Highlighted Activity for March 23-25, 2015


Outstanding Warrant – Suspect Arrested
March 23 at 11:41 a.m., a male subject was trying to board a flight to Mexico. He was stopped by I.C.E. and a computer check was made on the subject. He was found to have an outstanding warrant for his arrest out of Monrovia. An officer responded and brought the subject back to the Monrovia Police Department, where he was booked on the warrant.
Vehicle Tampering
March 24 at 1:20 a.m., a female resident in the 400 block of Stedman called to report a male suspect wearing dark clothing and a hooded sweatshirt inside their vehicle in front of their house. The woman’s husband ran outside to confront the suspect, but the suspect ran to a waiting vehicle, possibly a 4-door Honda Civic or Accord, and fled the area. The investigation is continuing.
Stolen Vehicle
March 24 at 7:24 a.m., a vehicle was reported stolen from the 400 block of South Sunset. The vehicle is a 1991, black, Toyota, pickup truck. The vehicle was stolen sometime during the night. The investigation is continuing. 
Hit & Run Traffic Collision
March 24 at 6:57 p.m., an officer responded to a business parking lot in the 300 block of West Huntington regarding a hit and run collision that just occurred. The suspect vehicle was described as a white, 1993, Honda Accord. An area check was conducted for the vehicle, but it was not located. There were no injuries and the investigation is continuing.
Residential Burglary
March 24 at 7:23 p.m., officers were dispatched to the 400 block of Oakcliff on the report of a burglary that just occurred. The suspect was seen leaving the location and getting into a waiting vehicle. The suspect was described as a heavyset, male Hispanic in his 20s. Both suspects had heavy beards. The vehicle was described as a gray, 4- door Nissan. A small amount of cash was taken from a purse inside the location. The investigation is continuing.
Identity Theft / Fraud – Five Suspects Arrested
March 25 at 11:48 a.m., police responded to a hotel in the 900 block of West Huntington regarding suspects using a fraudulent credit card to rent a room. When the officers arrived at the suspect’s room, they found stolen mail and other evidence to indicate the suspects were committing identity fraud. Five suspects were arrested. During the initial entry to the room, the officers were exposed to smoke of an unknown origin. They began to feel lightheaded and experienced heart palpitations. They were taken to the hospital to be checked out.
Domestic Violence – Suspects Arrested
March 25 at 10:29 p.m., an officer was dispatched to the 500 block of South Mountain regarding a male and female subject in a verbal argument. When the officer arrived, he saw the male and female involved in a physical fight and requested assistance. The subjects were separated and paramedics were called out for visible injuries.
Through investigation, the officers learned the subjects are in a dating relationship with each other and are living out of their van. The male subject had injuries to his face, was bit on the hand, and was sprayed with pepper spray by the female. The female also had visible injuries. Both subjects were taken to the hospital for treatment. After getting checked out by a doctor, both subjects were arrested for domestic violence.

Home Burglary on the Rise? Do we need a Neighborhood Watch Meeting?

So I had the cops at my house today cause my boys where on the roof getting the dogs ball down that they had kicked on the roof guess they thought my boys where robbing the place anyway. The very cool cop informed me that they are and j quote getting hammered in are area with home robberys average 4 to 5 per day. Said they come in mace the dog if you have one kick the sh$& out of the dog and take everything. I don't reall mind to much if they take everything but if my dog gets hurt!!!! That's a whole different thing. So I guess what I'm saying is lock your doors. Oh yeah I have video cameras so if you think you see something or someone one on or around my street let me know I may have them on video.

This is interesting and its been a good year since we last had any homes burglarized on the street.  With so many new faces maybe we need to have another Neighborhood Watch Meeting to meet everyone and learn more on what we can do to prevent burglaries of our homes?  If interested sound of in the comments or stop by and let me know and I'll contact MPD to get it set up.

Highlighted Activity for October 20-22 2014

Fire Assist / School Evacuation
On October 20 at 12:27 p.m., the science lab at Canyon High School in the 900 block of Royal Oaks was evacuated due to a chemical smell in the air. Students and staff began to choke and cough as they left the room. During the evacuation process and Monrovia Fire Department trying to identify the source, a 17-year-old student from the class admitted to spraying pepper spray in a trash can at the back of the room. An 18-yearold female student had the pepper spray in her purse and had left her purse open. She sits next to the male student. He said he took it and wanted to see how the pepper
content came out of the can.

Tip of the Week, SeatBelt enforcement campaign

Click It or Ticket
The Monrovia Police Department wants to remind motorists to Click It or Ticket. In order to enforce this reminder, beginning Monday, May 19th, officers will be joining in the 2014 national seat
belt enforcement mobilization and cracking down on motorists who are not belted.

Even with a seat belt usage rate of 97.4 percent, California still has 800,000 or more who aren’t buckling up. In a crash, they stand a 50 percent greater chance of being killed than those who have taken the two seconds to buckle in. In an ongoing effort to reach those remaining safety holdouts, police, sheriff
and the California Highway Patrol (CHP) departments across the state will be taking part in Click It or Ticket from May 19 through June 1.

The cost for a seat belt violation in California for unbuckled vehicle occupants over age 16 is a minimum of $161 for a first offense. The penalty fees for failing to properly buckle up any child under the age of 16 is a minimum of $490 per child for a first offense, plus a violation point will be added to the driver’s record. If the parent is not in the car, the driver gets the ticket.

Highlighted Activity for the Weekdays of May 20-22, 2013




Commercial Burglary / Possession of a Controlled Substance for Sales – Suspect Arrested
May 20 at 1:48 p.m., officers were dispatched to a business in the 1600 block of South Mountain on the report of a fraud in progress.  An unknown suspect fraudulently purchased a large generator online for over 1,400 dollars.  The next day, a suspect came to the business to pick up the item; however, while staff was reviewing the purchase, they noticed the suspect was very nervous, and he suddenly left the store.  A loss prevention officer investigated the purchase and discovered the credit account information used was unauthorized.  The account holder was contacted, and it was confirmed that the account was compromised and the purchase was fraudulent.

Several hours later, the suspect returned and attempted to pick up the item again.  The police were immediately notified, and the suspect was quickly detained by the arriving officers.  The suspect claimed he did not purchase the item and was only picking it up to drop it off at a construction jobsite.  However, the suspect's statements were inconsistent and suspicous.  During a consentual search of the suspect, a large plastic baggie with a white crystalline powder was found in the suspect's pocket.  He told officers it was sugar, but it was later tested and determined to be methamphetamine.  As the quantity was much larger than a drug user would be in possession of,  the suspect was also charged with possession of a controlled substance for sales.  Investigation continuing.

Outstanding Warrant – Suspect Arrested
May 21 at 9:49 a.m., a suspicious vehicle was reported in the 100 block of Los Angeles.  An officer responded and observed the vehicle and contacted the occupant.  A computer check revealed the subject had a no-bail warrant for leaving his work release program.  The suspect was arrested for the warrant.  

Battery / Private Person Arrest – Suspect Arrested
May 21 at 12:56 p.m., a battery incident was reported at a business in the 200 block of Kruse Avenue.  A recently terminated employee had returned to the business to confront another employee, who he felt had caused his termination.  The suspect assaulted the employee, although the employee, while defending himself, got the better of the suspect.  The victim made a citizen’s arrest on the suspect for battery.  The suspect was arrested and taken into custody.

Commercial Burglary – Two Suspects Arrested
May 21 at 2:50 p.m., a manager from a business in the 1600 block of South Mountain observed two male suspects concealing merchandise on their person and called police.  The suspects were associated with a red Dodge truck that was involved in an incident at the Glendora business earlier in the day.  Staff from that location had alerted the Monrovia store to be on the look out for the suspects.  The suspects entered the store and pushed a cart with several items in it into the garden area.  They abandoned the cart and walked out of the store with the merchandise without paying.  

Officers arrived and observed the suspects.  The suspects ran south on Mountain and into a commercial property.  The red Dodge was located and officers watched it. The two male suspects were located hiding under vehicles and were arrested without further incident.  One suspect was determined to be a juvenile and was released on citation to his mother.  The adult suspect was held on bail.  There was a third suspect, a female with very short hair, who was the driver of the truck.  She was not located.  The truck was stored as evidence and an investigation is ongoing regarding the true ownership of the vehicle.  Investigation continuing.

Petty Theft / Possession of Drug Paraphernalia – Suspect Arrested
May 22 at 2:23 p.m., a business in the 1600 block of South Mountain reported a male suspect taking merchandise and leaving the store without paying.  He was apprehended by loss prevention and returned one item, then suddenly ran, still in possession of additional items.  Officers responded and located the suspect nearby.  He was arrested for petty theft.  The suspect was also found to be in possession of a used hypodermic needle, which was added to his charges.


Detective Bureau Case Follow-up

On January 6, 2013, at 5:01 a.m., an explosion occurred at a residence in the 200 block of East Walnut Avenue.  When officers arrived, they located three victims with severe burns, and the home was engulfed in flames.

The initial investigation and suspect statements revealed the explosion occurred due to the suspects manufacturing drugs in the home, using Butane, a highly flammable gas.  The home filled with the gas fumes and an unknown ignition source caused an explosion.  The suspects suffered burns over 50 percent of their bodies and were taken to local burn centers.  The home has extensive damage, totaling more than 94,000 dollars, and is uninhabitable.
On May 22, 2013, this case was presented to the Major Narcotics Division of the Los Angeles County District Attorney’s Office.  Multiple felony charges were filed against all three suspects and the case is pending trial.

The Monrovia Police and Fire Departments are in the process of implementing nixle for emergency alerts, advisories, traffic alerts, and community information sent directly to your cellular phone and/or email.  This service is provided FREE to you.  Nixle is operated in conjunction with NLETS, an international public safety information network, providing secure, authenticated messaging sent directly from your Police or Fire Department. 

Alert LA County is an emergency mass notification system to alert residents and businesses by phone, text, and e-mail of emergencies in their area.  Alert LA County allows the Sheriff's Emergency Communications Center to activate local and regional alerts by drawing the boundaries of the area to be notified on a computer map.  Recorded and written alerts will provide information on the nature of the emergency and necessary actions, such as evacuations.  The County's 7.1 million landline phone numbers are programmed into the mass notification system, but the public must register Voice over IP lines, cell phones and e-mail addresses.    Each telephone number and e-mail can be associated with only one street address.

Highlighted Activity for the Weekend of May 2-5, 2013


Annual Low-Cost Rabies Vaccination & Licensing Clinic for Dogs
On June 12, 2013, the Monrovia Police Department will be hosting its Annual Low-Cost Rabies Vaccination & Licensing Clinic for dogs.  The clinic will be held at Recreation Park in Monrovia, outside the tennis courts, off Olive Avenue; parking is available.  The Clinic will start at 5 p.m. and end at 7 p.m.  For more information, click on Rabies Vaccination & Licensing Clinic.

Residential Burglary
May 2 at 5:53 p.m., officers responded to the 600 block of Maryanna Lane regarding the report of a residential burglary.  The victim’s loss was a gun safe which contained a pistol and cash, as well as two computers, an iPad, an iPhone, and several designer purses.  It appears the suspect(s) entered through a rear door. The investigation is continuing.

Utility Problem
May 2 at 8:25 p.m., a power line was reported down in the 200 block of East Colorado.  Officers arrived and contained the area until Monrovia Fire Department personnel arrived.  The line, for some unknown reason, snapped and struck a parked vehicle, causing minor damage.  Edison responded and repaired the line, which was energized. 

Vehicle Tampering / Attempt Burglary
May 3 at 5:15 p.m., a resident in the 100 block of Mauna Loa came out of his house and discovered a suspect inside his vehicle.  Once the suspect realized he had been discovered, he fled the location.  Officers got into the area quickly, but were unable to locate the suspect.  The investigation is continuing.

Structure Fire
May 3 at 9:39 p.m., a structure fire was reported in the 900 block of West Foothill.  When officers arrived, they saw smoke emitting from a third story window.  Monrovia Fire was dispatched.  Officers spoke with the resident, who stated he was asleep in his bedroom when he was awakened by the automatic sprinkler system.  He sat up and saw the window drapes where on fire, which were apparently ignited by a lamp.  The sprinkler system extinguished most of the fire. 

The Monrovia Fire Department contacted the Red Cross, and they responded to the station and provided a hotel voucher to the victim for temporary shelter for a week, which would be the duration the unit would be uninhabitable.  The fire was determined not suspicious in nature. 

Driving Under the Influence – Suspect Arrested
May 4 at 2:06 a.m., an officer on patrol in the 1500 block of South Myrtle noticed that a vehicle approaching Central almost struck the concrete center median, and then the driver abruptly turned on the roadway.  The officer stopped the driver and noticed he appeared to be under the influence.  After investigation, the driver was determined to be under the influence and was arrested.

Carrying a Concealed Weapon / Possession of Marijuana / Driving Without a License – Suspect Arrested
May 4 at 2:18 a.m., an officer stopped a vehicle that was speeding in the 100 block of South Myrtle.  The officer discovered the driver was unlicensed.  Further investigation revealed the driver had an open container of alcohol and marijuana in the vehicle.  He also had a concealed dagger in his rear pocket.  The driver was arrested for the above listed charges.

Robbery
May 4 at 6:09 a.m., officers responded to the report of a robbery that just occurred in the 1400 block of Alamitas.  Two male victims were approached in front of their friend’s house by a passenger/suspect that got out of a tan, four-door sedan, possibly a Hyundia, occupied by two other male Hispanic suspects.  The victims were loading their duffle bags into a vehicle.  The suspect walked up to the victims and demanded they give him the bags.  He lifted his sweatshirt, revealing a black handgun in his waistband.  The suspect did not brandish the weapon. 

The victims gave the suspect their gear bags, which contained soccer uniforms, soccer gear, and a wallet with identification and a bank debit card.  The suspect is described as a male Hispanic, 5’8” tall, thin build, shaved head, wearing a grey hooded sweatshirt with “Los Angeles” written on the front in black letters.  The suspect had his hood up and a black bandana over his face.  Officers searched the area for the suspects, but they were not located.  The investigation is continuing.  

Warrant / Possession of Narcotics for Sale – Suspect Arrested
May 5 at 10:44 a.m., dispatch received a call reporting a possible male trespasser who was unresponsive at a residence in the 100 block of Oaks Avenue.  When officers arrived, they entered the home with the assistance of the home owner's house sitter.  They located a male subject sleeping, unresponsive on the couch.  Officers had to yell at him to wake him.  He did not have any medical issues, but did have an outstanding warrant for his arrest out of San Bernardino.  He was arrested for the warrant and transported to the Monrovia City Jail with his bicycle and backpack. 

In the jail, a search of his backpack revealed a large quantity of methamphetamine, a large amount of cash in his wallet in multiple denominations, small empty plastic bags, and a digital scale with white residue on top of it.  It was determined he was in possession of the methamphetamine in order to sell it.  He was charged with the additional crime.

Extradition Warrant – Suspect Arrested
May 5 at 10:15 p.m., an officer on patrol stopped a vehicle in the area of Mountain and Huntington for a traffic violation.  A computer check of the driver revealed he is on parole and had an out-of-state felony warrant for narcotics.  The issuing agency was contacted and confirmed they would extradite the suspect.  The suspect was arrested and taken into custody, pending extradition.

Highlighted Activity for the Weekend of November 15-19, 2012



Domestic Violence Warrant Arrest - Suspect Arrested
November 15 at 11:30 a.m., officers went to a residence in the 600 block of South Primrose to serve a domestic violence warrant.  When they arrived, the suspect was located and identified.  While officers were attempting to arrest the suspect outside of his residence, the suspect tried to get away from officers by running and jumping a fence.  A brief struggle ensued, but the suspect was taken into custody.  As a result of the struggle, the suspect and officers sustained minor injuries.

Residential Burglary
November 18 at 6:02 p.m., an officer was dispatched to a residence in the 700 block of Monterey.  Upon arrival, they found the suspect(s) had entered the residence through the window of a backdoor and ransacked the home.  A family member who responded did not know what had been taken.  The owner was away at the time of the burglary.  Investigation continuing.

Injury Traffic Collision
November 18 at 7:52 p.m., police responded to an injury traffic accident in the 400 block of East Colorado.  A driver fell asleep at the wheel and struck a parked vehicle, which then pushed two other cars into each other.  The driver complained of pain to the wrist, but declined medical treatment after being examined by Monrovia Fire Department paramedics. 

Injury Traffic Collision
November 19 at 2:17 a.m., an officer was dispatched to the 1500 block of California regarding an injury traffic accident.  A driver fell asleep while driving home from work and he struck a tree.  The driver was taken to a hospital for treatment. 

Driving Under the Influence / Traffic Collision
November 19 at 4:49 a.m., a driver collided with a parked vehicle in the 200 block of Magnolia.  Officers responded and conducted a DUI investigation.  The suspect was arrested for driving under the influence.  Investigation continuing.

Ex-Felon With a Firearm
November 19 at 9:44 p.m., a witness called police to report seeing a man stash something in the bushes along a driveway in the 800 block of West Duarte Road.  The man returned a few minutes later and was detained by officers.  A loaded pistol was found in the bushes; the suspect was arrested for ex-felon in possession of a firearm

Highlighted Activity for the Weekend of August 23-26, 2012

Residential Burglary
August 23 at 12:24 p.m., police were dispatched to a residential burglary that occurred in the 200 block of North Mountain.  The victim left his residence at about 8:00 a.m. that morning and was sure he had locked everything at the home.  When he returned just after 12:00 noon, he noted several slats from the vertical blinds covering the front slider were pushed to the side.  When he went in and walked around the house, he discovered a jewelry box, a coin bank and some electronic games were missing.  There were no signs of forced entry.  Investigation continuing.

Injury Traffic Collision / Driving Under the Influence - Suspect Arrested
August 24 at 3:45 p.m., an injury traffic collision was reported at the intersection of California and Huntington.  Police responded and determined the motorist was driving under the influence of alcohol.  The driver was arrested and taken into custody.  The other driver involved complained of pain to her hand.

Hit and Run Traffic Collision / Driving Under the Influence / Obstructing and Delaying a Peace Officer - Suspect Arrested
August 24 at 11:40 p.m., a suspicious vehicle was reported at a parking lot in the 700 block of West Huntington.  A male suspect approached a taxi cab driver and asked for a ride.  He told the taxi cab driver he had just been in a collision.  The suspect left and the taxi cab driver called police.  Officers arrived and detained the suspect, who was uncooperative with the officers.  The suspect's vehicle had major collision damage and the front bumper was missing. 

Officers searched the area and discovered the suspect had struck a large plastic sand bucket on the 210 Freeway at Myrtle.  His front bumper, with the license plate attached, was still on the freeway.  Through investigation, officers determined the driver was under the influence.  He was arrested for driving under the influence, hit and run and obstructing an officer.

Residential Burglary
August 25 at 8:42 a.m., police responded to a residential burglary in the 200 block of Poppy.  The resident left her home at 6:00 a.m., leaving her front door unlocked and no one at home.  She returned home at 8:30 a.m. and discovered her bedroom had been ransacked.  Her purse and been taken, containing cash, a set of keys and a book of personal checks.  She immediately called police.  Investigation continuing.

Bear Problem
August 26 at 11:26 a.m., a female resident who lives on Hidden Valley called to report that she heard noises coming from her kitchen and when she went to investigate, she saw a small bear in her refrigerator.  The bear ran out and to the back of the property.  An animal control officer responded to the call and the bear was encouraged back up into the hills.  


Special Enforcement Team Weekly Activity

Warrant - Suspect Arrested
August 22, Special Enforcement Team Officers saw a known gang member that had an outstanding warrant, loitering in the 200 block of East Maple.  He was detained and arrested for the warrant.

Warrant - Suspect Arrested
On August 22, Special Enforcement Team Officers ran a license plate to a suspicious vehicle near Mayflower and Walnut.  The registered owner of the vehicle had a federal warrant for desertion from the Marine Corps.  The vehicle was stopped and the driver was arrested for the warrant.  Personnel from the United States Marine Corps responded and took custody of the subject.

Highlighted Activity for the Weekend of May 17-20, 2012


Burglary Residential
On May 17 at 10:24 a.m., a victim reported a residential burglary that occurred in the 1100 block of Orange.  Someone entered the residence through a window and went through the victim's jewelry, but nothing was missing.  Investigation continuing.

Vehicle Burglary
On May 17 at 11:51 a.m., a vehicle burglary was reported in the 100 block of Colorado. The victim parked and locked his vehicle on the second level of a parking structure.  When he returned, the vehicle was still locked, but his backpack containing clothing was missing from the backseat, along with a cell phone, which was in the center console.  Investigation continuing.

Conspiracy / Strong Arm Robbery - Suspect Arrested
On May 17 at 9:12 p.m., police received a call from a female subject in the 900 block of Monterey.  She reported that her 17-year-old brother returned home and was bleeding, but he couldn't remember anything.  Through investigation, police learned he had been battered by several male subjects.  Monrovia Fire Department paramedics arrived and treated the juvenile.  

After leaving the location, officers received information on the identity of one of the suspects.  They learned that one of the suspects beat up the victim because of pictures he had on his cell phone.  Officers went to the suspect's house to speak to him and subsequently arrested him.  The suspect admitted to his involvement.  He was later released to his parents.

Contributing to the Delinquency of Minors - Suspects Arrested
On May 17 at 10:08 p.m., officers responded to a park in the 400 block of North Grand regarding juveniles hanging out in the park after it was closed.  Officers arrived and located two male adults, who are known gang members, with four female juveniles.  Their vehicle was parked on the street and contained alcohol, with a number of open containers.  The female juveniles were picked up by the parents and the two adults were arrested for contributing to the delinquency of minors.  

Grand Theft Auto
On May 18 at 11:26 a.m., a vehicle was reported stolen from the 1300 block of Peck Road.  The victim's son used his father's car and went to a business.  While he was there, unknown persons stole the car, a grey, 1990 Toyota Camry.  Investigation continuing.

Warrant Arrest / Domestic Violence Restraining Order - Suspect Arrested
On May 18 at 3:47 p.m., officers were dispatched to a residence in the 600 block of Cloverleaf regarding a domestic dispute.  The female resident's husband, who was recently arrested for domestic violence, was back at her house, and she believed he had turned off the power to the house.  Officers arrived and were speaking to the woman when they observed a male subject running from the location, attempting to hide in the brush on the hillside.  Officers contained the area and apprehended the suspect without incident.  

The suspect was the husband, and he had been drinking alcohol.  He had not yet been served the restraining order, and the wife did not witness him at the power box.  He was arrested for an outstanding warrant, served with the restraining order and taken into custody.

Grand Theft Auto
On May 20 at 4:15 a.m., officers responded to the 400 block of Pearl regarding a grand theft auto in progress.  The victim woke up and remembered he had left the keys in his vehicle.  He went outside to get the keys and saw his vehicle driving away toward Norumbega.  An area search was made by officers, but the vehicle was not located.  The vehicle is a red, 1993 Chevy Suburban with black flames on both sides.  It has guitar detail on the rear window, chrome rims, and had guitar equipment inside.  Investigation continuing.


Special Enforcement Team Weekly Activity

Fraudulent Registration Tabs / Defrauding Department of Motor Vehicle - Suspect Arrested
On May 15 at 9:00 p.m., Special Enforcement Team officers stopped a vehicle with fraudulent registration tabs.  The driver was arrested for making false registration tabs and defrauding the Department of Motor Vehicles.

Gang Injunction Served
On May 16, Special Enforcement Team officers conducted a pedestrian stop at Shamrock and Almond on a known gang member.  He was field interviewed and served the gang injunction.

Possession for Sales / Transportation of a Controlled Substance - Suspect  Arrested
On May 17 at 2:02 p.m., the Special Enforcement Team conducted a traffic stop in the 1000 block of Magnolia.  A canine officer was requested from Irwindale Police Department.  The canine had a positive alert on the right front passenger seat.  A search of the seat revealed a hidden compartment inside that contained approximately half a pound of heroin.  The driver was arrested for possession for sales and transportation of a controlled substance.

Warrant - Suspect Arrested
On May 18 at 7:40 p.m., Special Enforcement Team officers arrested a known gang member for two misdemeanor warrants in the 1200 block of South Myrtle.


Stop Graffiti Bounty Program

One of the methods the Monrovia Police Department is using to combat graffiti in the community of Monrovia is the Stop Graffiti Bounty Program.  If a citizen reports an incident of graffiti in the City of Monrovia that leads to the arrest of the suspect, the citizen will receive a $100 bill.  Help keep Monrovia looking great!

Highlighted Activity for the Weekdays of May 7-9, 2012


Vehicle Burglary
May 8 at 4:20 a.m., dispatch received a 9-1-1 call from a cell phone.  When the dispatcher answered, she could hear an open line with suspicious background noises.  The noises varied from the sound of something being dragged, to papers being shuffled through, to a door chime from a vehicle.  The dispatcher used GPS to plot the location of the cell phone to the 500 block of King Street.  Officers responded to the area and located a female subject hiding in a vehicle.  She had stolen property from at least three different vehicles in her possession, two of which were locked.  It appears the suspect accidentally dialed 9-1-1 while she was burglarizing cars.  Investigation continuing.

Injury Traffic Collision - Vehicle vs. Pedestrian
May 7 at 12:50 p.m., officers responded to a traffic collision involving a vehicle and a pedestrian in the area of Ivy and Walnut.  When officers arrived, they found a subject in the street who had been riding a motorized scooter.  The subject was riding east on Walnut and failed to stop for the stop sign at the intersection.  He was struck by a motorist traveling south on Ivy.  The subject suffered a deep laceration to his left leg, but was responsive and appeared to be okay.  He was taken to an area hospital to treat his injury.

Commercial Burglary
May 9 at 5:00 p.m., two male Armenian suspects, one in his 20's and the other in his 40's, stole $500.00 worth of wire from the Home Depot.  An employee obtained a vehicle description and license plate number.  Investigation continuing

Critical Missing Person
May 9 at 8:06 p.m., a 12-year-old girl was reported missing from her foster home in the 500 block of East Walnut.  Earlier that day, she was caught stealing money from another foster child.  She said she did not want to live at the location and apparently ran away.  She is not from the area and has no connection to anyone locally.  Patrol and Special Enforcement Team officers conducted an extensive search.  Officers went door-to-door attempting to locate the missing girl or witnesses, but the subject was not located.  She was entered as a missing person in the computer system and a teletype was sent to notify surrounding agencies.  During the investigation, it was learned that the missing girl had been entered into the system as a runaway from a group home and has an outstanding protective custody warrant.  Investigation continuing.

Recovered Stolen Vehicle
May 10 at 12:28 a.m., a resident in the 600 block of Hacienda reported that a male subject parked a vehicle in front of her house, left the door open and ran northbound down the street.  Minutes prior to the resident's call, Sheriff's deputies were in pursuit of a similar vehicle, which had been stolen the City of Rialto.  The deputies lost the vehicle in the area of Evergreen and Buena Vista.  Officers responded to the location on Hacienda and searched the area, but were unable to locate the suspect.  The vehicle was confirmed to be stolen.  Investigation continuing.


Detective Bureau Case Follow-Up

A case of child molestation was brought to the attention of the Monrovia Police Department Detective Bureau and an investigation was launched.  The child molester in this case started molesting his 15-year-old second cousin many years ago.  The suspect was arrested, charged and convicted for the ongoing molestation, and he was sentenced to 18 months in prison in April of 2010. 

The suspect in this case was released in early 2012, and he reestablished a relationship with the victim.  The victim is now over the age of 18, but the suspect was specifically ordered by the judge in this case to not contact the victim when he was released.  Monrovia Police Detectives went to a location in the City of El Monte and arrested the suspect for violation of court order.  He was brought before the judge and sentenced to 3 years in State Prison.  


Tip of the Week

Vehicle Burglary Prevention
Thieves look for easy and inviting targets when it comes to selecting a vehicle to burglarize or steal from.  It is up to you to make every effort to prevent your car from being targeted.  Here are some basic tips that will make your vehicle a little less inviting to a thief:

Most importantly - LOCK your vehicle! 
Always park in well-lighted areas. 
Install motion lights in your driveway. 
Install and use a vehicle alarm. 
DO NOT leave valuables in plain view. 
Leave all items of value at home if possible. 
Look around when you park. Notice anyone or anything suspicious? Write down license    plates and descriptions.  Alert on-site security or staff and call the police.

Many auto burglaries or thefts from cars occur right in a residential driveway, and too often it is because the vehicle was never locked.  Suspects will often target cars that are left unlocked, walking up and down a street trying car doors all the way.  Take the time to secure your vehicle. 

Other thieves target victims by watching what is placed inside a trunk or hatch. If you plan on stopping by the gym, park, or elsewhere after work, take the time before you leave to place your belongings safely in the trunk.  Don't wait until you park to then transfer your laptop, purse, bag, or briefcase to the trunk.  Thieves may be watching and targeting your car.

These are just a few tips to help prevent you from becoming a victim of vehicle burglary.  Be proactive, look around, and most importantly, don't hesitate to call the police if you see something or someone suspicious.

Highlighted Activity for the Weekdays of April 30 - May 2, 2012


Theft of City Property - Police Requesting Public's Help
Over the last several months, a number of city sprinkler valves have been cut and the brass fittings have been stolen.  These valves operate the city sprinkler systems for the parkways along our city roads.  The valves are most likely being stolen for the value of the brass.  Suspects are cutting the brass out with a Sawzall type tool.     

City signs are also being stolen at an increasing rate.  Suspects are steeling stop signs, street name signs, street sweeping signs and speed limit signs.  Police are requesting help from the public to report crimes and help catch these thieves.  These suspects may even appear to be contractors servicing the equipment. 

If you see individuals tampering with any of these items, please call police immediately. 

Vehicle Burglary
April 30 at 5:16 p.m., a vehicle burglary was reported in the 100 block of West Lemon.  The victim's car was parked on the street near their residence.  Unknown suspect(s) entered the vehicle and took a laptop computer and other miscellaneous property.  Investigation continuing.

Drunk in Public / Resisting Arrest / Warrant Arrest - Three Suspects Arrested
May 1 at 2:30 a.m., an officer observed three male subjects drinking alcohol in front of an apartment complex.  He attempted to detain all three subjects as they walked down the driveway.  One subject stopped and the other two fled.  Officers made a thorough search of the area and located the two subjects that ran.  One subject was arrested for drunk in public and an outstanding warrant; the other two were arrested for resisting and delaying a police officer.

Grand Theft Auto
May 2 at 6:19 a.m., a vehicle was reported stolen from the 300 block of West Lime.  The reporting party parked his vehicle, a red, 1988, Toyota Tacoma truck in front of his residence, locking the vehicle.  The following morning he discovered the vehicle missing.  There was no evidence at the scene to indicate a window had been smashed.  Investigation continuing.


Detective Bureau Case Follow-Up

Gang Association Search Warrants
On April 26, Monrovia Special Enforcement Team officers and detectives were assisted by several outside agencies in serving "gang association" warrants at multiple locations from Pasadena to San Dimas.  The results were positive and many of the objectives of the search warrants were met.  The warrants were served in connection to gang related crimes.

Get Home Safely From Your Cinco de Mayo Celebration - Stay Safe and Sober

If you are hosting a party for Cinco de Mayo:

*        Remember, you can be held liable and prosecuted if someone you serve is involved in an impaired driving crash.
*        Make sure all your guests designate a sober driver in advance or help arrange ride-sharing with other sober drivers.
*        Serve lots of food and include lots of non-alcoholic beverages at the party.
*        Keep the phone numbers for local cab companies handy and take the keys away from anyone who is thinking of driving impaired.

If you are attending a Cinco de Mayo Celebration Party:

*        Designate a sober driver before the party begins and give that person your car keys.
*        If you do not have a designated driver, call a cab, sober friend, or family member to pick you up.
*        Never let a friend leave your sight if you think they are about to drive drunk.
*        Always buckle up.


Alcohol not only dangerously impairs your driving skills, it impairs your judgment.  If you see a friend under the influence of alcohol - don't let them get behind the wheel.

Highlighted Activity for the Weekdays of April 9-11, 2012


Grand Theft Auto
April 11 at 3:12 a.m., a vehicle was reported stolen from the driveway of a residence in the 1700 block of Encino.  The incident occurred sometime between 10:30 p.m. and 3:00 a.m.  The vehicle is a burgundy, four-door,1993 Toyota Camry.  Investigation continuing.

Possession of Narcotics / Burglary Tools - Suspect Arrested
April 12 at 3:53 a.m., an officer observed a suspicious vehicle in the area of Eighth and Duarte.  The vehicle made some evasive moves and then suddenly stopped on Tenth, south of Duarte.  The driver jumped out of the vehicle and threw something, which was later found to be methamphetamine.  The suspect was detained and a search of the vehicle revealed burglary tools and a sack of pistol ammunition.  The suspect, a known gang member, was arrested without further incident.

Highlighted Activity for the Weekend of February 16-19, 2012

Vandalism - Suspect Arrested
On February 16 at 1:28 p.m., a citizen called to report a subject vandalizing a city trash dumpster at a park in the 800 block of East Olive.  The suspect had written graffiti on the dumpster.  The witness was able to give a description of the suspect.  Police responded to the area and detained a subject matching the description and the witness positively identified him as the suspect who vandalized the city property.  The suspect was arrested and the citizen who reported the graffiti is eligible to receive a $100 bill through Monrovia Police Department's Stop Graffiti Bounty Program.  See details of the program below.

Possession of a Controlled Substance - Suspect Arrested
On February 16 at 2:04 p.m., officers responded to the 700 block of East Lemon regarding possible drug activity.  As officers arrived on scene, one of the officers saw a subject drop a clear plastic baggie under the bleachers where he was seated.  The item was recovered and found to contain one solid white pill.  The pill was determined to be an illegal substance and the suspect was arrested and taken into custody. 

Residential Burglary
On February 17 at 10:58 a.m., a residential burglary was reported in the 400 block of Parkrose.  The suspect(s) entered by forcing a rear sliding door off the track.  The location was ransacked and the suspect(s) took cash and jewelry.  The burglary occurred at approximately 9:00 a.m.  A witness reported seeing a male Black subject in a red/maroon, four-door vehicle in front of the residence at about that time.  Investigation continuing.  

Commercial Burglary / Resisting and Delaying a Peace Officer - Suspects Arrested
On February 17 at 4:16 p.m., a burglary was reported by store personnel at a business in the 300 block of West Huntington.  A male Hispanic subject entered the store while a female accomplice waited outside in a vehicle.  The suspect walked directly to an isle in the store, took merchandise from the shelf, and then immediately exited the store without attempting to pay for the item.  Officers arrived in the area quickly and spotted the suspect vehicle in the parking lot.  The vehicle stopped and the male suspect exited the vehicle and ran.  There was a brief foot pursuit by officers, resulting in the apprehension of the suspect.  One of the officers sprained his ankle during the pursuit.  Both suspects were arrested for burglary.  The male suspect is a known gang member.  

Resisting and Delaying a Peace Officer / Possession of a Controlled Substance - Suspect Arrested
On February 18 at 2:29 a.m., a call was received from a resident in the 700 block of East Foothill.  The caller stated her 18-year-old son had been drinking and was getting physical with the family.  An officer arrived and saw the subject coming out of a side gate onto Foothill.  The officer told the subject to stop, but the subject took off on a bicycle. The officer ran after the subject and detained him at Foothill and Shamrock. The subject was arrested for resisting and delaying a peace officer.  At the jail, a small amount of cocaine was found in the subjects clothing.  The subject was also charged with possession of a controlled substance.

Hot Prowl Burglary
On February 19 at 12:10 a.m., a female resident in the 400 block of East Foothill called to report an attempt burglary.  She reported she was asleep, but woke when she heard someone in her bedroom.  She saw a subject in the room and yelled out, asking who was there.  The suspect yelled back that the manager said no one was supposed to be there and he ran out the front door.  The suspect was described as a light-skinned, male Black, approximately 5' 6", wearing a baseball cap, windbreaker, and dark jeans.  The suspect apparently removed four louvers from the front window to gain entry to the location.  Investigation continuing.

72-Hour Mental Evaluation
On February 19 at 2:50 a.m., an officer on patrol in the 1500 block of South Myrtle observed a subject acting strange at the corner of Evergreen and Myrtle.  The officer stopped to check on his welfare.  The subject was disoriented and did not know where he was or the day and time.  He could not state where he lived.  Monrovia Fire Department paramedics were summoned to examine him for medical problems and he was found to be okay.  Officers determined the subject was unable to care for his own well-being and advised him of the 72-hour hospitalization.  The subject stated he did not want to go to the hospital and he ran from the officers.  Officers caught up to him quickly, but he further resisted their attempt to detain him.  He was eventually taken into custody and taken to a hospital without further incident.

Highlighted Activity for the Weekdays of January 23-25, 2012

Suspicious Package
On January 23 at 1:41 p.m., officers responded to the 200 block of West Chestnut regarding a suspicious letter received by a local business.  A white powdery substance was contained within the letter.  Monrovia Fire Department, in coordination with Los Angeles County Fire and the Los Angeles County Sheriff's Department Hazmat Teams, responded to recover the suspicious letter.  The substance was analyzed and tested positive as a narcotic substance.  The origination of the letter is under investigation and being handled by the Monrovia Police Department.

Possession of Stolen Property - Suspect Arrested
On January 24 at 11:30 a.m., an officer observed a bicyclist run a stop sign in the 900 block of Alta Vista.  After stopping the subject, he received consent to search.  During the search, he found the subject was in possession of several gift cards.  The names on the cards matched the names of victims from thefts that occurred earlier in the week in Monrovia.  The suspect was arrested for possession of stolen property and the investigation is continuing.

Trespassing - Suspect Arrested
On January 24 at 9:52 p.m., officers responded to an audible alarm activation at a residence in the 200 block of North Myrtle, which is a house that is under construction.  When officers arrived, it appeared as if someone had climbed through an unlocked rear window.  Upon closer examination, a wallet with identification was found inside the house. 

While officers were speaking with neighbors, they noticed a male subject walking nearby.  His head was down as if he were looking for something he had dropped.  The officers contacted him and discovered he was the owner of the wallet found in the vacant house.  This individual lives in the neighborhood.  He said he was looking for a place to smoke Marijuana, and he knew that the house was vacant.  He climbed through an unsecured window and activated the audible alarm, which caused him to flee and drop his wallet.  There was no evidence indicating the suspect entered the location to steal any property.  He was arrested for trespassing.

Possession of Burglary Tools - Suspect Arrested
On January 25 at 4:08 a.m., a resident in the 200 block of West Olive reported hearing suspicious male voices in the alley.  Officers responded and detained two subjects.  One of them was arrested for possession of burglary tools.  Nearby, the officers found a red and black, "Gary Fisher" brand, mountain bike that had been discarded.  The bike was taken as found property and the officers began attempting to locate its owner.  Investigation continuing.

Attempt Burglary
On January 25 at 9:03 p.m., an attempted residential burglary was reported in the 1000 block of Orange.  The incident occurred sometime between 7:00 a.m. and 9:00 p.m.  An unknown suspect attempted to pry open the front door of the residence.  There was no loss.  Investigation continuing.


Detective Bureau Case Follow-up

Search Warrant - Suspect Arrested
A proactive investigation by patrol officers gave Monrovia Police Department's Detective Bureau enough information to secure a search warrant for a residence in the 200 block of West Olive, which was served on January 25.  The residents are suspected to be selling stolen property and narcotics from the residence.  As a result of the search warrant, detectives, assisted by Special Enforcement Team officers, found several items that have been listed in recent theft from vehicle incidents.  Special Enforcement Team officers stopped one of the primary suspects of the search warrant outside of the residence.  The suspect was carrying a quantity of packaged methamphetamine and was arrested and taken into custody.

Conditions inside the residence were reported to Monrovia Code Enforcement and the Department of Children and Family Services.  This warrant will hopefully net additional arrests.

Most well known and established websites have secure methods for their customers to purchase products using a credit card, but there are thousands of other sites that may not be as reliable.  Make sure you only provide personal information on websites that you trust completely.  Similarly, never give out credit card or other personal information on the phone.  A person who claims they are calling from an online store to ask you for information to complete a transaction may actually be a hacker who got your private data online
