Residential Burglary May 6 at 3:38 p.m., police responded to a residence in the 700 block of West Chestnut on the report of a burglary. The reporting party stated that his government issued laptop and identification were stolen from his residence while he was upstairs in the shower. The suspect entered the house through a window. Investigation continuing.
Driving Under the Influence - Suspect Arrested May 8 at 2:26 a.m., an officer was driving east on Duarte Road and noticed a vehicle on the roadway with no headlights during darkness. A traffic stop was conducted. The driver was determined to be driving while under the influence. The driver was arrested and taken into custody.
Driving Under the Influence - Suspect Arrested May 8 at 2:27 a.m., an officer was driving east on Duarte Road and noticed a vehicle in front of him swerving on the roadway. He stopped the driver, who appeared to be under the influence. The driver was so intoxicated she could not remember where she was. The driver was arrested and taken into custody.
Commercial Burglary May 8 at 4:15 a.m., officers responded to a business in the 400 block of West Foothill regarding a burglary in progress. A witness heard glass breaking and noticed a male subject inside a business. The witness called police, but the suspect had fled prior to officers arriving. During the investigation, the officers determined the suspect had picked up a water meter cover and broke the glass front door to the business. The suspect checked the register, which was empty, and fled. The investigation is continuing.
Commercial Burglary May 8 at 9:27 a.m., an officer responded to a business in the 400 block of West Foothill. A suspect used a piece of concrete to smash the front window of the business and make entry. The suspect rummaged through the counter area. It is unknown if any property was taken. Investigation continuing.
Driving Under the Influence - Suspect Arrested May 9 at 2:03 a.m., an officer observed a vehicle fail to stop for a flashing red at Ivy and Foothill and stopped the driver. During the investigation, it was determined the driver was under the influence and was arrested.
Driving Under the Influence / Traffic Collision - Suspect Arrested May 9 at 3:00 a.m., an officer was dispatched to the 100 block of East Pomona regarding a traffic collision. During the investigation, the driver was determined to be under the influence of alcohol and prescription medication. The driver was arrested.
Assault May 10 at 10:45 a.m., an officer was dispatched to a hospital where he contacted the victim of an assault. The male subject had a broken nose as a result of a fight which he said occurred in Monrovia. The subject told him he had been at a party in Monrovia on Almond on Saturday night. He said he got into a mutual fight with another subject. On Monday, he went to the hospital because he was having difficulty breathing. The subject was uncooperative and stated he did not want anything done. He refused to make a report and would not sign a refusal to prosecute.
Gang Injunction / Warrant Arrests May 11 at 3:03 p.m., officers responded to a business in the 300 block of West Huntington. Three male subjects in a white Nissan were reportedly drinking and urinating in the parking lot. When officers arrived, one of the subjects was recognized as a gang member who has been served with the gang injunction. Another subject, a gang member who had not been served with the injunction, was arrested for a warrant. The third subject, who is an adult now, had a juvenile, no-bail warrant. All three subjects were arrested and taken into custody.

Stop Graffiti Bounty Program
One of the methods the Monrovia Police Department is using to combat graffiti in the community of Monrovia is the Stop Graffiti Bounty Program. If a citizen reports an incident of graffiti in the City of Monrovia that leads to the arrest of the suspect, the citizen will receive a $100 bill. Help keep Monrovia looking great!

Highlighted Activity - Week of April 22 - May 5, 2010

During the last fourteen day period, the Police Department handled 1099 service events, resulting in 273 investigations. Following are the last week's highlighted issues and events:
Armed Robbery April 23 at 12:07 p.m., an older handicapped man was walking along the alley between Olive and Colorado in the 100 block of West Colorado. A male subject approached him and brandished a knife. He demanded the victim give him his money. The victim complied and gave him $26 he had in his pocket. The suspect demanded his wallet, but the victim did not have one on him. The suspect then fled on foot. Officers responded to the area and conducted a search, but were not able to locate the suspect. The victim was not harmed. Investigation continuing.
Driving Under the Influence April 24 at 2:09 a.m., an officer on patrol was heading north on Myrtle and noticed a vehicle traveling relatively slow. The driver of the vehicle came to a stop at a green light. The driver was stopped and during the investigation, it was discovered the driver was under the influence. The driver was arrested.
Driving Under the Influence / Traffic Collision April 24 at 2:43 a.m., police responded on the report of a vehicle colliding into a parked car. An officer arrived and discovered the driver had been at a party and left in his vehicle and collided into a parked car. During the investigation, officers determined the driver was under the influence. The driver was arrested and brought to the station for booking.
Burglary April 24 at 5:05 p.m., two female juveniles entered a department store in the 600 block of West Huntington with the intent to steal merchandise. They put clothing merchandise on under their clothes, walked out of the store without paying and were detained by loss prevention. Both girls admitted they entered the store to take merchandise and they had no means to pay for the items.
Driving Under the Influence April 25 at 2:45 a.m., police received a call from a resident in the 600 block of East Lemon who was awakened by the sound of a loud crash. She looked outside her residence and noticed a vehicle had collided into two parked vehicles. The driver was trying to flee as officers arrived. The officers stopped the driver and determined the driver was under the influence. The driver was arrested.
Gang Injunction Violation Arrest / Curfew Violation April 25 at 12:42 p.m., an officer saw two bike riders in the 2500 block of South Peck violating several vehicle code violations. He attempted to stop them, but one of the subjects who is a known gang member ignored his commands and emergency lighting. He then threw something onto the ground. Officers recovered the items he threw, which were a baggie of marijuana, a marijuana pipe and some matches. The gang member was arrested for two counts of the gang injunction court order, possession of under one ounce of marijuana, resisting arrest, riding without proper lighting at night, and no stop at a stop sign. He was held due to the likelihood of reoccurrence.
Grand Theft Auto April 26 at 7:34 a.m., an officer responded to the 800 block of West Duarte regarding a stolen vehicle report. The victim reported his 1993 Honda Accord was stolen from its assigned parking stall sometime during the night. There was no broken glass on the ground where it had been parked. Investigation continuing
Grand Theft Auto April 26 at 12:22 p.m., an officer was dispatched to a business in the 3300 block of South Peck Road on the report of a stolen vehicle. The victim reported that he had gone to the business to look for car parts. He parked his vehicle, a grey and silver Nissan Altima, and went into the location. He returned to where he had parked his car and found it was missing. There was no broken glass on the ground where it had been parked. Investigation continuing.
Petty Theft / Parole Hold April 27 at 9:50 a.m., officers responded to a business in the 700 block of East Huntington regarding a petty theft that just occurred. Officers located the suspect at Shamrock and Huntington and detained him. Witnesses positively identified the subject as the suspect and he was arrested. He was later found to be on parole and a parole hold was obtained.
Vandalism April 27 at 9:58 a.m., a citizen came to the police station to report graffiti at a park in the 300 block of East Lime. Officers responded and found the park was vandalized with written profanity. Public works was notified of the graffiti for cleanup.
Weapons Offense April 27 at 11:42 a.m., officers responded to the high school regarding a student with a knife. The student was found in possession of a two piece knife with four blades. The juvenile was cited and suspended from school.
Traffic Collision April 27 at 4:33 p.m., an officer was requested to the area of Duarte and Mountain by Los Angeles County Fire. A bicyclist traveling south on Mountain was struck by a vehicle driving east on Duarte. The bicyclist was transported to a hospital for evaluation. He complained of knee pain.
Petty Theft With a Prior April 28 at 3:32 a.m., an officer went to a business in the 300 block of West Huntington regarding a female in custody for theft. She was arrested per a private persons arrest and brought to the station. At the station, computer checks indicated she had a prior petty theft conviction with time served. She was booked on the felony charge and held.
Outside Agency Assist / Azusa Police Department April 28 at 11:01 p.m., Azusa Police Department requested assistance with an assault incident that occurred in their city. The suspect had physically assaulted his pregnant wife. The suspect's father lives in Monrovia and they requested officers drive by the residence in the 200 block of Poppy to check for the suspect. Monrovia officers located the suspect's vehicle at the location and the residence was surrounded. Azusa officers responded to the residence and persuaded the suspect to exit the residence. He was arrested without further incident.
Residential Burglary April 29 at 4:38 p.m., officers went to a residence in the 100 block of Wildrose regarding a residential burglary. The suspect smashed a window and made entry into the residence. Investigation continuing.
Vehicle Burglaries
May 1 at 6:52 a.m., officers responded to the 300 block of Parkrose and the 700 block of Wildrose regarding three vehicle burglaries that occurred during the night. All three vehicles had a window smashed and various items taken, including a laptop and Ipods. Investigation continuing.
Suspicious Circumstances May 1 at approximately 8:20 a.m., officers were dispatched regarding a suspicious subject. A female subject was jogging in the area of Fifth and Hillcrest when an adult male subject in a vehicle drove by her and displayed a pornographic picture outside his vehicle as she passed him. The suspect drove off eastbound on Hillcrest out of sight in an older, dark gray or blue Toyota Corolla. An area check was conducted, but the suspect was not located. Investigation continuing.
Grand Theft Auto Recovery May 1 at 11:26 p.m., an officer on patrol in the 100 block of West Huntington located an unoccupied stolen vehicle parked in the area. The vehicle was a 2007 Nissan Sentra. The vehicle was recovered and stored. Investigation continuing.
Assault with a Deadly Weapon May 2 at 1:40 a.m., an officer was driving by a night club in the 300 block of South Myrtle and saw numerous subjects fighting. Assisting officers arrived and detained several individuals. During the investigation, it was discovered that the victim was exiting the night club when he was confronted by four male gang members. The suspects challenged the victim and then struck him in the face. The victim fell to the ground and two of the suspects began to kick him. The victim was pulled away by friends and the suspects began fighting other subjects. When the suspects noticed the officers, they fled to the rear of the club, where several individuals were detained.
A field show up was conducted and two of the suspects were identified as the individuals who struck and kicked the victim. The suspects were arrested and the victim was taken to a hospital, where he was treated for his injuries.
Driving Under the Influence / Traffic Collision May 2 at 3:46 a.m., officers were dispatched to the area of Foothill and Madison regarding a crashing sound. When they arrived, they determined that the suspect had been driving west on Foothill and made the turn onto Madison at a high rate of speed, causing him to lose control of the vehicle. The vehicle struck the curb, causing the rear wheel to come off the vehicle. The officers determined the driver to be under the influence. The driver was arrested and brought to the station for booking.
Vandalism May 3 at 9:05 a.m., a business in the 300 block of West Foothill called to report vandalism to their building. The victim reported that several windows had been damaged. Investigation continuing.
Weapons Offense May 4 at 12:26 p.m., an officer was dispatched to the high school regarding a student with a knife. An 18 year old female student had been taken to the nurse's office because she was acting strange. She was determined to be okay, but while there, a search of her purse revealed she was in possession of a four inch, lockable folding knife. She was arrested and booked.
Commercial Burglary / Conspiracy / Petty Theft with a Prior May 4 at 1:00 p.m., an officer responded to a business in the 500 block of West Huntington regarding two female adults in custody for shoplifting. The officer determined the females had shared a bag in which they both concealed clothing. Both females were arrested and brought to the station for booking. One of the women had a prior conviction for petty theft.
Burglary May 4 at 1:14 p.m., an officer went to a business in the 100 block of South Myrtle on the report of a burglary. The reporting party told the officer that five pieces of furniture were taken from the location sometime between Friday, April 30 and Saturday, May 1. Investigation continuing.
Burglary / Vandalism May 4 at 4:09 p.m., an officer was dispatched to a business in the 500 block of Sombrero regarding a burglary report. The victim told the officer he showed up at the property for the first time and found the front door missing, appliances missing, and vandalism to the inside of the building. The victim does not know when this took place. Investigation continuing

Highlighted Activity - Week of April 15 - April 21, 2010
Strange week afoot...home and auto stuff down considerably which is good news, but don't drop your guard. Keep things locked and stuff you want to keep not visible in the car.
With the number of new folks on the street make sure they are aware of Neighborhood Watch as well as this blog for what's going on in town. With so many new folks should we plan on a Neighborhood Watch Meeting and have the MPD Liason visit? Chime in the comments if you want a meeting.

Involuntary Manslaughter - Suspect Arrested April 15 at 4:17 p.m., officers were dispatched to a location in the 1300 block of South Alta Vista regarding two subjects fighting. Officers arrived on scene and found an unconscious victim. The suspect had fled the area. Witnesses reported that the suspect and victim had argued earlier in the day. The suspect went to the victim's residence and told him to come downstairs. They argued and eventually the victim walked downstairs, where he met the suspect. The suspect punched the victim in the face. The victim fell to the ground and lost consciousness. The victim was treated at the scene and then transported to a hospital, where he was pronounced dead. The suspect voluntarily turned himself in at the Monrovia Police Department, was arrested and taken to the Los Angeles County Jail. The suspect later posted bail and was released pending court proceedings. The District Attorney's Office filed involuntary manslaughter charges.
Burglary / False Impersonation - Suspect Arrested April 16 at 4:11 p.m., loss prevention at a business in the 500 block of West Huntington recognized a female subject with a distinct tattoo they had observed stealing items during a prior visit to the store. She came back to the store and attempted to return the items using another person's identification. They allowed her to complete the transaction and followed her in the store. She took three items into a dressing room and came out with two items. She then exited the store with the merchandise concealed in her purse. She was stopped by loss prevention outside the store. She did not have adequate means to pay for the items. She was arrested and taken into custody.
Assault April 16 at 4:49 p.m., a fight occurred between a father and his daughter's boyfriend. The boyfriend and daughter have a child together. The boyfriend was there to visit the child and words were exchanged, and then several punches were exchanged. Both subjects desired prosecution, but refused to make a citizen's arrest on scene. A verified complaint will be completed by the officer.
Grand Theft Auto Recovered April 18 at 8:28 a.m., an officer responded to the carport area of a residence in the 800 block of West Duarte Road regarding a stolen vehicle report. The victim told the officer his 1991 Honda Civic was taken from the carport during the night. A couple of subjects approached the victim a few days prior to the theft and wanted to buy the rims and tires off the car, which the victim declined to sell. At 11:27 a.m., Arcadia Police Department located the vehicle on blocks in the 700 block of Encino Place. The vehicle was processed for evidence and the investigation is continuing.
Critical Missing Child Returned April 18 at 1:01 p.m., police responded to the report of a missing 7 year old child from a residence in the 100 block of North Garfield. The father was inside the house with another child when he realized his daughter was missing. He hadn't seen her for approximately ten minutes when he called the police department. The mother of the child was also gone and had turned off her cell phone. Other relatives said the child was possibly with the mother shopping, but this could not be confirmed. Officers responded to local stores the mother frequents and searched parking lots for her vehicle. The mother's credit card company was called, but no charges had been made. While officers were still at the residence, the mother eventually arrived home with the missing child.
Domestic Violence April 18 at 1:45 p.m., a victim of domestic violence walked into the police lobby to report she had been battered by her boyfriend, who is a known gang member. Both victim and suspect were visiting a grandmother at a residence in the 200 block of North Ivy when they started arguing. During the argument, the suspect slapped the female across the face and hit her in the chest, causing an injury. Officers went to the location to arrest the suspect, but he had left the location. Both victim and suspect reside in the city of Arcadia. Arcadia police went to their residence looking for the suspect, but he was not located. A wanted person computer entry was made for the arrest of the suspect.
Sexual Battery Investigation April 18 at 5:51 p.m., a female subject came to the police lobby and reported she had been sexually battered and beaten up by a known friend. Officers interviewed the victim. The alleged suspect came to the police station voluntarily to be interviewed. Two witnesses were interviewed that discredited the victim's allegations. This case will be forwarded to the Detective Bureau for further investigation.
Driving Under the Influence / Possession of a Controlled Substance April 18 at 8:37 p.m., a detective was heading south on Mayflower when he saw a vehicle traveling north, toward him, in the southbound lanes of travel. The vehicle swerved around his patrol unit and turned east on Lime. The detective made a u-turn and followed the vehicle. The driver was traveling at a high rate of speed without stopping for stop signs, but eventually stopped due to traffic. The detective conducted a traffic stop on the vehicle. The driver was determined to be driving under the influence. A search of the driver revealed a baggie of methamphetamine and several pills of ecstasy. The driver was arrested and the vehicle was towed.

Upon arrival, officers discovered the front door locks had been removed with some type of tool. After further investigation, officers found the locks on the business next door had also been removed. The Foothill Air Support Team helicopter responded and checked the roof for suspects. The locations were cleared by the officers and they found the cash registers had been taken. Investigation continuing.
Assault with a Deadly Weapon - One Suspect Arrested April 19 at 6:50 p.m., three male subjects got in an argument with three other male subjects, and during the argument, one of the subjects pulled a knife from his waistband. The three subjects with the knife chased the other three subjects west on Olive from Monterey. Three male juveniles were walking by the intersection of Monterey and Olive while the confrontation was occurring. The three juveniles also ran when they saw the subject pull out the knife. The three juveniles feared for their lives. Police arrived and were able to detain the suspect who had the knife. One of the juveniles positively identified the subject as the one who pulled the knife. The subject was arrested and taken into custody. There were no injuries involved with this incident.
Vehicle Burglary April 20 at 7:38 a.m., an officer went to the 1000 block of Maurice Street regarding a vehicle burglary. When he arrived, the victim reported that someone had broken into two of their vehicles. Investigation continuing.
Grand Theft Auto April 20 at 8:11 a.m., an officer was dispatched to the 500 block of East Maple regarding a stolen vehicle. When he arrived, the reporting party told him his father had parked his vehicle last night, leaving a window down about two inches. He went out this morning and it was gone. The father later found the vehicle about 50 yards down the street. It appears the suspects could not start the vehicle. They attempted to take the stereo, but only succeeded in destroying it. Investigation continuing.
Vehicle Burglaries / Attempt Grand Theft Auto April 21 at 7:29 a.m., an officer was dispatched to a business in the 1800 block of South Myrtle regarding a vehicle burglary. On his arrival, the reporting party told him two of the company's trucks had been broken into and tools had been stolen. While the officer was taking the report, an employee from the business next door approached and reported that two of their trucks had also been broken into and equipment stolen. There were no signs of forced entry, but one of the vehicles at the second location had indications that the suspects tried to steal it. Investigation continuing.
Mental Evaluation April 21 at 8:16 a.m., an officer responded to a pay phone in the 400 block of West Foothill regarding a subject reporting he was suicidal. The officer contacted the subject and learned the subject had attempted suicide before. He determined the subject was a danger to himself. The subject was taken to a hospital and held for a 72-hour mental evaluation.

When he arrived, the reporting party told him his father had parked his vehicle last night, leaving a window down about two inches. He went out this morning and it was gone. The father later found the vehicle about 50 yards down the street. It appears the suspects could not start the vehicle. They attempted to take the stereo, but only succeeded in destroying it. Investigation continuing.
Vehicle Burglaries / Attempt Grand Theft Auto April 21 at 7:29 a.m., an officer was dispatched to a business in the 1800 block of South Myrtle regarding a vehicle burglary. On his arrival, the reporting party told him two of the company's trucks had been broken into and tools had been stolen. While the officer was taking the report, an employee from the business next door approached and reported that two of their trucks had also been broken into and equipment stolen. There were no signs of forced entry, but one of the vehicles at the second location had indications that the suspects tried to steal it. Investigation continuing.
Mental Evaluation April 21 at 8:16 a.m., an officer responded to a pay phone in the 400 block of West Foothill regarding a subject reporting he was suicidal. The officer contacted the subject and learned the subject had attempted suicide before. He determined the subject was a danger to himself. The subject was taken to a hospital and held for a 72-hour mental evaluation.

Highlighted Activity - Week of April 8 - April 14, 2010
During the last seven day period, the Police Department handled 556 service events, resulting in 122 investigations. Following are the last week's highlighted issues and events:
Robbery On April 8 at 5:34 p.m., a male subject entered a gas station in the 700 block of East Huntington. He then entered the cashier area and ordered the clerk to open the register. The suspect had his hands in the pockets of his windbreaker. The clerk opened the cash register and the suspect reached in and took the money. The suspect then ordered the clerk to open a second register, but the clerk told him he could not open it. The suspect then ordered the clerk to get on the ground and asked him where the cigarettes are kept. The clerk told him they were locked in a storage room. The suspect left walking west towards Shamrock. Investigation continuing.
Mental Evaluation On April 9 at 7:20 a.m., officers responded to the 700 block of East Foothill regarding a family disturbance. A 16 year old female was refusing to go with the rest of her family to visit a grandparent. The subject grabbed a straight razor, locked herself in the bathroom and threatened to commit suicide. Officers arrived and kept the girl from using the razor on herself. The minor was taken to a hospital and was held for a 72 hour mental evaluation.
Grand Theft Auto April 9 at 6:20 p.m., police received a call from an alert resident who reported seeing two suspicious subjects leaving a vehicle in the area and walking away. The citizen provided a license plate, a description of the suspects, the direction they were heading and hung up the phone. A computer check on the vehicle indicated it was reported stolen out of Cypress. Officers conducted an area check and located the suspects. The victim of the stolen vehicle only knew the first names of the suspects. He had met them a few days prior and they took his vehicle while he was asleep. The suspects were arrested and the investigation is continuing.
Driving Under the Influence April 9 at 8:30 p.m., a driver was heading northbound on Mayflower and collided into the back of another vehicle that was turning into a parking lot. Officers arrived and determined the driver was driving while under the influence. He was arrested.
Driving Under the Influence April 10 at 2:02 a.m., an officer was driving south on Myrtle when he noticed a vehicle in front of him was swerving in the lane. The driver suddenly veered toward the right and struck the curb, causing the front tire to pop. The driver continued south and struck the curb again, causing the rear tire to pop. The officer stopped the driver and determined the driver was under the influence and he was arrested.
Driving Under the Influence April 10 at 2:06 a.m., an officer was traveling north on Primrose and observed a vehicle in front of him swerve into the southbound lane. The officer stopped the driver and during the investigation, determined the driver was under the influence. The driver was arrested.
Petty Theft with Priors April 10 at 1:20 p.m., police responded to a business in the 500 block of West Huntington. A male subject was observed stealing merchandise. He was confronted by loss prevention officers and he ran. They followed him and attempted to detain him. He started to struggle with the loss prevention officers, but immediately stopped and surrendered upon hearing police sirens. The suspect was found to have a prior felony theft conviction with time served, as well as a long list of narcotics offenses. The subject was booked for felony petty theft with priors.
Burglary April 10 at 3:32 p.m., two transient, twin brothers who frequent a church in the 700 block of South Shamrock were observed in the rooms adjoining the sanctuary. The priest confronted one of them and told him he had to go outside. The church organist discovered her wallet missing from her purse. They confronted the transients about the wallet and they ran. One of the transients turned back and attempted to give the stolen wallet back, less the cash. He was arrested and the wallet and cash were recovered. He was booked for burglary. The other brother was not located, however, his possible whereabouts are known. The investigation is ongoing.
Domestic Violence April 10 at 3:04 p.m., officers responded to a hotel in the 900 block of South Fifth after an anonymous caller reported that her friend had been beaten by her boyfriend. Officers responded and contacted both subjects at a room in the hotel and determined a battery resulting in injury had occurred. The boyfriend was arrested and booked for domestic violence.
Grand Theft Auto April 12 at 8:25 a.m., an officer went to a residence in the 1000 block of Royal Oaks regarding a stolen vehicle report. The victim parked and secured her vehicle at 3:00 p.m. the night before in her assigned stall. She returned to it in the morning at 8:00 a.m. and the vehicle was gone. Her vehicle is a 1993 Saturn. No broken glass was found on the ground where the vehicle was parked. Investigation continuing.
Grand Theft / Embezzlement April 13 at 11:46 a.m., an officer responded to a business in the 600 block of West Huntington regarding a female employee in custody for grand theft. An employee had been taking money from a cashier drawer, using old sales receipts to cover for the missing money she had taken. Then she would throw away the return transaction. Store surveillance shows the employee making the transactions when no customers were at the cashier. She was arrested and taken into custody.
Burglary April 13 at 4:38 p.m. an officer went to a business in the 500 block of East Huntington regarding a male suspect in custody for shoplifting. The officer determined the suspect, a transient with no money, went into the store to steal. He selected a shirt and pair of pants from the racks and went into a fitting room. He put on the new pants under his own pants and walked out of the fitting room. He exited the store and was detained. He was arrested and booked for burglary.
Vehicle Burglary April 14 at 9:06 a.m., an officer was dispatched to the 1600 block of South Mayflower regarding a vehicle burglary. On arrival, the victim told him she parked her vehicle on the street at about 4:30 a.m. She left her purse in the front passenger seat, locked the vehicle, and went to church. She returned shortly after 5:30 a.m. and found the front passenger door window smashed and her purse missing. Investigation continuing.
Grand Theft / Forgery April 14 at 1:42 p.m., an officer responded to a hotel in the 900 block of West Huntington on the report of a grand theft. He arrived and was told a television was stolen from a room. The room was checked into yesterday by a male subject who provided his driver's license and a fraudulent credit card. Investigation continuing.
Vehicle Burglary April 14 at 2:01 a.m., an officer went to the 800 block of West Walnut regarding a vehicle burglary. The victim reported that someone broke into his vehicle and stole his GPS unit. The vehicle was parked in its assigned space. Investigation continuing.
Gang Injunction Arrests On April 14 at approximately 8:30 p.m., Monrovia Police Department's Special Enforcement Team officers were on patrol and saw four male subjects leaving a gas station located in the 700 block of East Huntington. The subjects left on bicycles and were stopped for being in violation of numerous vehicle code violations. Two of the subjects had previously been served with the gang injunction and were arrested for violating the court order. The other two subjects were cited for vehicle code violations.

One of the methods the Monrovia Police Department is using to combat graffiti in the community of Monrovia is the Stop Graffiti Bounty Program. If a citizen reports an incident of graffiti in the City of Monrovia that leads to the arrest of the suspect, the citizen will receive a $100 bill. Help keep Monrovia looking great!

During the last seven day period, the Police Department handled 518 service events, resulting in 124 investigations. Following are the last week's highlighted issues and events:
Mental Evaluation
April 2, at 5:13 p.m., an officer responded to a call of a male subject walking completely naked in the alley of the 400 Block of West Walnut. Officers arrived and detained him. His clothes were nearby and were recovered prior to being transported to the hospital. He is a known subject with a history of mental health problems.
Medical Assist On April 3, at 8:24 a.m., an officer responded to the area regarding a male yelling for help from the wash in the area of Royal Oaks and Mountain. Officers found the male in the wash near city yards. The subject told officers he fell into the wash near Londgen in Irwindale. He sustained an injury to his head from the fall and had abrasions on both knees and his feet. The subject claimed he was in the wash for approximately 12-15 hours trying to get out and yelling for help but nobody could hear him. He was transported to the hospital for treatment and later released.
Stalking, Brandishing a Firearm and Possession of Controlled Substance On April 3, at 6:15 p.m., The Special Enforcement Team was working a stalking case involving a Du Roc gang-member who was involved in a brandishing a firearm several weeks ago and was now stalking the victim. When they arrived at the scene the suspect had fled. Patrol officers saw the vehicle and conducted a traffic stop on the vehicle. A field show up was conducted and the victim identified the suspect. Special Enforcement Team searched of the suspect's hotel room. The firearm was not located, but rock cocaine was recovered. The suspect was arrested and booked. The investigation is continuing.
Vehicle Burglary On April 5, at 6:06 p.m., an officer responded to a residence in the 800 Block of West Olive regarding a vehicle burglary. The victim told him he parked his vehicle in front of his residence at 11:30 p.m. When he returned to his vehicle the following morning he discovered both the front and rear side passenger windows were smashed. He reported three bags were taken containing personal property. Investigation continuing.
Grand Theft Auto On April 5, at 6:20 a.m., an officer responded to a residence in the 100 Block of East Cypress regarding a stolen vehicle. The victim was reporting his 1994 maroon Honda Accord taken sometime that morning after 1:15 a.m. Investigation continuing.
Vehicle Burglary On April 5, at 7:06 a.m. an officer responded to a residence in the 200 Block of May regarding a vehicle burglary. A window was smashed. Investigation continuing.
Vehicle Burglaries On April 5, at 8:31 a.m., an officer responded to a residence in the 100 Block of North Myrtle regarding a vehicle burglary. The victim reported he had parked and secured his vehicle. He returned to his vehicle the next morning and found the window smashed. While the officer was taking this report he was contacted by another tenant in the complex who also had his vehicle broken into. Investigation continuing.
Mental Evaluation On April 5, at 7:34 p.m., an officer went to a residence in the 100 Block of North May to assist a family with a "Keep the Peace" call regarding custody of a teenage child. An officer interviewed the teenager and was able to determine the teen had made several attempts to commit suicide. The officer took the child to the hospital for a mental evaluation hold.
Assault with Deadly Weapon / Robbery On April 6, at 6:01 p.m., officers went to the area of Fifth and Duarte regarding a shooting. A couple was walking their small dog when a white vehicle drove near them and stopped. The suspect from the vehicle attempted to steal the small dog from them. As the couple fought off the dog thieves, a neighbor tried to help them retain control of the dog. The suspects were over powered and they went back to the car and fled. The suspect fired a single shot at the group and struck the neighbor in the leg. With aggressive investigation by the patrol officers, a possible vehicle was identified. The vehicle matched the description of a carjacking suspect vehicle in El Monte. The El Monte Police Department found the vehicle later that evening and arrested 5 suspects. Investigation continuing.
Burglary On April 7, at 3:24 p.m., an officer went to a business in the 100 Block of West Foothill regarding a male subject in custody for shoplifting. Apparently, the subject went into the store pushing a stroller along with his ten year old son. He admitted to going in to buy two packs of diapers; however, he kept telling the ten year old son to grab different items for him from other aisles. These were grocery items they did not have at home and needed. These items were placed inside an empty bag on the stroller and concealed. The subject was arrested and charged with burglary.
Vehicle Theft On April 7, at 4:29 p.m., an officer went to a business parking lot in the 500 Block of South Mountain regarding a vehicle theft. The victim told him he went to work out at the gym and had parked and secured his vehicle in the parking lot. He was inside the gym between 2:30 p.m., and 4:30 p.m. When he came out to his car, it was gone. The victim believes his car keys were stolen from his gym bag. Investigation continuing.
Grand Theft On April 7, at 4:36 p.m., an officer went to a business in the 300 Block of South Myrtle regarding a theft. The victim told him that a couple had been in the store earlier in the day. When they left, they told the victim that they would return later. She stated the couple was looking at jewelry in a display case. She heard a noise coming from their direction and asked if they needed the display case open. The male suspect told her they did not need the case open, and that he had just bumped his head on the case. A short time later, the couple left north on Myrtle toward Palm. Approximately ten minutes later, the victim discovered jewelry had been taken from the display case. There is no surveillance in the store. Investigation continuing.

Highlighted Activity 3-25 to 3/31/10

During the last seven day period, the Police Department handled 520 service events, resulting in 124 investigations. Following are the last week's highlighted issues and events:
Sex Offense - Suspect Arrested March 25 at 3:50 a.m., a 17 year old female victim came to the police station with a parent and reported she had a consensual, sexual relationship with a 39 year old male subject who shares their home. Officers went to the home where they reside and spoke to the suspect. He was arrested. The investigation is continuing.
Brandishing a Firearm - Suspect Arrested March 25 at 5:47 p.m., police responded to a disturbance between two neighbors. During the incident, one neighbor displayed a handgun in a threatening manner. The victims signed a Citizens Arrest and the suspect was arrested. A shotgun and a handgun were seized as evidence after a consensual search form was signed by the suspect.
Driving Under the Influence - Suspect Arrested March 26 at 11:54 a.m., Pasadena Police Department was notified of a possible drunk driver leaving a location in Pasadena. The Pasadena helicopter was able to observe the vehicle and followed it into Monrovia. They requested assistance and directed Monrovia officers to the vehicle, which had parked at a residence in the area of Duarte and Magnolia. The helicopter observer was able to clearly see the suspect and identify the driver to the Monrovia officer. A photo line-up will be conducted with the original reporting party for further identification. The officer determined through investigation that the suspect had been driving under the influence and he was arrested.
Grand Theft - Suspect Arrested March 26 at 12:00 p.m., a male subject was observed throwing merchandise over the back fence of a business in the 1600 block of South Mountain. Employees confronted the suspect and he ran, leaving the merchandise on the ground. An officer arrived and discovered the suspect had left his car keys in the shopping basket. The officer was able to locate the car, and shortly after, employees of the business notified the officer that a person matching the suspect's description was walking back toward the area. The officer apprehended the suspect without further incident.
Irwindale Pursuit / Traffic Collision in Monrovia March 28 at 1:11 a.m., Irwindale Police Department went in pursuit of a motorcycle in their city. The suspect was trailed by the Foothill Air Support helicopter into Arcadia and back through Monrovia on Duarte Road. No Monrovia police units were involved in the pursuit. The suspect ended up eastbound on Royal Oaks, where he tried to either turn or stop and lost control striking a curb. The suspect then fled on foot and was apprehended a short distance later with the assistance of a Monrovia officer who was handling a call in the area. He responded upon hearing the suspect was on foot. The suspect was wanted for an outstanding no-bail warrant for grand theft auto and the motorcycle he was on had been reported stolen. A Monrovia officer took the non-injury traffic collision report.
Vehicle Burglary March 29 at 10:41 a.m., an officer went to a business parking lot in the 200 block of East Huntington regarding a vehicle burglary. On his arrival, the victim reported she parked and secured her vehicle at 7:30 a.m. in the parking lot. She returned to the vehicle at about 10:00 a.m. and found the front passenger window shattered. The loss was a gym bag from the passenger-side floorboard. Investigation continuing.
Vehicle Burglary March 30 at 8:13 a.m., an officer went to a residence in the 100 block of West Cherry regarding the report of a vehicle burglary. He arrived and the victim reported that he parked his truck on the street and secured it at 11:45 p.m. He returned to his truck the next morning and saw the front passenger window smashed. He checked the interior of the truck and found his cell phone missing from the center console. Investigation continuing.
Warrant Arrest - Suspect Arrested March 30 at 8:16 a.m., Monrovia detectives went to a residence in the city of Arcadia and arrested a female suspect they had been investigating for fraud. Detectives obtained a warrant for the female and she was arrested at her home without incident.
Residential Burglary March 30 at 9:45 a.m., an officer went to a residence in the 700 block of South Mayflower regarding a burglary. The victim reported that he had left the location for approximately 45 minutes, and upon his return, he found a number of screens removed from the windows. He entered the house and found some jewelry and an iPod had been taken from a bedroom. The suspect had gained entry through a bathroom window. Investigation continuing.
Grand Theft Auto Recovery March 30 at 11:37 a.m., an officer responded to Alta Vista, south of Huntington, where a motor home was reported to be blocking a driveway. When he arrived, he ran the license plate and VIN number and found the motor home had been reported stolen to the Lakewood Sheriff's Office. The motor home was unoccupied and there were no witnesses as to the driver. The motor home was recovered and the owner notified.
Vandalism March 30 at 7:54 p.m., an officer was patrolling the area of Bonita and Los Robles when he saw a male juvenile acting suspiciously and contacted him. The juvenile was in possession of a can of spray paint and had fresh paint on his hands. Further investigation revealed the 13 year old suspect had just tagged several walls in the area. He was arrested without incident. The suspect was found to be on probation for vandalism.
Under the Influence March 31 at 10:48 a.m., officers were dispatched to the high school regarding a medical assist. A 15 year old, female student was found stumbling on campus by school security and taken to the nurse's office. The student admitted to drinking a four ounce bottle of Robitussen to get high. She was cited at the school for being under the influence and was taken to a hospital for further evaluation. A blood sample was obtained at the hospital with her father's permission.
Attempted Residential Burglary March 31 at 9:15 p.m., a woman was inside her residence in the 800 block of West Walnut. Someone knocked on her door, but she did not answer it. She heard a bedroom window open, and went to investigate. She found the window open, but did not call police until almost four hours later. Officers responded and found evidence indicating a suspect had in fact opened the window. A neighbor/witness was located who saw the suspect acting suspicious in the area, but also failed to call police. Investigation continuing.

Casual attitudes about marijuana and its usage may be playing a role in the increased use of marijuana by high school students. The California Healthy Kids Survey is conducted every two years and is administered to all public school students in the state. The most recent offering of the study indicates that 25% of ninth grade students and 35% of eleventh grade students in Los Angeles County have used marijuana.
It is difficult to say why marijuana use among high school students continues to be high, especially when their survey results indicated that marijuana is perceived to be harmful by an overwhelming high number of the eleventh grade student population. It may be because of the ease in which marijuana can be obtained.
Certainly, a key piece to the puzzle must be the casual way in which adults in general have treated the issue of marijuana use. Adults need to be informed and present relevant information to our children to help them make the right choices. Levels of Tetrahydrocannabinol or THC (the dangerous mind altering chemical in marijuana) can be as much as five times higher in today's marijuana than the level of marijuana that was available when some adults may have experimented with it in the 1980's, and it has been clinically proven to be addictive.
The fact that marijuana is the most commonly abused illicit drug in the United States is no news to law enforcement. Each and every day, police officers come in contact with individuals whose lives are significantly and negatively impacted by marijuana use. Whether it is family violence in the home or someone injured by a person driving under the influence, users of marijuana are significantly represented in calls for police service.
The problems with marijuana use are many and varied. Here is a quick run down on some other facts about marijuana use that you might like to share with your children:
§ Health studies confirm that marijuana impairs the development of the teenage brain.
§ Over 80% of youth being treated for substance abuse are addicted to marijuana.
§ Marijuana robs you of memory, motivation, and concentration.
§ Short term effects of marijuana use include memory loss, distorted perception, trouble with thinking and problem solving, and anxiety.
§ Children with an average grade of D or below were more than 4 times as likely to have used marijuana in the past year as children who reported an average grade of an A.
§ A single marijuana cigarette is composed of more than 400 different chemicals and all of them toxic. On combustion these multiply into 2,000 different chemicals.
§ Children who smoke marijuana are 85 times more likely to use cocaine than those who do not use marijuana.
§ Currently, 62% of teens in drug treatment are dependent on marijuana.
§ Marijuana is different from alcohol, heroin or other drugs because it is fat-soluble. This causes it to be absorbed into the brain and other fatty organs of the body where it is stored for months in both the chronic and so-called recreational user, resulting in the person becoming stupefied. While in the body, the toxins are attacking every cell, system, and organ present, with the brain sustaining the most damage, as it is one-third fat.
§ Research indicates marijuana use is associated with an increase risk of mental health problems such as depression, suicidal tendencies, and schizophrenia.
§ The Yale School of Medicine (2007) says long-term exposure to marijuana smoking is linked to the same health problems as tobacco smoke, such as, increased respiratory symptoms.
§ The chemicals in marijuana adversely affect the central nervous system, cardiovascular, respiratory, and immune systems and have been linked to the alteration of DNA.
The bottom line is that your children are impacted by the actions that you model for them each day. They will listen to you! Talk to them early and often about drug use, and particularly marijuana use. The good you will do for them will impact their future and yours.

Highlighted activity-Week of March 18-24,2010

During the last seven day period, the Police Department handled 593 service events, resulting in 149 investigations. Following are the last week's highlighted issues and events:
Possession for Sale of Marijuana - Suspect Arrested March 18 at 12:13 p.m., an officer observed a motorcycle with no license plates and stopped the driver for the violation. A check for licensing and warrants revealed the driver had an outstanding warrant for his arrest. A search, incident to arrest, revealed a large container of marijuana and another container with rolled marijuana cigarettes, as well as an electronic scale. During the booking process, several other warrants totaling over $100,000 were revealed.
Foothill Special Enforcement Team Activation March 19 at 5:45 p.m., the Foothill Special Enforcement Team (FSET) was activated by the San Marino Police Department regarding a subject who stated he was suicidal and had pointed a gun at responding officers while barricading himself in his home. Monrovia FSET personnel responded. Additionally, another Monrovia officer responded to assist with any possible translation, as the suspect and his family spoke Mandarin Chinese. The Pasadena Police Department Special Response Team and patrol officers from the San Gabriel Police Department, as well as several fire agencies also responded.
Over the course of five hours, crisis negotiators were able to talk the subject out of the house and into surrendering. He was treated by paramedics and taken to a hospital, as he stated he had taken an overdose of prescription medication.
Grand Theft Auto Recovery March 20 at 1:12 a.m., an officer on patrol in the area of Shamrock and Hurstview discovered a vehicle which was reported stolen out of Glendale. The vehicle was a panel truck which contained merchandise. Glendale Police Department was notified and they requested the vehicle be held for fingerprinting.
Driving Under the Influence / Hit and Run Traffic Accident - Suspect Arrested
March 20 at 1:35 a.m., an officer was dispatched to the area of Huntington and Monterey regarding a hit and run traffic accident. The driver was last seen heading north on Monterey. The officer located the driver and, during the investigation, determined the driver was under the influence of a controlled substance and arrested the driver.
Driving Under the Influence - Suspect Arrested March 20 at 2:17 a.m., while officers were at the intersection of Huntington and Monterey investigating the above mentioned traffic accident, they saw a vehicle driving west on Huntington with a flat tire. They noticed the vehicle had possible collision damage. An officer stopped the driver and determined he was driving while under the influence. Officers searched for collision damage in the area, but did not locate any. The driver was arrested for driving under the influence and the investigation is continuing.
Vandalism March 22 at 6:41 a.m., an officer went to an elementary school in the 400 block of West Colorado regarding this call. On his arrival, he was shown graffiti on the south end of the main building written in black spray paint. A report was taken and the investigation is continuing.
Mental Evaluation March 22 at 7:22 a.m., an officer was in the process of releasing a female subject who was in custody for driving under the influence. During the process, she told the officer she wanted to hurt herself and was contemplating suicide. The female was not released and was taken to a hospital and held for mental evaluation.
Department of Child and Family Services Referral March 22 at 1:46 p.m., an officer was on a traffic stop in front of a residence in the 100 block of North Myrtle. While there, he heard what sounded like a family disturbance coming from an open window of an apartment. Assisting officers responded to investigate. When they arrived, they discovered two 11 year old brothers inside. They had been yelling and playing around. While the officers were inside, they found the location to be extremely dirty, providing poor living conditions for the children. An officer made contact with the mother, who responded to the location. He wrote an incident report and is referring the case to the Department of Child and Family Services and City Code Enforcement.
Driving Under the Influence - Suspect Arrested March 22 at 3:49 p.m., we received a call from a concerned driver who was reporting a possible drunk driver. An officer responded to the area and observed the vehicle coming out of a gas station at Huntington and Monterey and stopped the vehicle. A field sobriety test was conducted and the driver was determined to be driving under the influence. He was arrested and charged.
Grand Theft Auto March 22 at 5:49 p.m., an officer went to a business in the 1600 block of South Mountain regarding a stolen vehicle report. The victim parked his vehicle in the morning at 7:00 a.m. and secured it. He returned to his vehicle shortly before 6:00 p.m. and his vehicle was gone. The vehicle is a white, 1990 Nissan truck. There were no signs of forced entry. Investigation continuing.
Grand Theft From Person March 24 at 7:55 p.m., an officer responded to the 500 Block of West Huntington regarding a female victim who had her purse stolen from her. Officers were in the area quickly and a perimeter was set. A yard to yard search uncovered some of the stolen property but not the victim's wallet or purse. The suspects were not located. Investigation continuing.

MNV Gang Member Convicted This week a Monrovia Nuevo Varrio gang member was found guilty in Superior Court for a 2004 Monrovia murder which occurred in the 200 block of West Olive. The Monrovia Duarte Gang Task Force Unit Cold Unit, consisting of a Monrovia Police Detective and two LASD Operation Safe Streets Detectives, worked this case to its successful conclusion. The suspect was convicted of murder and the alleged gang enhancements. He sentenced will be determined at a further court appearance.

Highlighted Activity - Week of March 11 - March 17, 2010

During the last seven day period, the Police Department handled 562 service events, resulting in 128 investigations. Following are the last week's highlighted issues and events:
Outside Assist - Los Angeles Police Department Arrest Warrant
On March 11, the Los Angeles Police Department advised Monrovia Police Department that they were going to serve an arrest warrant on a subject at a residence in the 1500 block of Pilgrim. They arrived at approximately 2:00 p.m. and two Monrovia officers were assigned to assist them. Los Angeles Police Department officers entered the home, but were not able to locate the suspect. The suspect is a known gang member who is wanted in relation to a homicide with a firearm. The suspect's vehicle was impounded at the location. The suspect is still outstanding at this time.
Receiving Stolen Property - Suspect Arrested March 12 at 8:34 a.m., the grounds keeper at a complex in the 1100 block of Royal Oaks called to report a male subject who did not belong on the property loading a large television into an empty storage cabinet in the parking area of the complex. An officer arrived and detained the subject. He had a large, newer model television. The suspect is known to be homeless and has a history of burglary and drug use. His statements about the television were inconsistent. He made a statement that he possibly knew the television was stolen. He was searched and the officer found a used cocaine smoking pipe on his person. The subject was arrested for the possession of drug paraphernalia and for receiving stolen property.
Injury Traffic Collision March 12 at 11:30 a.m., officers responded to Mayflower and the 210 underpass regarding an injury traffic collision. A driver, waiting to turn east from the number one lane of Mayflower, pulled onto Mayflower and was struck by a vehicle traveling north, which was occupied by a father and his young son. Fortunately, both were wearing their seatbelts! There was heavy damage to the vehicles, but only minor complaint of pain by all parties. Traffic was problematic and additional officers were needed to assist.
Assault March 12 at 4:54 p.m., a local hospital called to report they had the victim of an assault that occurred in Monrovia at their hospital. The investigation revealed the subject had gone to his girlfriend's home on Los Angeles Street and attempted to speak to her, despite a restraining order against him. During the encounter, he refused to leave and bumped into another male subject in the group. The male subject then punched him with a closed fist. Initial reports indicate that he may have a broken jaw. The investigation is ongoing; however, it may be that both parties will ultimately be charged criminally.
Unlawful Intercourse With a Minor - Suspect Arrested March 12 at 6:50 p.m., an officer was dispatched to a park in the 600 block of West Olive regarding two juveniles possibly involved in sexual activity in the park. When the officer arrived the male and female separated. During the investigation, it was determined that the male was an adult and the female was 14 years old. The male was arrested for unlawful sexual intercourse with a minor and destruction of evidence. The female was taken to a hospital for a medical exam. The investigation is continuing.
Welfare Check March 13 at 9:24 a.m., officers responded to a residence in the 100 block of West Cherry on a welfare check of an elderly female. The officers observed mail piled up, a gas notice was left on the door, and other signs of inattention to the location. Officers believed the woman might be inside in need of assistance and made entry into the location with a key provided by the landlord. The officers found the woman laying on her dining room floor. She was still alive, but in need of immediate medical attention. She was taken to a hospital for treatment. There were no signs of a crime.
Officers located 16 cats in her apartment. Many of the cats were in poor health. Animal Control responded and assisted officers in gathering the cats. The cats were housed at Inland Valley, except for one that appeared very ill and was taken to an emergency clinic for assesment and care. The woman has no relatives that could be located. The officer spoke to the social worker at the hospital and they advised they would work with her to ensure proper care when she is released.
Possession of a Controlled Substance / Theft of an Access Card / Warrants - Suspect Arrested March 15 at 10:44 a.m., an officer observed a small black car occupied by a female driver and a male passenger. The vehicle had no license plate. When the officer started to make a u-turn, the vehicle turned and went into a driveway. The officer parked to see if the vehicle would pull out, and it did and drove past her. She made a u-turn behind the vehicle. The vehicle stopped and the male passenger exited the car and ran into a yard. A perimeter was set up. A resident called and reported a subject just went through her yard on Colorado to the property west of hers. The subject made it to Colorado, where he was detained and arrested. The subject was in possession of methamphetamine, two debit/credit cards belonging to other people, and he had two warrants for his arrest. He was booked and is being held for his court appearance.
Residential Burglary March 15 at 4:48 p.m., residents walking their dogs in the area of Ranchito and Lemon saw two male juveniles sitting on a curb. The juveniles had backpacks with them and were asked what they were doing. The residents walked away, but kept an eye on the juveniles. They looked back again and noticed a window screen had been removed from a window of a residence in the 500 block of Ranchito, and now only one juvenile was sitting on the curb. The residents called the police. The juvenile on the curb got up and ran. He was chased down by two male neighbors and detained until officers arrived. The second juvenile was found hiding in the rear yard of a residence. Both suspects were arrested for burglary, booked, and later released to their parents.
Residential Burglary March 17 at 3:54 p.m., officers responded to the 100 block of North Canyon regarding a burglary. When officers arrived, the resident reported that jewelry had been taken from the master bedroom. The suspects apparently made entry through a doggie door. The suspects exited the master bedroom through the sliding door. Investigation continuing.

Highlighted Activity - Week of March 4 - March 10, 2010
During the last seven day period, the Police Department handled 522 service events, resulting in 124 investigations. Following are the last week's highlighted issues and events:
Death Report March 5 at 6:28 a.m., officers responded to a call of a woman down and not breathing at a residence in the 300 block of West Lemon. Paramedics responded and attempted rescucitation, with negative results. The woman was pronounced dead. It was determined that the woman was a severe alcoholic and her death is likely related to health problems from alcohol abuse. The Coroner's Office was called.
Driving Under the Influence - Suspect Arrested March 6 at 2:06 a.m., an officer on patrol in the area of Shamrock and Huntington noticed a vehicle swerving on the roadway. He stopped the driver and, during the investigation, determined the driver was under the influence. The driver was arrested and transported to the station for booking.
Driving Under the Influence - Suspect Arrested March 6 at 2:36 a.m., an officer in the area of California and Los Angeles observed a vehicle traveling on the roadway with no headlights. She stopped the driver and determined the driver to be under the influence. The driver was arrested and taken into custody for booking.
Felony Vandalism - Suspect Arrested March 6 at 10:06 a.m., dispatch received a call from a witness following a vandalism suspect in a vehicle. The witness saw the suspect get out of his vehicle at Central and Myrtle, where he wrote graffiti on two traffic signals with a large yellow paint marker. He also tagged a trash dumpster in the 1200 block of South Myrtle and a city power transformer at Primrose and Huntington. Officers responded and detained the suspect. He was positively identified by the witness and arrested for felony vandalism. The suspect was uncooperative and denied any gang involvement. The witness will receive Monrovia Police Department's $100 graffiti bounty reward for reporting this incident, which led to the arrest of the suspect.
Grand Theft Auto March 6 at 12:34 p.m., police received the report of a stolen vehicle. An employee of a business in the 1600 block of South Mountain parked and locked his vehicle in the parking lot. He was away from his vehicle for approximately thirty minutes and returned to find it missing. The vehicle taken was a 1994 Honda Accord. Investigation continuing.
Burglary - Suspect Arrested March 7 at 11:12 a.m., an officer responded to a burglary alarm call at an elementary school in the 200 block of Jasmine. As he arrived, a witness reported that the suspect had jumped a fence and fled toward Jasmine. Additional units were requested to search for the suspect. He was detained at Canyon and Foothill. The witness positively identified the suspect. The suspect was wearing a backpack and was in possession of a slidehammer, which was used to gain entry into a classroom. The suspect did not have enough time to take anything. He is currently on parole for burglary. Investigation continuing.
Commercial Burglary March 8 at 7:05 a.m., officers responded to a business in the 1500 block of California regarding a burglary. They arrived and met with the owner, who told the officers he closed up on Sunday and set the alarm. In the morning, he got a call from his gardener, who told him someone had broken into the business. The suspects had cut through a sheet metal bay door and entered the building. Investigation continuing.
Outside Agency Warrant - Suspect Arrested March 8 at 3:48 p.m., officers observed a male subject who is a known gang member. The subject saw the officers and ran toward a residence in the 200 block of East Olive. One of the officers gave chase and detained the subject around the building. A computer check revealed two outside warrants for his arrest. The officer found a Bowie type knife near where the subject had been. Azusa Police Department responded on the outstanding warrants and took custody of the suspect.
Resisting and Delaying a Peace Officer / Possession of a Controlled Substance - Suspect Arrested March 9 at 11:41 a.m., officers responded to a residence in the 200 block of Fig on a robbery alarm call. Officers arrived and checked the location. They saw clothing on the ground at the rear of the location and a male subject came into view. His belt was undone, pants open, and jacket askew on his body. The officers tried communicating with him, but he did not respond. He continued to ignore instructions and began to pick up a chrome barbell. He became combative with the officers and appeared to be under the influence. One of the officers activated his taser, which had no effect on the suspect. As officers moved in and detained the suspect, they saw he had something in his mouth, which turned out to be a plastic baggie containing what appeared to be rock cocaine. He was arrested and taken to a hospital for treatment. Another baggie of rock cocaine was recovered from the suspect at the hospital. He was eventually cleared for booking and brought to the station.
Foothills Special Enforcement Team Outside Agency Search Warrant - Assisting Drug Enforcement Agency (DEA) February 11 at 5 a.m., the Foothills Special Enforcement Team in conjunction with the Drug Enforcement Agency served a search warrant at a residence in the city of El Monte. The search was for narcotics and firearms believed to be at the residence. The residence was secured and the suspect was located. Though the search was not completed at the time of this report, a quantity of narcotics packaged for sales had already been located. This search warrant was part of a larger investigation that is ongoing.
Duarte and Monrovia Anti Gang Enforcement (DAMAGE) Task Force / State Parole Operation March 10 at 6:30 a.m., Los Angeles Sheriff's Deputies, State Parole and Monrovia Police Department personnel conducted a parole compliance check of a residence in the 100 block of South Encinitas. A loaded 9mm pistol, ammunition, a small quantity of methamphetamine and several items of drug paraphernalia were recovered. Two male adults were arrested. One male parolee was charged with ex-felon with a gun, ex-felon in possession of ammunition, possession of methamphetamine and a parole violation. The other male was charged with possession of an unregistered handgun and possession of drug paraphernalia.
At 8:38 a.m., a second parole compliance check was conducted at a residence in the 100 block of Montana on a known gang member. Items with gang graffiti and two different kinds of ammunition were recovered. The parolee was arrested for ex-felon in possession of ammunition and a parole violation.
At 10:00 a.m., a third parole compliance check of a known gang member was conducted in the 300 block of East Walnut. A relative stated that the parolee has not lived at the address for two weeks. It is believed he has moved out of state without permission from parole. There is a warrant pending for his arrest.

Home Security: Make sure any adjoining doors between your garage and your house are locked at all times. Parents often leave side doors unlocked for children arriving home from school. This gives easy, concealed access to potential burglars. A good deadbolt lock should be installed in adjoining doors. This is a common method of entry for burglars to gain access to the rest of your house.

Highlighted Activity - Week of February 25 - March 3, 2010

During the last seven day period, the Police Department handled 515 service events, resulting in 109 investigations. Following are the last week's highlighted issues and events:
Commercial Burglary / False Identification to a Peace Officer - Suspect Arrested
February 25 at 11:28 a.m., an officer responded to a theft report at a business in the 500 block of West Huntington. Store loss prevention personnel detained a subject for attempting to steal a suitcase filled with merchandise. When taken into custody, the suspect presented false identification to the officer. His true identity was later confirmed and he was booked for the appropriate charges. His criminal history revealed he is a prior deported felon and an ICE hold was obtained.
Residential Burglary February 26 at 3:41 p.m., police responded to the report of a residential burglary in the 400 block of West Central. Unknown suspects forced entry and ransacked the residence. Investigation is continuing.
Structure Fire February 26 at 9:33 p.m., officers responded to the call of a structure fire and possible gas leak at a residence in the 600 block of Terrado. The house and homes in the immediate area were evacuated. Monrovia Fire Department responded and extinguished a small fire in the garage. The gas was turned off, the structure was saved and there were no injuries. The origin of the fire was the area of the washer, dryer and water heater. The exact cause is not known, but arson was not suspected.
Suspicious Circumstances
February 27 at 10:52 a.m., a business in the 1600 block of South Mountain reported a vadalism to their backdoor. Store loss prevention personnel had been alerted to a series of burglaries at different stores, where entry was forced from the outside. When they checked their rear entrance on Evergreen, they discovered a hole had been drilled in the door and patched. They removed the patch material and discovered the wires to the security system had been cut. The officer took a report and will make advisements to other agencies regarding this incident. Officers also went to the larger local retail stores in the area and advised them to be vigilant regarding suspicious activity of this nature.
Driving Under the Influence / Traffic Collision - Suspect Arrested February 28 at 4:13 a.m., police received multiple calls reporting a collision in the 100 block of West Olive. When officers arrived, they found a vehicle had collided into a parked vehicle and then struck city street light. Monrovia Fire Department responded and checked the occupants. During the investigation, it was determined the driver was driving under the influence. The driver was arrested.
Mountain Lion SightingMarch 1 at 7:40 p.m., several residents in the 1100 block of Norumbega reported seeing an adult mountain lion. The animal was seen walking across front yards by residents that were inside their homes and did not represent an immediate threat. There was no interaction with the animal and no loss of pets reported. Officers responded, but the animal had left the area and efforts to locate it were unsuccessful. A telephonic notification was made to neighbors in the area to advise them.
BurglaryMarch 3 at 9:58 a.m., an officer was dispatched to a business in the 900 block of West Foothill. The reporting party told him he had closed up the night before at 9:30 p.m. and locked up the location. He returned in the morning and found someone had broken off the lock on an outdoor shed that contains supplies, but it appears nothing was taken. Investigation continuing.
Vandalism / TheftMarch 3 at 2:14 p.m., officers responded to the 200 block of Wildrose regarding five juveniles seen tagging in the alley. Officers arrived and saw fresh spray paint on garages and walls in three locations. They conducted an area check and detained two subjects matching the descriptions given by the reporting party. The two juveniles were positively identified by the witness as being involved in the tagging. Officers recovered a spray paint can from one of the juveniles, which had been stolen from Wildrose School. The tagging in this incident is similar to the tagging in numerous other incidents reported to police. Investigation continuing.
BurglaryMarch 3 at 3:36 p.m., an officer went to the 900 block of West Duarte regarding a burglary. The reporting party told him his residence had been broken into overnight. The residence is part of a complex that was being fumigated and was tented. The officer took the initial information, but could not enter the location to investigate due to the hazard. He will return when the location is safe to enter and complete his investigation.

Suspects Found Guilty in 2007 Attempt Murder Case
On Friday, February 26th, after a month and a half of trial, Duroc gang members Mario Alford and Lamar McDaniels, were found guilty of attempt murder. The third suspect, Melvin Mapps, pled guilty to 23 years at the start of trial. Alford and McDaniels were offered 21 years but rejected it. In the end, they were charged with attempt murder, with all of the gun and gang allegations. Sentencing has been put off to another date, but more than likely, Alford and McDaniels will not receive anything less than 34 years, according to the District Attorney.

Tip of the Week Home Security: Doors, windows and yards should be well lighted at night - Burglars don't like lights. Consider installing lighting which could possibly deter burglars from approaching your home. The lighting should be positioned where it cannot be turned off or tampered with.
