Highlighted Activity for the Weekdays of December 16-18, 2013

Warrants – Suspect Arrested
December 16 at 8:20 p.m., an officer on patrol observed a male subject he recognized and knew had outstanding warrants for his arrest.  The subject was walking through a rear alley behind a business in the 600 block of West Huntington.  A computer check confirmed the male had three drug warrants for his arrest.  The male was stopped and arrested for the warrants.

Warrant – Suspect Arrested
December 17 at 12:40 a.m., police dispatch received a call reporting a male subject chasing a female subject in the 700 block of West Foothill.  Officers arrived and saw a male subject run north from Foothill to an alley.  A resident advised officers of the apartment the subject went into.  Officers knocked on the door and eventually located a 16-year-old male hiding inside.  He said he ran because he had a warrant for his arrest.  A computer check revealed he did have a no-bail felony warrant for grand theft.  While searching the area, officers located a stolen Honda Accord in a carport off the alley that had been stolen out of El Monte and had the ignition punched.  The owner of the vehicle was notified and retrieved her vehicle.  The male was arrested and taken to Eastlake Juvenile Detention Facility pending his court date.

Passing a Counterfeit Bill / Contributing to the Delinquency of a Minor – Suspects Arrested
December 17 at 11:40 a.m., a staff member from Monrovia High School called to report a student had passed a fictitious five-dollar bill.  An officer arrived and interviewed several students, who admitted they had passed the five-dollar bill, and that they had passed a twenty-dollar bill the previous day.  One of the students told the officer that the money was given to them by a parent. 

Detectives responded to the School District Office and managed to retrieve the bill that was passed the previous day.  The parent was called in and admitted she told her son the bill was fictitious and she said she wanted to teach him a lesson if he was caught with the bill.  She also admitted that she had two additional bills at her residence and later retrieved the bills.  The students and the parent were subsequently arrested and charged.  They were later released on citations to appear in court.

Domestic Violence Arrest
December 17 at 9:36 p.m., dispatch received a call reporting a female subject running down the street in the 100 block of North Sunset, yelling for someone to call police.  Officers responded and located the female subject.  Upon investigation, they learned the female had been in an argument with her husband regarding the family business.  During the argument, the husband choked the female, causing an injury to her neck.  He let her go and she ran out of the house in a panic.  The husband was questioned and then arrested.  The female was taken to a local hospital, where she was treated and an emergency protective order was obtained.

Home Burglary Prevention
Criminals look for easy targets.  Burglars, watch for homes that are dark and seem to be temporarily unoccupied.  Residential burglary prevention continues to be a focus of the Monrovia Police Department.  Police officer presence in neighborhoods, investigators working surveillance, following up on leads and tips, and recovering stolen property are all part of preventing residential burglaries and property crime

Here is what you can do to help:

Lock all of your doors and windows when you are not home.  Leave any exterior lights on if they are not sensor activated.

Make sure that all side gates are locked and secured.

If you have an alarm system, activate it, even if you will be away for just a few minutes. 

If you have surveillance cameras affixed to the exterior of your property, make sure you periodically check them to ensure they are working properly. 

Ensure that all of your hedges and or bushes are trimmed from the front of your residence so that your house is not concealed from the street.

Never leave old newspapers, mail or door leaflets piled up on the front steps of your residence.

Never leave valuables in plain view from the outside. 

If you have valuables, please secure them in either a safe or safe deposit box at your local bank.

Always take an active role in getting to know your neighborhood.

Keep your eyes open to suspicious activity in your neighborhood and always do your part as a good witness.  Never attempt to stop a crime; always call 911.

The most important deterrent in preventing property crime is you, the resident.  It is very easy for you to take an active role in keeping your property safe.  It is extremely important for residents to discourage a would-be thief and make their job as difficult and time consuming as possible.  And if you see something suspicious happening in your neighborhood, do not hesitate to call police and report it.

Highlighted Activity for December 12-15, 2013

Vehicle Burglary
December 12 at 1:33 p.m., a vehicle burglary was reported at a business parking lot in the 700 block of East Huntington.  The suspects broke a window on the victim’s vehicle and took a laptop computer bag containing a small camera and paperwork.  The suspects are described as two male Hispanics that were seen leaving the area in a primer black Honda Prelude.  The driver is described as heavy set with a shaved head.  The second suspect was wearing a Raider's hat, t-shirt and gloves.  The investigation is continuing.

Residential Burglary / Grand Theft Auto – Suspect Arrested
December 12 at 12:05 a.m., an officer responded to a residence in the 400 block of East Walnut regarding a residential burglary.  One of the three residents had returned home and discovered the suspect's computer hooked up in the house.  Another one of the residents recognized the computer as belonging to a neighbor, who had been arrested two days prior for trespassing at the same location.  Officers went to the suspect’s residence, but he was not at the home.

At 2:40 a.m., Monrovia dispatch received a call from Ventura California Highway Patrol reporting they had a suspect in custody after a pursuit.  The suspect was driving a vehicle belonging to one of the victim’s of this burglary.  The victim was unaware the vehicle had been taken.  It appears the suspect, the victims’ neighbor, broke into the residence, used the victims’ Internet connection, took one of the resident’s car keys, identification, a pair of slippers, and drove off in the vehicle.  The suspect left behind his computer and a pair of pants.  The CHP confirmed the suspect was driving with shorts on and slippers.  The suspect was arrested and taken into custody by CHP.

Colorado Commons Vandalism – Juvenile Suspect Arrested
Over the last several months, the police department has been receiving reports of vandalism to the Colorado Commons parking structure believed to be committed by juveniles who are being left unattended at the Friday Night Street Fair.  The suspects have been spraying fire retardants all over the parking lot, in the elevators and on the stairwells. 

On Friday, December 12, police assigned an officer to extra patrol the location.  The officer arrested a juvenile suspect he observed spraying a fire extinguisher in the elevator.  The juvenile was taken into custody, charged for the vandalism, and his parents were contacted. 
 
The Monrovia Police Department would like to take this opportunity to remind parents that they will be held financially responsible for the vandalism committed by their juvenile children.  Police ask that you please supervise your child at the Friday Night Street Fair and do not leave them unattended.

Injury Traffic Collision – Vehicle vs. Bicyclist
December 14 at 11:30 a.m., an officer responded to the area of Colorado and Magnolia regarding a traffic collision involving a bicyclist. Two bicyclists were riding eastbound on Colorado and had stopped for the stop sign.  A vehicle heading northbound on Magnolia had also stopped for the stop sign.  The driver of the vehicle did not see the bicyclists and as they were crossing the intersection, the driver of the vehicle hit the rear tire of one of them, knocking the bicyclist off the bike.  The Bicyclist sustained minor injuries.

Injury Traffic Collision / Outside Assist – California Highway Patrol
December 14 at 4:51 p.m., officers responded to the 900 block of South Fifth regarding a vehicle that had come off the 210 Freeway, eastbound, and came to rest on an oak tree by a parking area.  The driver and two passengers received minor injuries.  The collision was handled by the California Highway Patrol.

Surreptitious Video Recording of a Minor
December 15 at 3:05 p.m., the mother of a two-year-old girl came into the police lobby to file a report.  She and other family members were eating at a restaurant located in the 100 block of West Foothill.  Her daughter was with her and needed to use the restroom.  The mother took her daughter to the restroom, but found it locked.  She told her daughter in a loud voice that she would have to wait so the person in the bathroom might hurry.  The door opened up and a male subject exited.  The mother then walked her daughter into the restroom, and while there, she noticed an iPhone placed in the trap of the sink, facing the toilet.  She looked at the phone's video and clearly saw the male subject who had just exited placing the phone to capture video of anyone using the restroom.  The mother took the phone to the police station.  An officer contacted the male suspect and he admitted to placing the phone to capture video of the two-year-old girl.  Criminal charges will be filed against the suspect.

Traffic Collision / Vehicle vs. Pedestrian


On December 15 at 4:38 p.m., a traffic collision involving a pedestrian was reported in the area of Wildrose and Mountain.  A vehicle was stopped heading west on Wildrose,    waiting for traffic to clear.  The driver looked north and then south, not seeing any other traffic, he started the turn without seeing the pedestrian who was crossing the street and struck the pedestrian.  The victim, a 62 year old man, received abrasions and was complaining of pain.  He was taken to a hospital for treatment of his injuries.

Highlighted Activity for the Weekdays of December 9-11 2013

Vehicle vs. Pedestrian Traffic Collision
December 9 at 8:55 a.m., a traffic collision was reported at the intersection of Myrtle and Foothill.  A mother was pushing her daughter in a stroller south on Myrtle, crossing Foothill, when a vehicle traveling south on Myrtle turned east onto Foothill and struck them.  Both were taken to a hospital, the mother for complaint of pain and the daughter for evaluation.

Hazmat Spill
December 9 at 11:13 p.m., police received a call of a possible hazmat spill at a business location in the 100 block of Railroad.  Monrovia police officers established a perimeter, while Monrovia fire personnel responded and conducted an assessment of the spill.  Approximately 300 employees were evaluated at the scene, with about 100 receiving triage, and 7 were taken to local hospitals for treatment. 

Trespassing / Under the Influence of a Controlled Substance / Resisting and Delaying a Peace Officer
December 10 at 1:17 p.m., officers responded to the 400 block of East Walnut regarding a subject seen going into a residence, which was later determined to be a neighbor's residence.  Officers responded and contacted the subject who appeared to be under the influence of a controlled substance.  The subject resisted and struggled with officers as they attempted to detain him.  The subject was eventually taken into custody.  He said he entered the residence while the resident was away to get his computer.  The suspect was arrested for the above listed charges.

Minor in Possession of a Broad-tip Marker – Suspect Cited
December 10 at 7:29 p.m., two male juveniles were seen on the top level of a parking structure in the 100 block of West Colorado looking at the walls.  Officers arrived, questioned the subjects and discovered they were looking for a place to write graffiti.  One of the subjects was in possession of three broad-tip markers.  The juveniles were released to their parents.  The subject in possession of the markers received a citation to appear in court.

Driving Under the Influence – Suspect Arrested
December 11 at 12:30 a.m., a male subject was reported to have fallen asleep behind the wheel of his vehicle with the engine running at a gas station at Myrtle and Evergreen.  The vehicle was next to a gas pump with the hose still attached to the vehicle's gas tank.  When officers arrived, they discovered the male was heavily intoxicated and was determined to be DUI.  The subject was arrested and taken into custody.

falling off the grid



Hey all... a short video on my experience going solar with Verengo.  After talking to several solar companies, I ultimately went with them as they gave me the best "deal" over the long haul.  In short I'll save conservatively 800-1K for the year, see an increase of about 35K in the value of the house and or course walk away from those thieves at SCE and their tier4 rate nonsense.

Shelter in Place alert lifted as of 6PM

I got the text from nixle. The hazmat situation near Duarte/Myrtle on Railroad Ave has been declared contained.  Reports indicate as many as 200 were exposed to noxious fumes, 49 treated at the scene and 9 were hospitalized.

Glad we were upwind, not down wind of that mess.  Good fast reactions by MFD and MPD.

HAZMAT SPILL - Railroad Ave - Alert issued

I just got this via nixle RE a hazmat spill and shelter in place order.  The affected area is near Duarte/Myrtle.

  The Monrovia Fire Department has issued a Shelter in Place order for all residents and employees in the Railroad Avenue area due to a HazMat spill at 146 Railroad Avenue.  HazMat crews are on scene to identify the unknown chemical off gassing into the area and treat patients feeling ill.

Residents and employees are encouraged to stay updated by logging on to www.cityofmonrovia.org or texting 91016 to 888777.

Highlighted Activity for December 5-8, 2013

Suspicious Package
December 5 at 8:33 a.m., an employee of the Wells Fargo Bank in the 500 block of South Myrtle arrived at the bank and noticed a "stuffed" backpack placed directly in front of the main glass doors.  He waited about ten minutes and then called police.  Officers arrived, saw the package and began locking down the area.  About ten minutes later, an Asian male subject walked up to the officers and told them it was his backpack.  The subject was identified and computer checks indicated he was on probation for Arson.  The Los Angeles Sheriff’s Department Bomb Squad was called for safety purposes and they x-rayed the backpack - no explosive device was identified.  The call was cleared without incident.

Fraud – Suspect Arrested
December 5 at 11:00 a.m., officers contacted a female subject in the police lobby wanting to report she was the victim of fraud.  In questioning the female, her story changed and she admitted to withdrawing the money herself, and to being the one who used her credit card at a number of locations.  She was determined to be under the influence of a controlled substance and was arrested.  

While conducting a property check of her belongings, she was found to have a personal check hidden in her shoe.  It turned out to be a stolen check that was unreported.  The investigation is continuing.

Grand Theft Auto
December 6 at 6:23 a.m., a vehicle trailer was taken from a business in the 1600 block of South Mountain.  It was taken sometime between 3:30 p.m. on December 5 and 6:00 a.m. on December 6.  The trailer was secured with a chain and lock.  The suspect(s) cut the gate lock to enter the business property, hitched up the trailer, and drove off with it.

The vehicle trailer was recovered by the Los Angeles Sheriff’s Department Industry Station on the morning of December 7 in the 2000 block of Workman Mill Road.  The property that was in the trailer had been removed.  The investigation is continuing.

Residential Burglary
December 7 at 3:41 p.m., an officer was dispatched to a residence in the 200 block of East Evergreen regarding a residential burglary.  The resident left the location at 11:30 a.m.  When the resident returned home at 3:30 p.m., they noticed the window on the side door had a hole punched near the handle.  It appears the suspect(s) reached in and unlocked the door to gain entry.  The master bedroom was ransacked; cash and jewelry was taken.  The investigation is continuing.

Driving Under the Influence Traffic Collision – Suspect Arrested
December 7 at 5:21 p.m., a resident in the 600 block of Parker reported a neighbor had just driven into her house.  The driver is an elderly female.  She was backing up and somehow struck her neighbors house.  The driver sustained only a small scratch and was treated by Monrovia Fire Department paramedics.  After investigation, the driver was determined to be under the influence and was arrested.  A building inspector responded to check the integrity of the house.

Warrant – Suspect Arrested
December 8 at 4:49 p.m., a female subject called police and reported a family member she had just seen at a business in the 700 block of East Huntington that was a reported juvenile runaway.  Police obtained a description and located the subject at the business.  He was arrested for a no-bail juvenile warrant out of San Bernardino.  The San Bernardino Sheriff’s Department was contacted and they responded to pick up the male juvenile.

Highlighted Activity for the Weekdays of December 2-4, 2013



 Vehicle Burglary
December 2 at 7:38 a.m., a vehicle burglary was reported in the 700 block of Bonita.  The victim parked her vehicle in front of her residence 5:30 p.m.   When she went to her vehicle the next morning, she noticed her driver's door was open.  The loss was a pair of shoes, sunglasses and CD case.  The investigation is continuing.

Vehicle Burglary
December 2 at 7:42 a.m., a vehicle was reported burglarized in the 800 block of West Olive.  The victim parked her vehicle in the rear carport area at 9:00 p.m. and returned to her vehicle in the morning at 6:00 a.m.   She discovered the front door and trunk open.  The loss was a laptop computer.  The victim believes she locked her vehicle, but was not sure.  The investigation is continuing.

Commercial Burglary
December 2 at 8:09 a.m., dispatch received a call reporting a burglary at a business in the 1800 block of California.  The business was closed and locked the day before at 3:00 p.m.  When the reporting party arrived at the business at 8:00 a.m., they noticed the lock to the back gate had been cut.  The loss was several hundred pounds of steel.  The investigation is continuing.

Stolen Vehicle
December 2 at 11:44 a.m., a vehicle was stolen from a business parking lot in the 300 block of West Huntington.  The victim parked his vehicle, a white Honda CRV in the lot and entered a store.  He returned approximately 30 minutes later and discovered his vehicle was missing.  The investigation is continuing.

Commercial Burglary – Suspects Arrested
December 2 at 12:18 p.m., a burglary was reported at a business in the 500 block of West Huntington.  Two adult males entered the store; one was wearing a backpack. Both selected merchandise and concealed it in the backpack and then exited the store without paying.  Once outside, they were detained by officers and both were arrested.

Indecent Exposure – Suspect Arrested
December 2 at 7:11 p.m., a woman inside the library in the 300 block of South Myrtle saw a male subject sitting in a chair in the adult section of the library, exposing himself.  She immediately called the police.  Officers responded and the suspect was detained, positively identified and arrested for indecent exposure. 

Stolen Vehicle Recovered – Suspect Arrested
December 3 at 11:00 a.m., the victim's son called to report that he saw his mother’s stolen vehicle, which was stolen the day before Thanksgiving, in a business parking lot in the 700 block of West Huntington.  He claimed he saw two male suspects exit the vehicle and get into a blue Honda that headed west on the 210 Freeway. 

An officer responded to the location and found the vehicle parked, but he noticed the hood of the vehicle was not hot.  The officer checked with gardeners that were working in the area, and they said they saw the vehicle parked since 8:00 a.m. when they arrived.  The officer questioned the mother and suspicion was raised that her son may have stolen the vehicle.  Officers questioned the son, who denied taking the vehicle at first, but later admitted to the theft, and said he was under the influence of drugs at the time.  He felt it was time to return the vehicle and created the story of seeing the suspects.  The son was arrested and taken into custody.

Missing Juvenile Located
December 3 at 3:41 p.m., a 16-year-old male juvenile was reported missing to police by his father.  The father dropped his son off at high school in the 800 block of West Colorado in the morning.  On his way to pick him up after school, the father received a text message from the son stating that he no longer wanted to be a burden.  The father arrived at the school, but his son was not at the designated location.  He checked the school with school staff and then went home to check there, but did not find his son.  He then went to the police department.  Officers began an investigation and conducted an area check, but the subject was not located.

Later that evening, the missing juvenile called his father and said he was ready to come home.  When the father asked him where he was, the son told him he was on the sidewalk across the street from their house.  The son was located outside by his father.


Tip of the Week

Prevent Theft of Packages
Theft of packages is an easy crime to commit and can be perpetrated by even the least professional type of criminal.  Below are some simple steps you can take to protect your package delivery:

Request a specific drop off time when you know that you will be at home to receive the package.

Ask for your parcel to be placed on a back porch or even beside the front porch or anywhere that is not visible from the street.

Arrange to pick up your parcels at a package store, such as a UPS store that is convenient for you.  

Let a trustworthy neighbor know you are expecting a package delivery on a specific day and ask them to look out for it and bring it into their home for you.

Have your package delivered to your work address during daytime hours.

Know when a package is scheduled to arrive and if it doesn't, contact the sender to track the transport status of the package.

And if you see mail theft happening in your neighborhood, be sure to call your local police at once to report exactly what you have seen.  Time can be a decisive factor in the apprehension of mail thieves.

Highlighted Activity for the Week of November 25 – December 1, 2013

Child Abuse – Suspect Arrested
November 27 at 7:56 p.m., a 15-year-old female subject ran into the police department lobby with visible injuries.  She told officers her father assaulted her with his fists.  She said she ran from her house to get away from him.  The mother was not home at the time of the assault.  Paramedics were called to the station to treat the victim for her injuries.  Officers were dispatched to the residence in the 200 block of East Olive, where they detained and arrested the father for felony child abuse.  The victim was later released to her mother.

Battery with Serious Bodily Injury – Suspect Arrested
November 27 at 10:47 p.m., dispatch received several calls reporting two male subjects fighting in front of a restaurant in the 100 block of East Lemon.  The subjects had crashed through the restaurant's plate glass window.  When officers arrived, one of the subjects had fled on foot to the rear area of the restaurant.  Both subjects were detained and treated by paramedics for lacerations from the glass.

The investigation revealed that one of the male subjects had been drinking and was making inappropriate comments to a female subject.  He grabbed her and began punching her.  The second male subject jumped in to protect the female and was pushed backwards through the plate glass window, causing severe injuries to his back and legs.  The male suspect who started the fight was arrest for felony assault with great bodily injury.

Burglary – Suspect Arrested
November 27 at 11:50 p.m., a business in the 100 block of East Pomona called to report the alarm to their stored vehicle lot was going off and they saw a suspect on the property.  When officers arrived, a suspect started running west on Pomona towards Myrtle.  Officers detained the suspect and recovered a car stereo he had discarded in front of the business.  The employees positively identified the suspect and confirmed the stereo was stolen from one of their vehicles.  The suspect was arrested.  

Grand Theft Auto
November 29 at 9:20 a.m., a resident in the 800 block of Encino Way called police to report his vehicle had been stolen.  He had parked his 2007 Honda Accord in front of his residence at 11:30 p.m.   When he returned to his vehicle the following morning, he discovered it missing.  The investigation is continuing.

Domestic Violence / False Imprisonment – Suspect Arrested
November 29 at 10:45 a.m., officers responded to a residence in the 200 block of West Lemon regarding a domestic violence incident.  A male and female subject that live together were arguing and the male subject had been drinking.  The female tried to slap the male subject, but he grabbed her and struck her twice in the face with a clenched fist.  The female tried to call the police with her cell phone, but the male subject grabbed her phone and smashed it.  She tried to leave the room, but he covered her mouth to prevent her from calling out for help.  They both fell asleep on the bed.  She woke up later and left the location. 

The female subject returned a few hours later to retrieve some property.  She tried to grab the male subject’s cell phone since her phone was broken, but he grabbed her and struck her with his elbow in the face several times.  She managed to get away again and went to the police department to report the incident.  The boyfriend was interviewed at the residence and was arrested.  An Emergency Protective Order was granted.

Grand Theft Auto
November 29 at 5:47 p.m., dispatch received a call from a business in the 1600 block of South Mountain regarding a stolen vehicle.  An employee came to work that morning and parked his 1995 Acura in the parking lot.  He returned to the area where he parked his vehicle eight hours later and discovered it was missing.  The investigation is continuing.

Stolen Vehicle Recovered
November 29 at 6:05 p.m., while officers where investigating the vehicle theft in the above incident, they located a stolen vehicle in the same parking lot.  The vehicle is a 1996 Acura that was stolen out of the Los Angeles Police Department jurisdiction.  The investigation is continuing.

Under the Influence of Controlled Substance – Suspect Arrested
November 30 at 1:45 a.m., an officer contacted a male subject pushing a bicycle north on Myrtle.  The subject was noticeably nervous and out of breath.  Through investigation, the officer determined the subject was under the influence of a controlled substance. The subject was arrested and taken into custody.

Possession of a Controlled Substance / Possession of Drug Paraphernalia – Suspect Arrested
December 1 at 12:55 p.m., officers were dispatched to the 700 block of West Huntington regarding a suspicious person loitering in a parking lot.  They arrived and contacted the subject, who was walking around the parking lot carrying a backpack.  The officer conducted a consent search of the subject’s backpack and found a small baggie containing methamphetamine and five used hypodermic syringes.  The subject was arrested and taken into custody for the above listed charges.

Vehicle Burglary
December 1 at 7:08 p.m., a vehicle burglary was reported in the 400 block of West Huntington Drive.  The victim had parked and secured her vehicle in the parking at approximately 5:30 a.m., leaving her purse in the back seat.  An unknown suspect smashed the victim's right rear passenger window and took her purse containing cash, a camera, and other miscellaneous items.  The investigation is continuing.

Highlighted Activity for the Weekend of November 21-24, 2013

No-Bail Felony Warrant – Suspect Arrested
November 21 at 12:38 p.m., a resident in the 500 block of South Magnolia called police and reported a male subject in their alley who they knew had a warrant for his arrest.  Officers arrived, detained the subject, and a computer check revealed the subject did have an outstanding, no-bail felony warrant for his arrest for a past drug offense that he failed to answer to in court.  He was arrested and taken into custody.

Driving Under the Influence – Suspect Arrested
November 22 at 12:55 a.m., officers stopped a vehicle for committing several traffic violations. When officers contacted the female driver, they noticed that she exhibited signs of intoxication. Through investigation, she was determined to be driving under the influence and was arrested.

Violation of Domestic Violence Protective Order / Felony Vandalism – Suspect Arrested
November 22 at 9:41 p.m., officers responded to Almond and Shamrock regarding an altercation between a male and a female subject.  When officers arrived, it was determined the subjects involved were boyfriend and girlfriend.  The female subject was trying to get the male subject out of her vehicle.  He was refusing to get out and began kicking the doors and windows from inside the vehicle, vandalizing the car.  The female has a Domestic Violence Protective Order against the male.  The male subject was arrested for felony vandalism and for violating the Domestic Violence Protective Order.

Driving Under the Influence – Suspect Arrested
November 23 at 9:40 a.m., an officer was on patrol in the area of Duarte Road and California when he saw a vehicle traveling at a high rate of speed heading east on Duarte through the posted 25 miles per hour Metrolink construction zone.  He saw the vehicle swerve off the road, passing vehicles on the right, and then it turned south on Shamrock.  The vehicle was stopped and the officer could smell a strong odor of alcohol.  He conducted field sobriety tests and determined the driver was driving under the influence.  A computer check revealed the driver's license was currently suspended for DUI.  The driver was arrested.

Strong Arm Robbery – One Suspect Arrested
November 23 at 6:02 p.m., a male victim called police and reported he had just been robbed in the 400 block of East Duarte Road.  The victim was walking to work on Duarte Road with his headphones on when two male subjects passed by him.  After they passed, the two subjects ran back up behind the victim and grabbed him.  They pushed him into a parking lot, where one suspect held him, while the other suspect took his cell phone and wallet from his pockets.  The suspect took cash from the wallet, threw it on the ground, and then both suspects ran west on Duarte Road.  A description of the suspects was broadcast, and an officer in the area detained two subjects at California and Duarte that matched the description.  The victim was able to positively identify one of the suspects and he was arrested.

Driving Under the Influence / Possession of a Controlled Substance / Possession of Drug Paraphernalia – Suspect Arrested
November 23 at 11:18 p.m., an officer stopped a vehicle on Live Oak, just west of Myrtle.  Through investigation, the male driver was determined to be under the influence of drugs and was arrested.  A vehicle search revealed several syringes and a baggie containing a powdery white substance, later determined to be methamphetamine.  He was arrested for the above listed charges.

Felony Driving Under the Influence Traffic Collision / Public Intoxication – Suspects Arrested

November 24 at 2:17 a.m., officers responded to the area of Hillcrest and Madison on the report of a traffic collision.  They arrived and saw a front fender on the street and a vehicle with two female occupants that had collided into a parked vehicle.  The driver was taken to a hospital, but refused medical treatment.  The passenger was slightly hurt, scraped knees and forehead, but also refused medical treatment from paramedics.  The driver was arrested for felony driving under the influence traffic collision. The passenger was arrested for public intoxication.

Highlighted Activity for the Weekdays of November 18-20, 2013

Robbery
November 18 at 3:40 p.m., a robbery occurred in the 1100 block of South Myrtle.  The victim was walking south on Myrtle with his cell phone in his hand and his head down.  The suspect walked past the victim, grabbed the victim’s phone out of his hand and ran north on Myrtle.  The victim chased after the suspect, but when the suspect verbally threatened to beat him up, he stopped.  The suspect is described as an African American male, 20 to 30 years old, short hair cut, a goatee, approximately 6 feet tall, average build, wearing a green hooded sweatshirt with yellow writing and possibly matching green sweat pants.  Investigation continuing.

Public Intoxication – Suspect Arrested
November 19 at 3:40 a.m., dispatch received a call reporting a subject having difficulty parking a vehicle on the street in the 500 block of East Walnut.  The caller stated that the person possibly struck a parked vehicle and drove up on the curb.  The driver got out of the vehicle and walked away.   

When officers arrived, they saw the parked vehicle with recent collision damage.  There were no other vehicles in the area that appeared to have damage caused by this vehicle.  As officers were taking pictures of the vehicle, the owner of the vehicle exited his residence.  The subject had a laceration over his left eye.  The subject started cursing at officers and displayed signs of intoxication.  There were no witnesses that could identify the suspect as the driver, and the vehicle was legally parked.  Officers took pictures of the vehicle and the suspect was arrested for being drunk in public.

Burglary / Possession of Burglary Tools / Grand Theft – Suspect Arrested
November 19 at 10:46 p.m., a female subject entered a business in the 500 block of West Huntington and selected several items of clothing and merchandise.  She entered the changing room, where she stayed for two hours.  When she exited the changing room, loss prevention personnel discovered several metal clothing sensors cut into pieces.  The suspect exited the store and walked to a fast food restaurant, where she entered the bathroom.  Officers arrived and when the suspect exited the bathroom, she was detained.  The wire cutters used to cut off the metal sensors were found in the bathroom, and the suspect was in possession of the stolen property.  The suspect was arrested. 

Residential Burglary
November 20 at 6:58 p.m., police dispatch received a call from an alarm company reporting that the residential burglary alarm had activated at a residence in the 300 block of North Madison Avenue.  Officers responded and discovered a shattered rear sliding-glass door.  A search team entered and cleared the residence; no suspects were located inside.  The homeowner was contacted and indicated he was out of town.   The investigation is continuing.

Highlighted Activity for the Weekend of November 14-17, 2013

Hit and Run Traffic Collision – Vehicle vs. Pedestrian
November 14, 2013, at approximately 8:13 p.m., the Monrovia Police Department received a phone call reporting that a pedestrian had been struck by a vehicle near the intersection of Alta Vista and Cypress, and the suspect vehicle had fled the scene. 

When officers arrived on scene, they located the victim and a witness.  The witness reported that a vehicle traveling west on Cypress Avenue made a left turn onto Alta Vista and failed to stop for the posted stop sign.  The driver of the vehicle lost control and made a wide left turn, drifting into the parking lane, where it struck a male adult who had been standing near a parked vehicle and was walking back to the sidewalk.  The victim was struck below the waist and fell onto the hood of the suspect vehicle.  The suspect abruptly stopped the vehicle at the west curb, ejecting the victim from the hood of the vehicle and onto the west sidewalk of Alta Vista.  The suspect put the vehicle in reverse and then sped away south on Alta Vista, out of sight.  The victim sustained minor lacerations to his upper and lower body, and his right ankle was fractured from the impact of the vehicle.

The suspect is described as a female Hispanic or African American in her mid-to-late 30s, and the vehicle is described as a newer-model, small-to-midsized, white, SUV-style vehicle.  The investigation is currently ongoing.  Anyone with information regarding this incident is encouraged to contact the Monrovia Police Department Watch Commander.

Elder Abuse – Suspect Arrested
November 15 at 1:15 p.m., a 72-year-old female subject called police to report she was assaulted by her 22-year-old grandson.  He has been staying with her for the past 3 months.  The victim reported that she was choked and slapped by her grandson; she sustained visible injuries.  The grandson was arrested and an emergency protective order was issued for the victim.

Grand Theft Auto
November 15 at 5:07 p.m., a vehicle was reported stolen from the 1500 block of South Mayflower.  The victim parked and secured the vehicle in front of the location at 5:00 a.m.  The victim noticed his vehicle was missing at 4:30 p.m.  The vehicle is a grey, four-door, 1991 Honda Accord.  The investigation is continuing.

Driving Under the Influence / Traffic Collision
November 15 at 7:13 p.m., a witness observed a vehicle run a red light at Foothill and Magnolia.  The witness followed the vehicle and phoned the police reporting a possible drunk driver.  Officers responded and located the vehicle near Mountain and Huntington.  The officers observed the driver swerving, straddling lanes of traffic, and then the driver abruptly sped up to pass a vehicle.  An officer activated their lights, but the driver did not respond.  After approximately 50 yards with the lights on, the officer activated the siren.  The suspect then abruptly moved to the curb.  His vehicle went over the curb and struck a tree.  The driver was taken to a hospital for medical treatment.

Forgery / Counterfeiting / Burglary – Suspect Arrested
November 15 at 8:48 p.m., loss prevention personnel from a business in the 500 block of West Huntington called to report an adult female trying to pass counterfeit currency inside their store.  Officers responded, but the female had exited the store and ran when confronted by loss prevention.  Officers arrived, located the female and detained her.  Washed currency, counterfeit currency, and ink used to make currency were found in the suspect’s purse.  She was arrested and taken into custody.  The Secret Service was contacted and the investigation is continuing.

Injury Traffic Collision
November 15 at 11:42 p.m., a solo vehicle traffic collision occurred when a vehicle traveling west on Huntington Drive attempted to make a left turn onto Mountain Avenue and lost control.  The vehicle struck the curb on the west side of Mountain Avenue and flipped multiple times.  All four occupants sustained minor injuries; three of them were taken to a hospital for treatment.

Commercial Burglary – Suspect Arrested
November 16 at 5:30 p.m., a business in the 700 block of East Huntington called police to report a known subject who stole merchandise from their store.  When confronted outside the store, he returned the merchandise to employees and then ran.  Officers located and detained the suspect nearby.  The suspect was arrested and charged with burglary.

Grand Theft Auto – Suspect Arrested
November 16 at 10:02 a.m., an officer was on patrol in the area of Norumbega and Greystone when he passed a suspicious vehicle occupied by a male and female parked on the street in the 600 block of East Greystone.  After confirming that the vehicle had been reported stolen to the Los Angeles County Sheriff's Temple Station, the officer immediately turned his car around, at which time he saw the occupants quickly exiting the vehicle.  The officer was able to detain both suspects until assistance arrived.  The male driver admitted to stealing the car, and was in possession of shaved keys.   The female was not aware the vehicle had been stolen.  The male suspect was arrested and the vehicle was returned to its owner.

Possession of Burglary Tools – Suspect Arrested
November 17 at 2:27 a.m., officers responded to a residence in the 700 block of Greystone regarding a suspicious person in the neighbor’s yard.  An officer arrived and detained the subject.  The subject stated he had gone into the yard to rewrap his foot. The subject was found to be in possession of a folding knife that included a window punch, a screwdriver, and a sparkplug tip.  He was arrested and charged with possession of burglary tools.  

Vehicle Burglary
November 17 at 7:09 a.m., a vehicle burglary was reported to police.  The victim parked his vehicle in the public parking lot at Lemon and Myrtle in the evening.  When he returned to his vehicle in the morning, he noticed several items missing from his vehicle and called police.  The investigation is continuing.

Under the Influence of a Controlled Substance – Suspect Arrested
November 18 at 12:05 a.m., an officer was on patrol in the area of Highland and Foothill when he observed a suspicious person.  The officer contacted the subject and through investigation determined he was under the influence of methamphetamine.  The officer arrested the subject for being under the influence of a controlled substance.

Felony Vandalism – Suspects Arrested
November 18 at 2:23 a.m., an officer investigated a vandalism involving a vehicle that was damaged by large rocks being thrown at it.  The suspects were not known at the time of the initial investigation. 

Several hours later, an officer responded to a vehicle tampering call in the area of Monterey and Huntington.  When the officer arrived, he located and detained a 14-year-old male at the scene and a second male juvenile ran from the officer.  The officer coordinated a search of the area, and the second juvenile was located and detained. 

The investigation revealed the two boys were the vandalism suspects from the earlier call, and both juveniles were arrested.  Both juveniles are from the Victorville area and were joy-riding in their parent's vehicle until it ran out of gas in Monrovia.  The boys told the officer they did not know the victim, but they thought it would be fun to throw rocks at the victim's vehicle.  The juveniles were arrested and later released to their parents on citations.

Highlighted Activity for the Weekdays of November 11-13, 2013

Vehicle Burglary
November 11 at 9:36 a.m., a vehicle burglary was reported in the 100 block of McKinley.  Sometime during the night, the victim's locked vehicle was broken into and burglarized.  The investigaton is continuing. 

Vehicle Burglary
November 11 at 9:48 a.m., a vehicle burglary was reported in the 800 block of West Foothill. During the evening, the victim's locked vehicle was broken into but nothing appeared to have been stolen.  The investigation is continuing.

Under the Influence of a Controlled Substance / Possession of a Controlled Substance – Suspect Arrested
November 11 at 10:28 a.m., an officer was dispatched to a residence in the 600 block of West Palm regarding a subject possibly under the influence of drugs.  The officers contacted the subject at his home and determined he was under the influence of a controlled substance.  The subject consented to a search of his room and a small quantity of heroin was found.  The subject was arrested for possession and being under the influence of a controlled substance.

Violation of Court Order / Resisting and Delaying a Peace Officer – Suspect Arrested
November 11 at 11:02 a.m., a caller reported a subject that was causing a disturbance at a business in the 100 block of West Foothill.  When the officer arrived, he saw the subject near a fast food restaurant and knew the he possibly had a restraining order against him.  Dispatch checked the subject's name and confirmed there was a restraining order against the suspect being at the shopping center.

An officer arrived and approached the subject to detain him for violating the restraining order and he immediately ran from the officer.  A foot pursuit ensued, but patrol officers apprehended the suspect about three blocks away.  The suspect was arrested for violating a court order and resisting arrest. 

Stolen Vehicle
November 11 at 5:55 p.m., a motorcycle was reported stolen from the 700 block of South Myrtle.  The victim's BMW motocycle was taken from his apartment building parking structure.  The investigation is continuing.

Vehicle Burglaries
November 11, three vehicle burglaries were reported in the early evening hours.  The burglaries occurred in the 100 block of North Mayflower, 100 block of North Primrose, and the area of Eldorado and Fifth. 

While officers were investigating the vehicle burglary in the 100 block of North Mayflower, dispatch received a call from a resident in the 400 block of Concord reporting a male subject hiding under the caller’s vehicle.  Officers responded and detained the subject.  The investigation is continuing.

Receiving Stolen Property / Assault with a Deadly Weapon – Suspects Arrested
November 12 at 11:37 p.m., dispatch received a call reporting two male subjects preparing to fight in the 400 block of East Foothill.  One of the suspects possibly had a knife.  Officers responded to the location and detained two suspects.  Through investigation, they learned the subjects were friends.  One of the subjects, the suspect, had burglarized the other one’s home, taking property from the home in the 200 block of Valle Vista.  The victim of the burglary suspected his friend.  The victim confronted the suspect with a knife at his home.  The suspect ran, taking a backpack with him; the victim chased the suspect and a fight ensued in the 400 block of East Foothill.

The suspect sustained a 4-inch cut on his upper arm.  He was found to have heroin, methamphetamine, and all of the stolen property in his backpack.  Paramedics responded to the scene and treated the suspect for his injury.  The suspect was arrested for possession of heroin, methamphetamine and possession of stolen property.  The friend/victim in this case was arrested for assaulting the suspect with a knife.  The investigation is continuing.
