.m., the victim of a vehicle burglary called to report his truck broken into during the night. The victim parked his vehicle in the evening, and when he returned to it in the morning, he discovered his car stereo missing. The investigation is continuing.

Hit and Run Traffic Collision - Damage to City Property February 5 at 8:04 a.m., the City Public Works Department reported a hit and run collision with damage done to city property. An unknown suspect apparently collided into a fence on the west side of the City Well Field lot off of Peck road. The collision resulted in approximately $15,000 damage to city fencing and to a small utility trailer. It appears the suspect intentionally rammed the fence in order to get out. Investigation continuing.

Grand Theft Auto February 5 at 12:50 a.m., a subject called to report her tractor truck stolen. The victim had parked her tractor at a business in the 1600 block of South Mountain on February 1. She was later admitted to a hospital and did not see her vehicle for several days. She returned to the parking lot on February 6 at 1230 a.m. and discovered the tractor missing. Investigation continuing.

Possession of Marijuana - Suspects Arrested
February 5 at 1:06 p.m., Monrovia High School staff located a group of students who had left gym class together and returned smelling strongly of marijuana. Seven students received citations from officers regarding possession of marijuana and other smoking paraphernalia. All were cited and released.

Driving Under the Influence - Suspect Arrested February 6 at 1:57 a.m., an officer stopped a vehicle for a violation and spoke with the driver. During the investigation, the driver displayed symptoms of being under the influence. He was arrested and taken into custody.

Drug Activity - Suspects Arrested February 6 at 2:20 a.m., an officer stopped a vehicle for a traffic violation. During the investigation, it was determined that the three occupants each had warrants. Further investigation revealed three plastic baggies containing cocaine near where each of the occupants had been sitting. The subjects were arrested and brought to the station for booking.

Driving Under the Influence Traffic Collision - Suspect Arrested
February 6 at 3:45 a.m., dispatch received a call from El Monte Police Department reporting a traffic collision in the 3300 block of South Peck Road. Officers responded to the area and discovered two vehicles with collision damage. During the investigation, the officers determined that a driver was heading south on Peck Road and collided into a parked motor home. The driver displayed symptoms of being under the influence of alcohol and was arrested.

Burglary - One Suspect Arrested
February 6 at 4:29 p.m., officers responded to a business in the 300 block of West Huntington regarding a burglary. Two male suspects entered a business and grabbed a large quantity of prepaid gift cards. Loss Prevention followed them outside and called for police. An officer arrived and detained one suspect who had fled east on Huntington. The second suspect was not located. The subject that was apprehended was arrested and charged with burglary and conspiracy to commit burglary.

Grand Theft February 8, an officer responded to the 200 block of East Lemon on a theft report. When he arrived, the victim reported that the GPS and a spare tire jack had been stolen from his vehicle overnight. The victim believes his wife left the vehicle unlocked. Investigation continuing.

Grand Theft Auto February 9 at 9:15 p.m., a female subject had her purse stolen from a locker at a gym in the 700 block of East Huntington. The suspect then used the keys from the purse to steal the victim's car, a 2002 Acura. Investigation continuing.

Grand Theft Auto February 10 at 6:13 a.m., an officer responded to the 100 block of East Pomona on the report of a stolen vehicle. The victim reported his 1998 Toyota truck was stolen. The truck was parked on the street in front of the location. Investigation continuing.

Vehicle Burglary / Grand Theft
February 10 at 8:55 a.m., an officer was dispatched to a residence in the 200 block of West Walnut. On his arrival, the victim reported that someone had broken into her vehicle. The front passenger window had been broken and the GPS taken. Investigation continuing.

Vehicle Burglary February 10 at 9:11 a.m., an officer met the reporting party in the police station lobby. The victim reported that his car had been broken into while he worked out at a gym in the 700 block of East Huntington. Investigation continuing.

Commercial Burglary - Suspect Arrested February 10 at 1:25 p.m., officers responded to a business in the 1600 block of South Mountain. The stores loss prevention officers had detained a male subject who had placed copper pipes inside larger PVC pipes and then pushed the items out of the store without paying for them. He was arrested and brought to the station for booking.

Tip of the Week

Computer Phishing - This can occur when you receive an email pop-up stating your bank account information must be updated immediately or the account will be closed. When accepting the pop-up, it often looks like the website of your bank asking for some personal information about you. This is a scam to steal your identity. Bank institutions will not ask for personal information about you over the computer. Always positively identify the person or business you are communicating with over the computer before you give out any personal information. When in doubt - Don't give out the information!

Fire Hydrant supply pipe repairs underway

Just in case you wondered what is going on up on the NW corner of the street the city is repairing the feed pipe to a fire hydrant that had ruptured in December.

As an FYI the "Corix" trucks you have been seeing on the street the last few days are here to install the new "smart meters" from So Cal Eddy.

MPD in action on the Street - again.

MPD was on the street early Monday morning before 8AM. Why? An alert and astute neighbor noticed that there was a person with a large bag digging through the big blue recyclable bins.

Turns out Trash Picking is a crime in Monrovia. According to Officer Cindrich of the MPD Special Enforcement Team that I spoke with, this person was released with a warning and given referrals to local services for the homeless.

It pays to call. Who knew before this that this was a crime and something MPD needs to be alerted to. It makes sense, they could well be looking to see who's home or not for other reasons too.

Neighborhood Watch Update 1/28-2/3

During the last seven day period, the Police Department handled 552 service events, resulting in 107 investigations. Following are the last week's highlighted issues and events:

Domestic Violence January 28 at 3:42 p.m., a female subject came into the police department lobby to report her husband for domestic violence. She stated that her husband arrived home on January 24 in the evening and accused her of having an affair. He began pushing and shoving her, eventually throwing her to the ground. During the incident, she sustained several bruises. She left the residence, which is located in the 1300 block of California, and was fearful to report the incident, but finally decided to make a report. She had visible bruising consistent with an injury that occurred several days prior. A wanted person was issued for the husband's arrest.

Assault with a Deadly Weapon On January 28 at approximately 9:15 p.m., officers responded to calls of shots heard in the area of Magnolia and Genoa. Officers found one adult male with gunshot wounds in the leg and hip. He was taken to a hospital and is expected to recover. It appears the suspects thought the victim was affiliated with a local gang, as they made derogatory remarks to him. The male suspects were driving a dark four door vehicle with tinted windows. Investigation continuing.

Burglary / Conspiracy - Suspects Arrested January 29 at 7:11 p.m., loss prevention from a business in the 500 block of West Huntington called stating a subject had just stolen from the store and was running west. A loss prevention officer was following the suspect. Officers arrived and detained the suspect. His female accomplice was detained at the store. Video and witness statements revealed that they had worked together to remove tags off items and take them from the store without paying. A large quantity of new clothing with the sensor tags cut off, the instruments to cut the tags off, and a large quantity of return cards and store receipts were located in the suspect's vehicle. The suspects were arrested and taken into custody.

Battery - Suspect Arrested January 29 at 9:33 p.m., several adult women told two children to be quiet during a movie at the theater in the 400 block of South Myrtle. The children were approximately ten to twelve years old. The mother of the children was in the theater, but was sitting apart from them. After the movie, the mother of the children approached the women and yelled at them. The women tried to walk away from the irate mother, but she pursued them, grabbing one by the hair and striking her. Two of the other women attempted to intervene and were also struck by the mother. Officers arrived and took statements. The theater surveillance system caught the actions of the irate mother on video. The victims desired prosecution and signed citizen arrest forms. The irate mother was cited to court and released.

Driving Under the Influence / Traffic Collision - Suspect Arrested January 30 at 3:53 a.m., police received a call reporting a car had struck an electrical pole at Poppy and Norumbega, and the driver was attempting to drive away. Officers arrived and detained the driver. The pole had extreme damage, so Edison was contacted to respond. The driver was determined to be driving under the influence and had been texting on his cell phone, as well. The driver was arrested.

Grand Theft Auto February 1 at 9:44 a.m., an officer responded to the 400 block of East Duarte Road regarding a stolen vehicle report. He arrived and the victim reported his 1985, Ford truck had been stolen. The truck had been stored in the yard of the location. Investigation continuing.

Burglary - Suspect Arrested February 1 at 10:51 a.m., an officer was dispatched to a business in the 1600 block of South Mountain regarding a theft. He arrived and, through investigation, determined the subject had entered the store with the intent to steal merchandise. The suspect was arrested and taken into custody.

Outside Agency Assist February 1 at 11:59 a.m., an outside police agency advised they were conducting surveillance in Monrovia. They attempted to stop a vehicle leaving the location. The vehicle did not yield and they advised they were in pursuit. Monrovia officers responded to assist. The vehicle was last seen northbound Cloverleaf from Hillcrest, but they lost sight of it. Air support was requested and the Foothill Air Support Team responded. A Monrovia officer located the vehicle, and the vehicle and surrounding area were checked for the suspect, but he was not located. The vehicle was impounded. Later, the officers requested assistance in stopping another vehicle, which the suspect's wife was in. The suspect has a half million dollar arrest warrant for identity theft.

Domestic Violence - Suspect Arrested February 2 at 2:19 p.m., dispatch received a call from a female subject who was speaking in a whisper. She reported she had been the victim of domestic violence and the suspect was hiding in her mother's home. She gave an address in the 900 block of Olive. When asked the name of the suspect, she hung up. Officers went to the location and knocked on the door. When the door was opened, the officers were allowed in the location. There were three subjects in the house, one got up and went to a room and locked the door, refusing to come out. He eventually opened the door and was later determined to be the suspect of a domestic violence incident who had a warrant out for his arrest. He was taken into custody.

Vehicle Burglary February 2 at 10:40 p.m., a resident in the 400 block of Montana heard his dog barking. He looked outside and saw a vehicle stopped in the street next to his parked car. Two male subjects were in the vehicle, which fled eastbound on Montana. The victim went to his car and found it had been burglarized. His GPS unit had been stolen. Investigation continuing.

Vehicle Burglary February 3 at 7:47 a.m., officers went to the 200 block of Montana regarding a vehicle burglary. The victim reported he had parked his vehicle in the evening, secured it and set the alarm. He returned to it the next morning and saw a window broken and his GPS unit missing from the dash. Investigation continuing.

Grand Theft Auto February 3 at 2:20 p.m., the victim of a vehicle theft came into the lobby to report his 2002 motorcycle had been stolen approximately two weeks prior. He recently moved into his residence in the 200 block of West Lime, and the motorcycle had been stored in the yard. Investigation continuing.

Tip of the Week: Foreign lottery scams: If you are offered tickets to enter a foreign lottery and asked to send money to an address - don't - this is a scam! Either the lottery doesn't exist or the tickets never arrive. Always remember, it is illegal to promote a foreign lottery by telephone or mail in the United State
