Highlighted Activity - Week of June 17 - June 23, 2010

During the last seven day period, the Police Department handled 584 service events, resulting in 112 investigations. Following are the last week's highlighted issues and events:

Assault with a Deadly Weapon - Suspect Arrested June 18 at 1:32 a.m., officers responded to a report of an assault. The victim, a taxicab driver, was dropping off a female subject who had told her boyfriend that the cab driver was flirting with her. The female was upset with her boyfriend and she had lied about the flirtation. The boyfriend argued with the cab driver and threw a beer bottle at him. The cab driver accelerated the vehicle, and the bottle struck the window behind the driver. The male suspect fled, and the cab driver followed him to a residence in Monrovia. Officers responded and detained the suspect, and he was later arrested.

Suspicious Circumstances June 18 at 2:00 a.m., an officer noticed a vehicle in the area which appeared suspicious. When he drove toward the vehicle, the driver quickly made several evasive turns and parked. The officer stopped and detained the driver and passenger at Foothill and Madison. During the investigation, he learned the vehicle was not registered to either occupant. A call to the owner revealed the vehicle should have been at the repair shop where the driver worked. An examination of the vehicle revealed numerous car stereos and a GPS system. The driver claimed he removed the stereos from vehicles that were traded in. The occupants were identified and released. The vehicle was released to the owner, and the investigation is continuing to determine if the items were stolen.

Terrorist Threats - Suspect Arrested June 20 at 11:45 a.m., officers responded to a business in the 3300 block of South Peck Road regarding a subject seen throwing car parts over a wall to an accomplice. When officers arrived, the suspects had fled, but security personnel had recovered the stolen property. Security reported one suspect had threatened them by stating he was going to come back and shoot them. They were able to get a license plate number to the suspects' vehicle. The vehicle registration was run and the two addresses listed were checked by assisting agencies. The suspect was detained a few hours later in West Covina. A Monrovia officer responded and interviewed the suspect. He was subsequently arrested for terrorist threats.

Vehicle Code Violation / Possession of a Dangerous Weapon / Possession of Marijuana June 20 at 7:54 p.m., a police sergeant was conducting a traffic stop on a vehicle for a defective windshield. A subsequent vehicle search resulted in finding a billy club and ten grams of marijuana. The driver was arrested for the above listed charges.

Vehicle Burglary June 21 at 6:45 a.m., an officer was dispatched to the 700 block of South California on a vehicle burglary report. The victim reported her vehicle was broken into during the night. Investigation continuing.

Residential Burglary June 21 at 8:00 a.m., an officer went to a residence in the 1000 block of Winding Oak regarding a burglary. The victim reported that he parked his Cadillac in the garage and closed the door as best he could in the evening, as his garage door doesn't close all the way. In the morning, his niece went out to the garage and noted the two right passenger doors of the vehicle were open. The victim went to the garage to check his vehicle and saw his golf bag containing golf clubs was missing. They checked the garage and noted a plastic box which contained approximately 15 women's purses was also missing. Investigation continuing.

Vehicle Burglary June 21 at 10:49 a.m., an officer responded to a residence in the 200 block of East Chestnut on a vehicle burglary report. The victim's vehicle was broken into during the night. Investigation continuing.

Vehicle Burglary June 21 at 12:58 p.m., an officer went to a residence in the 200 block of East Olive on a vehicle burglary report. The victim parked her vehicle to the rear of the residence and secured it in the evening. She went out to her vehicle the next afternoon and saw the right side doors slightly open. She checked her car and discovered her son's backpack missing. The vehicle was parked in an enclosed area. It appears the suspects jumped into the parking area and attempted to remove the left rear tire. The stereo was pried off the console, the wires cut and the amplifiers were taken from the trunk. Investigation continuing.

Grand Theft Auto June 21 at 1:39 p.m., an officer was dispatched to a residence in the 800 block of West Duarte regarding a stolen vehicle report. The victim told the officer her vehicle was parked and secured in its assigned parking stall on June 20. She returned to her vehicle the next afternoon and found it missing. Her vehicle is a white, 1993 Honda Accord. Investigation continuing.

One of the methods the Monrovia Police Department is using to combat graffiti in the community of Monrovia is the Stop Graffiti Bounty Program. If a citizen reports an incident of graffiti in the City of Monrovia that leads to the arrest of the suspect, the citizen will receive a $100 bill. Help keep Monrovia looking great!

Highlighted Activity - Week of June 10 - June 16, 2010

During the last seven day period, the Police Department handled 655 service events, resulting in 131 investigations. Following are the last week's highlighted issues and events:

Criminal Threats / Gang Injunction Violation - Suspect Arrested June 11 at 8:54 p.m., Special Enforcement Team members observed a male suspect who was wanted for criminal threats and was in violation of the Gang Injunction. As they attempted to stop the subject, he fled and jumped the fence of a nearby business that was closed and hid between several large trucks. Containment of the area was established and a police canine was requested from Irwindale Police Department. The canine unit arrived and a responsible person for the business arrived also and allowed officers to enter. The suspect refused commands to exit, the canine was deployed and the suspect was taken into custody. Three counts of violating the Gang Injunction were added to the booking.

Driving Under the Influence / Traffic Collision - Suspect Arrested June 12 at 12:55 a.m., an officer was traveling west on Duarte Road and noticed a vehicle with loud music playing. When he attempted to stop the vehicle, the driver accelerated, turned into a parking lot, and turned off his headlights. The officer contacted the driver and determined the driver was under the influence. He was arrested. The driver claimed he had not been drinking prior to the stop, but his blood alcohol level was found to be above the legal limit.

Bear Incident June 12 at 10:18 a.m., an animal control officer and two police officers responded to the 200 block of Canyon Crest on the sighting of a bear and two cubs. The officers located the bears in a rear yard. The bear was startled and went up a large tree with the two cubs. Eventually the bear and cubs came down and went west out of sight.

Possession of Methamphetamine - Suspect Arrested June 13 at 8:30 a.m., officers were dispatched to an alley in the 600 block of West Foothill regarding two subjects arguing. When officers arrived, they saw a female come out from under a partially open garage door. The female was carrying some items in her hand. Officers thought the female was possibly stealing something from inside the garage. When they approached the female, they discovered a male subject was still inside the garage. The male subject was also detained. The officer saw the female had something clenched in her hand. He ordered her several times to show her hands. When she opened her clenched hand, two baggies of methamphetamine were revealed. Nothing was found on the male subject. Both subjects had permission to be on the property. The female was arrested for possession of a controlled substance.

Commercial Burglary June 13 at 3:53 p.m., officers responded to a business in the 1600 block of South California regarding a suspect attempting to break into the business. The suspect fled the location prior to officers arriving. An employee of the business was watching a security monitor when he saw a male suspect break through the business gate. Employees from the business chased after the suspect, who fled the area in a black truck. Officers were unable to locate the suspect or vehicle. Investigation continuing.

Vehicle Theft June 13 at 4:47 p.m., a victim parked and locked her black Toyota truck with camper shell in a business parking lot in the 1600 block of South Mountain. The owner returned to the parking lot two hours later and discovered the vehicle missing. Investigation continuing.

Sexual Assault June 13 at 5:01 p.m., an officer responded to the report of a sexual assault. A 26 year old female subject was walking in the area of Madison and Colorado when she was approached by a male suspect approximately 16 to 18 years old. The suspect grabbed the female's buttocks. The suspect continued to follow the female and attempted to grab her a second time. A struggle began, but the female was able to fight off the suspect. The suspect was last seen riding a black bicycle, wearing black clothing and possibly gray pants. The Foothill Air Support helicopter responded to the area to help search for the suspect, but the suspect was not located. Investigation continuing.

Burglary June 14 at 3:13 a.m., officers responded to a business in the 200 block of West Chestnut regarding two subjects in black clothing to the rear of the building, attempting to break into a car. The caller reported the subjects were crouched down near a red civic in the alley. When officers arrived, they found the hood of one vehicle was ajar, but the suspects had fled the area. Later that day at 11:21 a.m., the owner of the business reported that a vehicle owned by an employee had been burglarized. Investigation continuing.

Grand Theft Auto June 14 at 11:52 a.m., an officer was dispatched to the 300 block of Highland regarding a grand theft report. The vehicle was last seen on June 12 in the morning. The vehicle is a gray, 1994 Honda Civic. The vehicle has a dent on the hood and a small fire sticker on the left window. All keys are accounted for and no glass was found on the ground where the vehicle was parked. Investigation continuing.

Mental Evaluation June 15 at 7:53 p.m., dispatch received numerous calls of a naked man walking in the area of Foothill and Encinitas. Officers located the man at a middle school. He is a local man who has done this at least twice in the past. He was transported to a hospital for mental evaluation.

Grand Theft Auto June 15 at 9:48 p.m., an officer responded to the 300 block of South Primrose regarding a stolen vehicle. The vehicle is a blue, 1998 Honda Civic. The vehicle was later found in the north alley of the 800 block of West Foothill. While officers were in the area recovering this vehicle, they located another stolen vehicle, a 1999 Honda Accord that was reported stolen to the Los Angeles Sheriff's Department. Investigation continuing.

Commercial Burglary June 16 at 7:44 a.m., an officer responded to a business in the 1000 block of South Mountain regarding a commercial burglary. Two storage containers had been broken into in the rear lot of the location. It appears the suspects managed to remove the handle off the doors to gain entry. Two commercial grade blenders were taken. Investigation continuing.

Welfare Check / Suicide June 16 at 4:25 p.m., an officer was dispatched to the 400 block of South Violet regarding a welfare check. The caller reported that newspapers were piling up near the front door of his neighbors house and mail was piling up in the mailbox. The resident's car was parked in its space. The neighbor reported that the resident was 77 years old and has had two heart attacks in the past. Detectives were summoned to assist officers. Entry was made into the location and the resident was found with a self-inflicted gunshot wound to the head. Los Angeles County Coroner responded to the location.

I was alerted to this the other day by a friend who called me about a pending initiative that will help us lower our property taxes by $500-$1,000 depending on how long we've been in our homes.

The group is called Monrovia Votes and is there to watchdog and prevent property tax abuse. Their mission statement/web HERE.

Domestic Battery - Suspect Arrested

June 3 at 10:57 a.m., officers responded to the 400 block of South Violet regarding two male roommates involved in a verbal fight. One of the subjects began throwing items toward the bare feet of the other. The other subject, in self defense, grabbed a kitchen knife to keep the first subject at bay, but did not advance toward him. The primary aggressor was determined to be the subject who initially threw the items. He was arrested for domestic battery, cited and released.

Driving Under the Influence / Traffic Collision - Suspect Arrested

June 5 at 5:59 p.m., police received a call of a possible drunk driver in the area of Huntington and Magnolia and then a second call of a vehicle involved in a hit and run collision. The description of the vehicle was the same in both calls. Officers arrived, located the vehicle, and stopped it in the 300 block of North Myrtle. During the investigation, it was determined the driver was under the influence. The driver was arrested.

Driving Under the Influence - Suspect Arrested

June 6 at 2:30 a.m., an officer on patrol noticed a vehicle in front of him swerving on the roadway. He stopped the vehicle in the area of Cherry and California and contacted the driver. During the investigation, it was determined the driver was under the influence and he was arrested.

Bear Incident

On June 5, a bear had been seen by Los Angeles Sheriff's Deputies in the City of Duarte, below Duarte Road at approximately 9:00 p.m. in the evening. Deputies attempted to encourage the bear north toward the foothills with the assistance of a helicopter, but the bear fled and concealed it self in the shrubbery. He was later seen again in the area of Buena and the 210 Freeway. The bear eventually went onto the Freeway and California Highway Patrol closed down the Freeway. The bear left the Freeway and hid again, out of sight.

On the morning of June 6 at approximately 5:37 a.m., the same bear was sighted in the City of Monrovia and officers were dispatched to assist Sheriff's deputies and the Department of Fish and Game. The bear was now in the bushes of a car dealership at Central and Mountain. Officers responded and assisted Fish and Game in locating the bear. The bear was eventually tranquilized and taken back into the mountains by Fish and Game.

Grand Theft Auto Recovery - Suspects Arrested

June 6 at 10:55 p.m., an officer saw a motorist run a stop sign northbound on Primrose at Huntington. The officer attempted a traffic stop on the vehicle and it yielded in the 200 block of West Olive. The driver immediately exited the vehicle and fled. The officer broadcast the suspect's location and detained the female passenger who had remained inside the vehicle. A computer check of the vehicle's license plate revealed it was reported stolen from the Temple City area.

A containment of the area was established with the assistance of Arcadia patrol officers, the Foothill Air Support Team helicopter, and canine units from Irwindale and El Monte. The suspect was ultimately located hiding inside a shed in a backyard of a residence in the 200 block of West Olive. The suspect sustained a dog bite to his left leg and was taken to a hospital, where he was medically treated and released. The suspect was brought to Monrovia Police Department for booking. The suspect is a registered sex offender and had an outstanding parole hold. The suspect and his female passenger had shaved vehicle keys in their possession and were additionally charged for possession of burglary tools. The female passenger was cited and released.

Outside Agency Assist / Warrants / Possession of Narcotics - Suspects Arrested

June 7, personnel from the Department of Justice called to advise they were in the 800 block of West Huntington on surveillance. They provided their information and requested our assistance in making a traffic stop on a suspect's vehicle when it went mobile. The vehicle eventually went mobile and an officer responded to make the traffic stop. Three occupants were detained. Two subjects were arrested on warrants and the primary suspect was arrested for possession of methamphetamine, which was found in the vehicle.

Grand Theft Recovery

June 8 at 8:55 a.m., an officer was driving in the 600 block of West Colorado when she located a possible stolen vehicle. She located the vehicle parked in front of a residence in the 600 block of West Colorado. A computer check confirmed the vehicle had been reported stolen. The vehicle is a 2000, black Honda Civic. The vehicle was locked and did not have any damage, but the stereo was missing. The victim responded to take possession of his vehicle and confirmed the stereo had been stolen. Investigation continuing.

Indecent Exposure

June 8 at 11:42 a.m., the assistant principal of a middle school in the 100 block of West Duarte reported an indecent exposure incident. On June 7, a female student was walking to school when a male subject in a black vehicle approached her and exposed himself. Officers checked the area for the subject but were unable to locate him. Investigation continuing.

Suspicious Subject / Grand Theft Auto Recovery

June 8 at 2:02 p.m., a resident in the 800 block of West Foothill reported a strange vehicle in the alley with a male occupant inside. The caller reported that the subject appeared to be going through women's purses. As the officer arrived at the alley, the subject drove away and the officer followed the vehicle. The suspect eventually stopped the vehicle on Madison by the alley north of Foothill and fled eastbound on foot. Officers responded and established a perimeter. The Foothill Air Support Team helicopter responded to assist, as well as Arcadia Police Department officers. The suspect was not located. The suspect's vehicle was recovered and was found to be a reported stolen out of Pasadena Police Department. Investigation continuing.

Grand Theft

June 9 at 7:32 a.m., an officer responded to a call in the 300 block of Valle Vista. The victim was reporting his tools were taken from the bed of his pick up truck. The vehicle was parked in the driveway of his residence. Investigation continuing.

Vehicle Burglary

June 8 at 7:46 a.m., an officer went to a residence in the 200 block of North Encinitas. The victim was reporting someone had stolen his stereo from his vehicle. The vehicle was parked in the driveway and there were no signs of forced entry. Investigation continuing.

Grand Theft Vehicle

June 9 at 9:04 a.m., an officer responded to the 200 block of North Grand regarding a stolen vehicle. The victim left her vehicle unlocked and a set of keys in the vehicle. The vehicle was stolen from the driveway of her residence. Investigation continuing.

Vehicle Burglary

June 9 at 9:38 a.m., an officer went to a residence in the 600 block of West Palm. The victim was reporting his vehicle was broken into and his amplifier and stereo was taken. The vehicle was parked on the street in front of his residence and there were no signs of forced entry. Investigation continuing.

Possession of Marijuana

June 9 at 11:25 a.m., Monrovia High School conducted a K-9 narcotic sweep at the high school and found marijuana on two students. An officer responded to the high school and cited both students.

Driving Under the Influence - Suspect Arrested

May 28 at 3:48 a.m., an officer noticed a vehicle traveling south on Myrtle without any lights. He followed the vehicle and noticed the driver failed to activate her turn signal when turning right onto Huntington. The officer stopped the driver and during the investigation, determined the driver was under the influence. The driver was arrested and taken into custody.

Driving Under the Influence - Suspect Arrested

May 28 at 4:42 a.m., an officer observed a vehicle signaling to make a left turn at the intersection of Duarte and Magnolia, but the driver turned right. The officer stopped the driver and during the investigation, determined the driver was under the influence. The driver was arrested and taken into custody.

Gang Injunction Violation - Suspect Arrested

May 28 at 10:29 p.m., officers working DAMAGE with Los Angeles Sheriff's and California Highway Patrol officers noticed a subject in the area of Shamrock and Royal Oaks who had been served with the gang injunction notice in January. They stopped the juvenile and during the investigation, determined he was in violation. The juvenile was arrested and later transported to Eastlake Juvenile Hall.

Driving Under the Influence - Suspect Arrested

May 29 at 2:31 a.m., an officer was driving in the area of Myrtle and Los Angeles and noticed a vehicle traveling north without any lights. The officer stopped the vehicle and during the investigation, it was determined that the driver was under the influence. The driver was arrested.

Driving Under the Influence - Suspect Arrested

May 29 at 4:04 a.m., an officer was in the area of Colorado and Mayflower and noticed a vehicle swerving in the street. When the vehicle approached the intersection, it failed to stop for the stop sign. The officer stopped the driver. During the investigation, an open container was seen in the vehicle and the driver was determined to be under the influence. The driver was arrested.

Driving Under the Influence - Two Suspects Arrested

May 30 at 2:14 a.m., and officer was stopped at the intersection of Duarte and California, when he observed a vehicle in front of him with the left turn signal on. The driver made an abrupt turn towards the right, stopped, and the driver switched seats with the passenger. The vehicle then continued north with the driver swerving on the roadway. The vehicle was stopped and during the investigation, it was determined that both occupants were under the influence. Both subjects were arrested for driving under the influence. The subjects were brought to the station for booking.

Driving Under the Influence - Suspect Arrested

May 30 at 2:19 a.m., an officer observed a vehicle traveling in the 300 block of West Palm without any lights. As he caught up to the vehicle, he noticed the driver had turned on his lights. The driver then made a series of turns to see if the patrol vehicle was following. During several turns, the driver failed to activate turn signals, so the officer stopped the vehicle. During the investigation, it was determined the driver was under the influence and he was arrested.

Domestic Violence / Gang Injunction Violation - Suspect Arrested

May 30 at 9:50 p.m., an officer was dispatched to the area of Duarte and Myrtle regarding a disturbing subject. The investigation revealed this was a domestic violence incident involving an 18 year old male and his 17 year old, live-in girlfriend. According to the female and an independent witness, the male pushed the female to the ground in the street and attempted to choke her with his hands. The female sustained impressions on her neck consistent with being choked. Good Samaritans passing by in a vehicle and stopped and helped the victim and the suspect left the scene.

Although the suspect was not at the scene when the officer arrived, he was identified and the officer made arrangements for the suspect to turn himself in to police. At 1:45 a.m., the suspect came into the police station with his parents. He was arrested and taken into custody. The suspect is a gang member who had been served with the gang injunction order. He was additionally charged for the appropriate violation. The juvenile victim was taken into protective custody and was released to the Department of Child and Family Services. The victim's relatives could not be located.

Commercial Burglary

May 31 at 7:07 a.m., an officer was dispatched to a business in the 2600 block of South Myrtle regarding a burglary. The front glass door of the business was smashed. Computers, phones, and a television were taken. Investigation continuing.

Vehicle Burglary

May 31 at 7:36 a.m., an officer went to 1300 block of South Alta Vista regarding this call. He arrived and the victim reported someone had broken into her vehicle during the night. The vehicle was parked in its assigned parking stall in the rear carport. No signs of forced entry. Investigation continuing.

Grand Theft Auto

May 31 at 8:57 a.m., an officer went a residence in the 900 block of Genoa regarding a stolen vehicle. He arrived and the female victim told him she had parked her vehicle on the street in front of the residence in the evening. She returned to her vehicle the next morning and it was gone. The vehicle is a green, 1996 Honda Accord. The vehicle does not have an alarm, all keys are accounted for, and there was no glass on the ground where it was parked. Investigation continuing

Grand Theft Auto

May 31 at 11:56 a.m., an officer was patrolling in the 200 block of South Madison and noted a vehicle that did not have a front license plate. He ran the rear license plate and it returned stolen out of Glendora. The vehicle was unoccupied. The ignition cylinder had been pulled out of the vehicle. The vehicle was recovered and the victim notified.

Vehicle Burglary

May 31 at 12:43 p.m., an officer was dispatched to the 1300 block of South Alta Vista for a vehicle burglary. The vehicle was parked in its assigned stall in the rear parking carport. This was the second vehicle burglary reported at this location. There was no forced entry. Taken was CD player from center console. Investigation continuing.

Stolen Vehicle

June 2 at 7:59 a.m., an officer responded to the 200 block of South Violet regarding a stolen vehicle. The victim told him his vehicle had been taken during the night. The vehicle was parked in his assigned stall that evening. The following morning when he returned to his vehicle it was gone. There was no broken glass on the ground where it was parked. The vehicle is a white, 1994 Nissan Pathfinder.

Vehicle Burglary

June 2 at 10:52 a.m., and officer responded to the 900 block of Royal Oaks. The reporting party was a staff member reporting a student's car was broken into via the front passenger window. The vehicle was parked in the student parking lot. The victim had left her purse on the front passenger seat which was taken along with a $1 bill and some lose change.

Grand Theft

June 2 at 11:07 a.m., an officer responded to the 100 block of West Lemon regarding the theft of roof latches for the victim's corvette hood. The vehicle was parked in its assigned parking stall in the underground parking area. This is the second time this has occurred in two weeks. Investigation continuing.

Vehicle Burglary

June 2 at 12:42 a.m., an officer met with the reporting party in the station lobby. He was reporting that on May 5, he and his girlfriend had parked her vehicle in the 1200 block of Canyon to go for a run. When they returned someone had broken into the trunk and stole her purse which contained his wallet. The girlfriend did not make a report. He came in today to report that his credit card has been used. He did not have any documentation of this and was to return with this information. A case was opened but as of 6:30 p.m., he has not returned.

Vehicle Burglary

June 2 at 3:36 p.m., an officer responded to the 400 block of West Colorado. The victim reported his vehicle was broken into during the night. The stereo, speakers from the trunk, a baseball bag with equipment, and a red tool box were taken. The officer reviewed the surveillance tape from the corner market which may have possibly caught a possible involved vehicle. Investigation continuing.

Burglary

June 3, 2:50 a.m., an officer went to the 900 Block of West Huntington regarding a burglary alarm. Officers found the front doors pried open. The loss was approximately $1500 in display phones.

Highlighted Activity - Week of May 20 - May 26, 2010

During the last seven day period, the Police Department handled 608 service events, resulting in 126 investigations. Following are the last week's highlighted issues and events:

Burglary / Stolen Vehicle Recovered - One Suspect Arrested

May 21 at 9:13 a.m., a subject came to the Monrovia Police Department lobby to report a gate chain was cut on the south gate to a business warehouse building in the 400 block of East Duarte Road. Officers responded, went into the building complex and found a suspect inside one of the buildings. He was arrested. His personal truck was located inside one of the warehouse buildings, and during the search, a stolen vehicle was also found in the same building. The Foothill Air Support helicopter was requested, and officers from Arcadia and Irwindale Police Departments responded to help contain the area. An extensive search was conducted for outstanding suspects. Officers heard a subject running, and the helicopter observer saw a subject run under a canopy. This subject was not found. The suspect in custody is on parole and being held for burglary charges. Investigation continuing.

Vehicle Burglary

May 23 at 8:46 a.m., a subject came into the police station to report someone had broken into his vehicle. The victim said he had parked and secured his vehicle in his carport in the 500 block of West Duarte. In the morning, he went to his vehicle and found a leather portfolio missing from the seat. He checked the interior and also discovered the vehicle's registration and insurance card missing. There were no signs of forced entry. Investigation continuing.

Burglary / Petty Theft with a Prior - Suspect Arrested

May 23 at 11:04 a.m., a business in the 300 block of West Huntington called to report two male subjects exiting the door; one of them had stolen a bottle of alcohol. The employee followed the subjects to a complex in the 200 block of East Cypress where he saw the subject with the bottle of alcohol take it out of his pants and put it down. The subjects continued walking eastbound and were detained by officers in the 200 block E Cypress. The subject with the beer was positively identified. He did not have any money or any other means to pay for the alcohol. He was arrested for burglary. A computer check indicated he had a prior conviction for petty theft.

Grand Theft Auto Recovery

May 23 at 3:17 p.m., an officer went to the 700 block of West Foothill regarding a vehicle parked in a stall that was not assigned to it. The officer arrived and ran a computer check on the plate which revealed the vehicle had been reported stolen. The vehicle was recovered.

Grand Theft Auto / Vehicle Pursuit

On May 23 at 10:30 p.m., an officer on patrol located an unoccupied stolen vehicle parked in the area of Bob and Peck. The officer obtained an unmarked car and monitored the vehicle, while assisting officers remained in marked police units out of view. At approximately 11:45 p.m., a male suspect entered the vehicle and drove away. The officer attempted to conduct a traffic stop on the vehicle in the area of Peck and Clark, but the suspect did not yield. The officer initiated a pursuit of the vehicle, which terminated near the intersection of Meeker and Magnolia in El Monte, where the suspect exited the vehicle and fled through residential yards. El Monte officers assisted by setting up a containment of the area. The Los Angeles Sheriff's Department and the Foothill Air Support helicopters conducted searches. El Monte and Irwindale Police Department canine units conducted yard searches, but the suspect was not apprehended. The vehicle was recovered. Investigation continuing.

Grand Theft Auto

May 25 at 6:15 a.m., an officer was dispatched to the 500 block of Parker regarding a stolen vehicle. The victim reported that he had parked his truck in the evening about 9:00 p.m. When he returned to it in the morning, his truck was gone. The truck is a white, 1998 Nissan with a black hood, wide tires, tinted windows, and has moderate damage to the front passenger side quarter panel. All keys are accounted for and no glass was found on ground where it was parked. Investigation continuing.

Grand Theft

May 25 at 8:12 a.m., an officer responded to a hotel in the 900 block of West Huntington regarding a grand theft. The victim reported that someone took her laptop and the laptop bag containing her cell phone and keys from a restaurant in the hotel. She did not see the theft occur and has no idea who may have stolen her property. Investigation continuing.

Vehicle Burglary

May 25 at 12:32 p.m., an officer went to a residence in the 1200 block of Alta Vista regarding a vehicle burglary. The victim reported that her green, Nissan Altima was broken into during the night. The vehicle was parked in its assigned carport stall to the rear of the complex. Investigation continuing.

Fireworks Violation

May 26 at 3:11 p.m., an officer was flagged down regarding juveniles lighting fireworks on the roof of a residence in the 300 block of Jasmine. The officer responded and watched the house from across the street. She saw two juveniles walking on the roof and seconds later saw them light skyrockets. She detained both juveniles and they were cited for the violation. The fireworks were confiscated and turned over to the Monrovia Fire Department.

Staying Safe at the ATM

The most important key to using your ATM card safely is to be observant and look around for any suspicious persons or activity near the ATM machine. If you see anything that looks suspicious, go to another machine or return later. It is a good idea to have your ATM card in your hand and ready to use as you approach the ATM machine so that you don't have to take extra time at the machine to take the card out of your wallet or purse. If you have to use the ATM at night, take a friend with you.

Highlighted Activity - Week of May 13 - May 19, 2010

During the last seven day period, the Police Department handled 618 service events, resulting in 133 investigations. Following are the last week's highlighted issues and events:

Driving Under the Influence - Suspect Arrested May 14 at 1:05 a.m., an officer noticed a vehicle swerving on the roadway. He conducted a traffic stop and during the investigation, determined the driver was under the influence. The driver was arrested and later released on a citation.

Vehicle Burglary May 16 at 3:25 p.m., an officer responded to the 800 block of West Colorado on the report of a vehicle burglary. A female subject returned home from shopping and parked her vehicle in the carport of her residence. She left merchandise she had purchased in the vehicle. Approximately 30 minutes later, she returned to her vehicle and found a window had been pried open and the merchandise was gone. The victim called the station shortly after the officer left her residence from taking the report and said she had talked to an employee of the store where she bought the merchandise, and her items had already been returned to the store. The suspect did not get any money or credit for the merchandise he returned. Instead, the amount was credited back to the victim's charge card. Investigation continuing.

Burglary May 17 at 6:44 a.m., an officer was dispatched to a business in the 2600 block of South California regarding a break-in. The officer arrived and spoke to the reporting party, who stated she was the last person to leave the evening before. When she arrived at the business in the morning, she found the glass front door smashed. Officers entered to clear the building, but no suspects were located inside. It appears the suspects attempted to take several computers, but the computers are locked down with cable security systems. Employees checked the inside and determined that a printer and scanner were missing from the mailroom. Investigation continuing.

72-Hours Mental Evaluation May 17 at 2:52 p.m., dispatch received a call from a female resident reporting a male subject wearing a green shirt and tan shorts had jumped through her front window yelling. The subject then left the residence heading westbound on Walnut. As officers were responding, other calls were received. Another caller reported the subject had jumped over her wall in the 800 block of West Walnut, and the subject had now taken off all his clothes. An officer located and contacted the subject, who did not respond to verbal commands. The officer used his pepper spray on the subject and was able to detain and restrain him. Monrovia Fire Department paramedics were requested, and the subject was taken to a hospital, where he was held for 72-hour mental evaluation. The subject is 19 years old and has a history of bi-polar disorder.

Exhibiting an Imitation Firearm / Public Intoxication - Suspect Arrested May 17 at 10:14 p.m., a female subject walking her dog in the 200 block of W. Cypress was threatened by a male suspect carrying what appeared to be a handgun. Officers responded and located the suspect who was still in the area. The weapon, which the suspect attempted to discard, was also located and turned out to be a BB pistol. The suspect was arrested for brandishing a replica firearm and for public intoxication.

Burglary May 18 at 11:04 a.m., an officer went to the 200 block of West Olive regarding a residential burglary. When he arrived, the victim reported that someone had broken into his house one week prior and had taken personal papers and identification. He did not make a report at the time because he had no identification. Investigation continuing.

Petty Theft with a Prior / Warrant / Possession of Marijuana - Suspect Arrested May 19 at 13:28 p.m., loss prevention officers from a business in the 500 block of West Huntington reported a male suspect had stolen merchandise and exited the store without paying. Officers responded to the area, detained the suspect, and arrested him for theft. Computer checks revealed the suspect had a prior conviction for petty theft, had failed to appear on a warrant, and was in possession of marijuana. He was booked for the listed charges.

Burglary / Theft May 19 at 2:51 p.m., officers responded to the 800 block of West Duarte regarding theft from storage cabinets in a carport. One of the victims provided a vehicle description and partial plate. The officer determined miscellaneous hand tools and aluminum had been taken from one storage cabinet which was unlocked, and a stroller had been taken from a locked cabinet. The suspect had cut the lock on the second storage cabinet. An area check was made, but no suspects were located. Investigation continuing.

Grand Theft Auto May 19 at 3:00 p.m., officers responded to the 1600 block of South Mountain regarding a stolen vehicle. The victim reported that he parked his 1996, silver Honda Accord, secured it, and went into a business. He was in the store for a short period of time and returned to find his vehicle missing. There was no broken glass found on the ground and the victim can account for all of the keys. Investigation continuing.

LA Metblogs is holding a blog-a-thon to raise funds and gather food donations for the LA Foodbank. The location for the blog-a-thon will be Canters Deli in the Fairfax district. Metbloggers will be at Canters from noon Saturday until noon Sunday...thats right 24 hours straight covered in shifts.

I'll be there sometime on Saturday, I won't know until Friday late when exactly I'll be there as it is dependent upon when Joey plays on Saturday. Right now my best guess is I will be there sometime that evening.

If anyone on the street wants to help out feel free to drop off a food donation or check made to "LA Foodbank" and I will deliver it on Saturday. Of course its all tax deductible if that helps sway you to decide to help me help them out.

Residential Burglary May 6 at 3:38 p.m., police responded to a residence in the 700 block of West Chestnut on the report of a burglary. The reporting party stated that his government issued laptop and identification were stolen from his residence while he was upstairs in the shower. The suspect entered the house through a window. Investigation continuing.

Driving Under the Influence - Suspect Arrested May 8 at 2:26 a.m., an officer was driving east on Duarte Road and noticed a vehicle on the roadway with no headlights during darkness. A traffic stop was conducted. The driver was determined to be driving while under the influence. The driver was arrested and taken into custody.

Driving Under the Influence - Suspect Arrested May 8 at 2:27 a.m., an officer was driving east on Duarte Road and noticed a vehicle in front of him swerving on the roadway. He stopped the driver, who appeared to be under the influence. The driver was so intoxicated she could not remember where she was. The driver was arrested and taken into custody.

Commercial Burglary May 8 at 4:15 a.m., officers responded to a business in the 400 block of West Foothill regarding a burglary in progress. A witness heard glass breaking and noticed a male subject inside a business. The witness called police, but the suspect had fled prior to officers arriving. During the investigation, the officers determined the suspect had picked up a water meter cover and broke the glass front door to the business. The suspect checked the register, which was empty, and fled. The investigation is continuing.

Commercial Burglary May 8 at 9:27 a.m., an officer responded to a business in the 400 block of West Foothill. A suspect used a piece of concrete to smash the front window of the business and make entry. The suspect rummaged through the counter area. It is unknown if any property was taken. Investigation continuing.

Driving Under the Influence - Suspect Arrested May 9 at 2:03 a.m., an officer observed a vehicle fail to stop for a flashing red at Ivy and Foothill and stopped the driver. During the investigation, it was determined the driver was under the influence and was arrested.

Driving Under the Influence / Traffic Collision - Suspect Arrested May 9 at 3:00 a.m., an officer was dispatched to the 100 block of East Pomona regarding a traffic collision. During the investigation, the driver was determined to be under the influence of alcohol and prescription medication. The driver was arrested.

Assault May 10 at 10:45 a.m., an officer was dispatched to a hospital where he contacted the victim of an assault. The male subject had a broken nose as a result of a fight which he said occurred in Monrovia. The subject told him he had been at a party in Monrovia on Almond on Saturday night. He said he got into a mutual fight with another subject. On Monday, he went to the hospital because he was having difficulty breathing. The subject was uncooperative and stated he did not want anything done. He refused to make a report and would not sign a refusal to prosecute.

Gang Injunction / Warrant Arrests May 11 at 3:03 p.m., officers responded to a business in the 300 block of West Huntington. Three male subjects in a white Nissan were reportedly drinking and urinating in the parking lot. When officers arrived, one of the subjects was recognized as a gang member who has been served with the gang injunction. Another subject, a gang member who had not been served with the injunction, was arrested for a warrant. The third subject, who is an adult now, had a juvenile, no-bail warrant. All three subjects were arrested and taken into custody.

Stop Graffiti Bounty Program

One of the methods the Monrovia Police Department is using to combat graffiti in the community of Monrovia is the Stop Graffiti Bounty Program. If a citizen reports an incident of graffiti in the City of Monrovia that leads to the arrest of the suspect, the citizen will receive a $100 bill. Help keep Monrovia looking great!

Highlighted Activity - Week of April 22 - May 5, 2010

During the last fourteen day period, the Police Department handled 1099 service events, resulting in 273 investigations. Following are the last week's highlighted issues and events:

Armed Robbery April 23 at 12:07 p.m., an older handicapped man was walking along the alley between Olive and Colorado in the 100 block of West Colorado. A male subject approached him and brandished a knife. He demanded the victim give him his money. The victim complied and gave him $26 he had in his pocket. The suspect demanded his wallet, but the victim did not have one on him. The suspect then fled on foot. Officers responded to the area and conducted a search, but were not able to locate the suspect. The victim was not harmed. Investigation continuing.

Driving Under the Influence April 24 at 2:09 a.m., an officer on patrol was heading north on Myrtle and noticed a vehicle traveling relatively slow. The driver of the vehicle came to a stop at a green light. The driver was stopped and during the investigation, it was discovered the driver was under the influence. The driver was arrested.

Driving Under the Influence / Traffic Collision April 24 at 2:43 a.m., police responded on the report of a vehicle colliding into a parked car. An officer arrived and discovered the driver had been at a party and left in his vehicle and collided into a parked car. During the investigation, officers determined the driver was under the influence. The driver was arrested and brought to the station for booking.

Burglary April 24 at 5:05 p.m., two female juveniles entered a department store in the 600 block of West Huntington with the intent to steal merchandise. They put clothing merchandise on under their clothes, walked out of the store without paying and were detained by loss prevention. Both girls admitted they entered the store to take merchandise and they had no means to pay for the items.

Driving Under the Influence April 25 at 2:45 a.m., police received a call from a resident in the 600 block of East Lemon who was awakened by the sound of a loud crash. She looked outside her residence and noticed a vehicle had collided into two parked vehicles. The driver was trying to flee as officers arrived. The officers stopped the driver and determined the driver was under the influence. The driver was arrested.

Gang Injunction Violation Arrest / Curfew Violation April 25 at 12:42 p.m., an officer saw two bike riders in the 2500 block of South Peck violating several vehicle code violations. He attempted to stop them, but one of the subjects who is a known gang member ignored his commands and emergency lighting. He then threw something onto the ground. Officers recovered the items he threw, which were a baggie of marijuana, a marijuana pipe and some matches. The gang member was arrested for two counts of the gang injunction court order, possession of under one ounce of marijuana, resisting arrest, riding without proper lighting at night, and no stop at a stop sign. He was held due to the likelihood of reoccurrence.

Grand Theft Auto April 26 at 7:34 a.m., an officer responded to the 800 block of West Duarte regarding a stolen vehicle report. The victim reported his 1993 Honda Accord was stolen from its assigned parking stall sometime during the night. There was no broken glass on the ground where it had been parked. Investigation continuing

Grand Theft Auto April 26 at 12:22 p.m., an officer was dispatched to a business in the 3300 block of South Peck Road on the report of a stolen vehicle. The victim reported that he had gone to the business to look for car parts. He parked his vehicle, a grey and silver Nissan Altima, and went into the location. He returned to where he had parked his car and found it was missing. There was no broken glass on the ground where it had been parked. Investigation continuing.

Petty Theft / Parole Hold April 27 at 9:50 a.m., officers responded to a business in the 700 block of East Huntington regarding a petty theft that just occurred. Officers located the suspect at Shamrock and Huntington and detained him. Witnesses positively identified the subject as the suspect and he was arrested. He was later found to be on parole and a parole hold was obtained.

Vandalism April 27 at 9:58 a.m., a citizen came to the police station to report graffiti at a park in the 300 block of East Lime. Officers responded and found the park was vandalized with written profanity. Public works was notified of the graffiti for cleanup.

Weapons Offense April 27 at 11:42 a.m., officers responded to the high school regarding a student with a knife. The student was found in possession of a two piece knife with four blades. The juvenile was cited and suspended from school.

Traffic Collision April 27 at 4:33 p.m., an officer was requested to the area of Duarte and Mountain by Los Angeles County Fire. A bicyclist traveling south on Mountain was struck by a vehicle driving east on Duarte. The bicyclist was transported to a hospital for evaluation. He complained of knee pain.

Petty Theft With a Prior April 28 at 3:32 a.m., an officer went to a business in the 300 block of West Huntington regarding a female in custody for theft. She was arrested per a private persons arrest and brought to the station. At the station, computer checks indicated she had a prior petty theft conviction with time served. She was booked on the felony charge and held.

Outside Agency Assist / Azusa Police Department April 28 at 11:01 p.m., Azusa Police Department requested assistance with an assault incident that occurred in their city. The suspect had physically assaulted his pregnant wife. The suspect's father lives in Monrovia and they requested officers drive by the residence in the 200 block of Poppy to check for the suspect. Monrovia officers located the suspect's vehicle at the location and the residence was surrounded. Azusa officers responded to the residence and persuaded the suspect to exit the residence. He was arrested without further incident.

Residential Burglary April 29 at 4:38 p.m., officers went to a residence in the 100 block of Wildrose regarding a residential burglary. The suspect smashed a window and made entry into the residence. Investigation continuing.

Vehicle Burglaries
May 1 at 6:52 a.m., officers responded to the 300 block of Parkrose and the 700 block of Wildrose regarding three vehicle burglaries that occurred during the night. All three vehicles had a window smashed and various items taken, including a laptop and Ipods. Investigation continuing.

Suspicious Circumstances May 1 at approximately 8:20 a.m., officers were dispatched regarding a suspicious subject. A female subject was jogging in the area of Fifth and Hillcrest when an adult male subject in a vehicle drove by her and displayed a pornographic picture outside his vehicle as she passed him. The suspect drove off eastbound on Hillcrest out of sight in an older, dark gray or blue Toyota Corolla. An area check was conducted, but the suspect was not located. Investigation continuing.

Grand Theft Auto Recovery May 1 at 11:26 p.m., an officer on patrol in the 100 block of West Huntington located an unoccupied stolen vehicle parked in the area. The vehicle was a 2007 Nissan Sentra. The vehicle was recovered and stored. Investigation continuing.

Assault with a Deadly Weapon May 2 at 1:40 a.m., an officer was driving by a night club in the 300 block of South Myrtle and saw numerous subjects fighting. Assisting officers arrived and detained several individuals. During the investigation, it was discovered that the victim was exiting the night club when he was confronted by four male gang members. The suspects challenged the victim and then struck him in the face. The victim fell to the ground and two of the suspects began to kick him. The victim was pulled away by friends and the suspects began fighting other subjects. When the suspects noticed the officers, they fled to the rear of the club, where several individuals were detained.

A field show up was conducted and two of the suspects were identified as the individuals who struck and kicked the victim. The suspects were arrested and the victim was taken to a hospital, where he was treated for his injuries.

Driving Under the Influence / Traffic Collision May 2 at 3:46 a.m., officers were dispatched to the area of Foothill and Madison regarding a crashing sound. When they arrived, they determined that the suspect had been driving west on Foothill and made the turn onto Madison at a high rate of speed, causing him to lose control of the vehicle. The vehicle struck the curb, causing the rear wheel to come off the vehicle. The officers determined the driver to be under the influence. The driver was arrested and brought to the station for booking.

Vandalism May 3 at 9:05 a.m., a business in the 300 block of West Foothill called to report vandalism to their building. The victim reported that several windows had been damaged. Investigation continuing.

Weapons Offense May 4 at 12:26 p.m., an officer was dispatched to the high school regarding a student with a knife. An 18 year old female student had been taken to the nurse's office because she was acting strange. She was determined to be okay, but while there, a search of her purse revealed she was in possession of a four inch, lockable folding knife. She was arrested and booked.

Commercial Burglary / Conspiracy / Petty Theft with a Prior May 4 at 1:00 p.m., an officer responded to a business in the 500 block of West Huntington regarding two female adults in custody for shoplifting. The officer determined the females had shared a bag in which they both concealed clothing. Both females were arrested and brought to the station for booking. One of the women had a prior conviction for petty theft.

Burglary May 4 at 1:14 p.m., an officer went to a business in the 100 block of South Myrtle on the report of a burglary. The reporting party told the officer that five pieces of furniture were taken from the location sometime between Friday, April 30 and Saturday, May 1. Investigation continuing.

Burglary / Vandalism May 4 at 4:09 p.m., an officer was dispatched to a business in the 500 block of Sombrero regarding a burglary report. The victim told the officer he showed up at the property for the first time and found the front door missing, appliances missing, and vandalism to the inside of the building. The victim does not know when this took place. Investigation continuing
